Equality vs Equity: Vocabulary for Better GP Arguments

The one-sentence truth: Equality asks whether people receive the same treatment; equity asks whether treatment is fair given different circumstances.

Core distinction

Equality focuses on sameness of treatment, rights or allocation. Equity focuses on fairness and may justify different support when starting points differ.

When equality can produce inequity

Giving every school, patient or household exactly the same resources can appear equal while ignoring differences in need, access or prior disadvantage.

When equity can create trade-offs

Targeted support may improve fairness but can create administrative complexity, boundary disputes or perceptions of unequal treatment. GP evaluation should acknowledge these costs rather than turning equity into an automatic trump card.

Before-and-after language

Weak: “Everyone should get the same help.”

Stronger: “Equal allocation may be simple, but equitable support often requires greater assistance for groups facing higher structural barriers.”

Paper 1 use

Use this distinction in education, healthcare, taxation, housing and disability questions. Always specify what is being equalised: rights, resources, opportunity or outcome.

The deeper lesson

Equality and equity are not enemies. They are different fairness criteria. Better GP arguments begin by deciding which one the question actually requires.
