How Fire Safety Regulation Works in Singapore | Codes, Certificates, Inspections and Enforcement

A building does not become fire-safe because one officer inspects it once.

Fire safety is built through a chain that begins before construction and continues through occupation, maintenance and later alterations. Singapore’s system therefore combines design codes, professional plan submission, regulated products, inspection, completion certification, operating certificates, maintenance duties, Fire Safety Managers for specified premises, emergency-response planning and enforcement by the Singapore Civil Defence Force.

The strongest way to understand the system is as a lifecycle: design → approval → construction → inspection → certification → occupation → maintenance → audit → correction.

1. Fire regulation starts at design, not after construction

SCDF’s Fire Code 2023 is a central technical reference for architects, engineers and Qualified Persons designing buildings in Singapore.

The Code addresses issues such as means of escape, compartmentation, fire-resistance, smoke control, fire-engine access, alarm and suppression systems and other fire-safety provisions appropriate to different building uses.

This matters because the cheapest fire-safety defect is the one prevented before concrete, walls and services are built around it.

2. Qualified Persons translate the Code into building plans

Proposed fire-safety works generally require plans prepared and submitted by Qualified Persons, typically registered architects or professional engineers acting within their professional scope.

The Qualified Person is not merely a messenger uploading drawings. The professional is responsible for designing and certifying that the proposed works meet the applicable fire-safety requirements, subject to SCDF review and the regulatory framework.

Professional accountability is therefore embedded upstream rather than relying only on government inspection downstream.

3. Plan approval is permission to build the fire-safety design—not proof that it was built correctly

When SCDF approves a fire-safety plan, it approves the proposed design within the submitted regulatory framework.

The building still has to be constructed in accordance with the approved plan. Products must be appropriate and installed correctly. Systems have to function. Required testing and inspections have to occur.

This distinction separates design compliance from as-built compliance.

4. Regulated Fire Safety Products create a product-quality gate

Fire-rated doors, alarms, suppression components and other safety products may fall within SCDF’s Regulated Fire Safety Products framework.

SCDF’s Product Listing Scheme requires regulated products to be certified through accredited Certification Bodies and supported by the appropriate Certificates of Conformity before they are used in fire-safety works.

The purpose is to prevent a technically correct design from failing because an installed component does not meet the performance standard assumed by the design.

5. Performance-based design is an alternative route, not a relaxation of safety

Some unusual or complex buildings cannot fit every prescriptive Fire Code provision neatly. Singapore therefore permits a performance-based approach where authorised and properly supported.

Fire engineers can use analysis, calculations and modelling to demonstrate that an alternative solution meets the required safety objectives.

This route demands more engineering reasoning, not less. A departure from the prescriptive path must be justified by evidence and accepted through the regulatory process.

6. Registered Inspectors provide an independent completion check

Under the Fire Safety Act framework, a Registered Inspector is professionally qualified and registered to inspect fire-safety works and assess compliance.

SCDF states that a Registered Inspector’s inspection certificate is a prerequisite for the issuance of a Temporary Fire Permit or Fire Safety Certificate for a building project.

The role adds another evidential layer between the designer or contractor and the regulator. The completed works are not simply assumed to match the approved plan.

7. A Temporary Fire Permit supports limited occupation before every final item is complete

A Temporary Fire Permit, or TFP, can be issued in appropriate circumstances where the required conditions for temporary use or occupation have been satisfied even though some final matters remain to be completed.

The temporary nature matters. It is not a substitute for eventually completing the remaining works and obtaining the final certification required.

The permit creates a controlled bridge between construction completion and full final certification.

8. A Fire Safety Certificate confirms completion-stage compliance

The Fire Safety Certificate, or FSC, is issued after the required fire-safety works have been completed and the application is supported by the professional certifications and inspection documentation required by SCDF.

SCDF can select applications for inspection before issuance. If defects or non-compliances are found, the responsible Qualified Person must correct them and resubmit as required.

The FSC therefore records that the project crossed the completion gate; it does not eliminate future maintenance obligations.

9. Fire Certificate and Fire Safety Certificate are not the same document

The names are similar enough to cause confusion.

The Fire Safety Certificate is associated with completion of approved fire-safety works. The Fire Certificate is an operating-stage requirement for specified premises that meet statutory criteria.

One confirms that a project’s fire-safety works were completed appropriately. The other confirms ongoing compliance for premises that must maintain the operating certificate.

10. The Fire Certificate regime changed on 1 April 2026

SCDF introduced a three-year Fire Certificate regime with effect from 1 April 2026.

For Fire Certificates with validity starting from 1 April 2026, the validity is generally 36 months unless otherwise stated, provided the applicable requirements are satisfied. Previously, the ordinary validity period was 12 months.

The longer certificate cycle does not mean premises can ignore fire-safety systems for three years. Owners and occupiers remain responsible for inspection, testing, maintenance and compliance throughout the validity period.

11. Professional inspections continue under the three-year regime

SCDF’s current Fire Certificate guidance requires owners or occupiers to engage Professional Engineers and contractors to inspect relevant fire-safety systems.

SCDF may select premises for audit and require the owner or occupier to submit inspection schedules before conducting selective regulatory audits.

The new regime therefore shifts more emphasis toward sustained professional responsibility and risk-based regulatory audit rather than annual paperwork alone.

12. Maintenance is where many fire-safety systems succeed or fail

A sprinkler system that worked on commissioning day can become unreliable if valves are shut, pumps are not maintained or components corrode. A fire door can lose its function if it is wedged open or altered. An alarm system can fail through poor maintenance.

Operational fire safety is therefore a maintenance discipline.

The legal requirement is not merely to own fire-safety equipment. The system must remain capable of performing its intended function when an actual fire occurs.

13. Fire Safety Managers create an accountable human operating layer

Specified premises are required to appoint Fire Safety Managers under the applicable legal framework.

The Fire Safety Manager helps oversee fire-safety arrangements, emergency plans, drills, maintenance and compliance responsibilities within the premises.

This addresses a recurring organisational problem: a building can contain many contractors, tenants and systems, but somebody still needs an accountable role connecting them into one fire-safety programme.

14. Emergency Response Plans turn building systems into action

SCDF describes an Emergency Response Plan as a detailed document setting out measures and operational actions for fire and other emergencies such as hazardous-material incidents.

An alarm is only useful if people know who investigates, who calls 995, who manages evacuation, who assists people needing help and how responders gain access to the relevant area.

Emergency planning connects physical systems to human behaviour.

15. Company Emergency Response Teams provide the first minutes of organised action

For premises subject to the relevant requirements, Company Emergency Response Teams consist of trained and equipped personnel able to provide immediate assistance before SCDF arrives.

Their role is not to replace professional firefighters. It is to prevent the first minutes from becoming organisationally empty.

Early alarm, evacuation, simple first response and useful information for SCDF can significantly affect how quickly a building moves from discovery to controlled emergency response.

16. Temporary changes of use can create new fire risk

A hall designed for one use may be filled temporarily with exhibition booths, stage equipment, decorations or crowds that change escape routes and fire loading.

SCDF therefore regulates temporary changes of use. For qualifying temporary events lasting no more than 60 days—such as stage shows, exhibitions, trade fairs or carnivals—a Temporary Change of Use Permit can provide a streamlined route subject to full compliance with the permit’s fire-safety conditions.

Temporary does not mean risk-free. The fire-safety system has to match the building as it will actually be used during the event.

17. SCDF enforcement protects the system when voluntary compliance fails

SCDF can inspect, audit and take enforcement action under the Fire Safety Act and related regulations where fire-safety requirements are breached.

Enforcement can involve directions to rectify defects, regulatory penalties or prosecution depending on the nature and seriousness of the non-compliance.

The objective is not punishment as an end in itself. The regulatory system needs a credible consequence because a neglected fire-safety defect can remain invisible until the day it contributes to injury or death.

18. A worked example: new commercial building

Imagine a new commercial building being developed.

The Qualified Person designs the fire-safety system using the applicable Fire Code and submits plans. Approved systems are constructed using compliant products. A Registered Inspector inspects the completed works. Professional certificates support the application for TFP or FSC. Once occupied, the owner maintains the systems and obtains a Fire Certificate if the premises fall within the statutory category.

The safety result is therefore the product of several gates rather than one approval stamp.

19. A worked example: fire door held open

Suppose a building was properly designed and certified, but occupants routinely wedge a fire-rated door open for convenience.

The original design remains technically correct while the operating condition defeats compartmentation. In a fire, smoke and heat can spread through the opening more quickly than the approved design assumed.

This example shows why fire safety cannot end at certification. Daily behaviour can undo engineered protection.

20. Common misconceptions

Misconception: A Fire Safety Certificate and Fire Certificate are the same.
No. they sit at different stages and serve different regulatory purposes.

Misconception: SCDF personally inspects every fire-safety component every year.
No. the system uses Qualified Persons, Registered Inspectors, Professional Engineers, maintenance contractors and risk-based SCDF audit as different layers of assurance.

Misconception: A three-year Fire Certificate means systems only need attention every three years.
No. maintenance and inspection responsibilities continue throughout the certificate period.

Misconception: A temporary event does not affect fire regulation.
Temporary changes of use can create different crowd, egress and fire-load conditions and may require a permit.

Misconception: Fire safety is mainly about extinguishers.
No. escape, compartmentation, detection, suppression, smoke control, access, maintenance and emergency organisation all matter.

21. The deeper idea: fire safety is a chain whose weakest link appears only under stress

Most building systems are judged every day. A lift that fails is noticed immediately. A light that stops working is replaced. Fire protection can sit unused for years.

That makes fire safety unusual. The system has to remain trustworthy even though its most important test may arrive only once.

Singapore therefore builds assurance through layers: technical code, professional design, approved plans, regulated products, independent inspection, completion certification, operating certificates, maintenance, emergency organisation and regulatory enforcement.

No single certificate can guarantee safety forever. The chain works only if every later owner preserves what the earlier designer intended.
