Air cargo is valuable because time matters.
Pharmaceuticals can lose value if temperature control breaks. E-commerce parcels lose value if delivery misses the promise. Aircraft parts can ground a plane while they wait. Fresh food and flowers are physically deteriorating while the logistics system moves them.
Changi’s cargo system is therefore designed around fast handoffs without abandoning security, customs control or product-specific handling.
Changi Airport Group describes the airport as an integrated logistics gateway with more than 70 hectares of contiguous Free Trade Zone land and more than 350,000 square metres of warehouse capacity across the Changi Airfreight Centre and Airport Logistics Park of Singapore.
The public operating chain is: shipment booked → Air Waybill and manifest created → cargo accepted and screened → aircraft flies → cargo unloads into Free Trade Zone handling → customs and regulatory status determines next movement → shipment is broken down, stored or transferred → cold-chain or special handling continues where required → cargo leaves on another aircraft or enters Singapore through the correct permit and clearance route.
1. The Air Waybill gives the shipment an identity
Air cargo moves under transport documentation that identifies the shipper, consignee, routing and shipment details.
The Air Waybill and cargo manifest allow airlines, handlers, freight forwarders and customs authorities to connect the physical shipment to its declared journey.
The box, pallet or unit load device therefore travels with a digital and documentary identity before it ever reaches the aircraft.
2. Cargo can arrive loose or already built into aircraft units
Some shipments are consolidated into unit load devices or aircraft pallets before loading.
Others arrive as loose cargo that a ground handler builds into an aircraft-ready load.
Build-up has to consider weight, dimensions, aircraft loading limits, destination sequence and special-handling requirements.
The cargo terminal therefore converts many individual commercial shipments into one aviation load plan.
3. Security is a gate before aircraft loading
Air cargo is subject to aviation-security controls before it can travel on a commercial aircraft.
The detailed procedures properly remain within the regulated aviation-security system rather than being published as an operational bypass guide.
The public principle is that speed does not remove screening, chain-of-custody and documentation obligations. A shipment becomes flight-ready only after the required security state has been established.
4. Changi’s Free Trade Zone is what makes transhipment fast
Singapore Customs states that goods arriving by air or sea are first deposited in a Free Trade Zone unless approved alternative arrangements apply.
Duty and GST are generally suspended while goods remain within the FTZ and have not entered Singapore’s customs territory for local consumption.
This matters for a global cargo hub because a shipment travelling from Country A to Country B can change aircraft in Singapore without being treated automatically as though it had been imported for sale in Singapore.
5. Transhipment and import are different legal states
A transhipment is passing through Singapore toward another destination.
An import is entering Singapore’s customs territory for local use or consumption.
The physical pallet can look identical in both cases. The documentary and customs state is different.
That distinction determines whether duty, GST, permits and controlled-goods approvals become payable or required at that point.
6. Non-controlled goods can move within the same FTZ without a transhipment permit
Singapore Customs’ February 2026 guidance states that a transhipment permit is not required for non-controlled goods moving within the same Free Trade Zone.
Controlled goods, inter-FTZ movements and other specified situations can require permits or approvals.
The rule preserves rapid ordinary transhipment while retaining regulatory visibility where the cargo type or movement creates higher control requirements.
7. Cargo agents can break bulk inside the Changi FTZ
A master shipment can contain many smaller house shipments for different consignees.
Singapore Customs’ Cargo Agent’s Import Authorisation Scheme allows approved cargo agents to take delivery of qualifying air cargo and break bulk within warehouses in the Changi Free Trade Zone under the scheme’s conditions.
The large shipment therefore can be decomposed close to the airport before individual local or onward movements are finalised.
8. Local delivery requires the correct Customs release state
When air cargo leaves the FTZ and enters Singapore for local use, the required import permit, commercial invoice, packing list and Air Waybill or other documents may need to be presented according to the applicable customs procedure.
The cargo can therefore be physically ready for collection while legally not yet ready to leave the controlled logistics area.
Customs clearance is part of the logistics timeline, not paperwork added after logistics is complete.
9. Cold chain turns temperature into a logistics deadline
Some products have a safe temperature range narrower than ordinary warehouse conditions.
Changi’s pharma and perishable ecosystem therefore uses temperature-controlled warehouses, cool rooms, active containers, cool dollies and monitored transfer processes.
The objective is not merely keeping the warehouse cold. It is maintaining the required temperature across every handoff from aircraft to warehouse to truck or onward aircraft.
10. Changi has more than 375,000 tonnes of annual cool-chain handling capacity
Changi Airport Group currently states that its cargo handlers together provide more than 375,000 tonnes of annual cool-chain handling capacity.
The airport also describes its Pharma@Changi community as the first and largest IATA CEIV Pharma-certified community in Asia Pacific.
Certification matters because pharmaceutical logistics depends on consistent procedures across several separate companies, not only one excellent warehouse.
11. SATS Coolport creates one major cold-chain anchor
Changi Airport Group describes SATS Coolport as an 8,000-square-metre on-airport perishable handling facility with 18 adjustable cold rooms and annual handling capacity of about 250,000 tonnes.
Its temperature zones extend from frozen conditions to controlled ambient ranges for different cargo types.
The facility allows medicines, food, flowers and other sensitive products to remain inside a managed temperature chain close to aircraft operations.
12. dnata adds another independent cold-chain system
dnata’s Changi cool-chain facility adds roughly 75,000 tonnes of annual handling capacity and multiple modular temperature-controlled areas.
Multiple capable handlers matter because a cargo hub benefits from resilience and airline choice rather than one single cold-chain operator becoming the only route through Singapore.
13. Express cargo compresses every handoff
Parcel and express networks are built around promised delivery windows.
The value of one saved hour can be high because missed sorting or departure cut-offs can move the parcel into the next day’s network.
Air cargo hubs therefore need night operations, fast breakdown and build-up, customs integration and immediate landside transport connectivity.
14. Freighters and passenger aircraft share the cargo network
Dedicated freighters carry large volumes and outsized or specialist cargo.
Passenger aircraft also carry cargo in their lower holds.
Changi’s extensive passenger network therefore contributes air-cargo connectivity even where a route does not have a dedicated freighter service.
15. Global transfer is where a hub multiplies connectivity
A shipper does not need one aircraft to fly directly from every origin to every destination.
Cargo can arrive in Singapore from one market, remain inside the FTZ and connect onward to another flight.
The hub therefore converts many individual routes into a much larger network of possible origin–destination combinations.
16. The warehouse is a buffer between flight schedules
An inbound flight and an outbound flight rarely meet at exactly the same time.
Warehouse and cargo-terminal capacity hold the shipment safely while the next aircraft becomes available.

17. A worked example: temperature-sensitive medicine transhipment
Imagine a pharmaceutical shipment flies from Europe to Singapore and connects onward to Australia.
The shipment arrives under its Air Waybill and handling instructions. It remains within the Changi FTZ as transhipment cargo. Ground handlers move it through the certified cold-chain environment and maintain the required temperature during holding and transfer. It is then built onto the onward flight and leaves Singapore without becoming a local commercial import.
The airport has sold something more valuable than storage: continuity of time, temperature and legal status.
18. A worked example: local air import
Now imagine electronics arrive at Changi for a Singapore consignee.
The cargo is deposited in the FTZ and handled by the ground and cargo agents. The importer or declaring agent obtains the applicable Customs permit and prepares the commercial and transport documents required for clearance. Once the customs state permits local release, the shipment exits the FTZ and enters Singapore’s inland logistics network.
The same airport handling system has produced a different legal outcome because the destination of the goods is different.
19. Common misconceptions
Misconception: All cargo landing at Changi is imported into Singapore.
No. large volumes can be transhipped through the Free Trade Zone to another country.
Misconception: FTZ means no customs rules.
No. FTZ status suspends certain duty and GST treatment and facilitates transhipment; controlled goods and specified movements still have permit and regulatory requirements.
Misconception: Cold chain means putting cargo in a refrigerator.
No. temperature integrity has to survive aircraft, ramp, warehouse, build-up and onward transport.
Misconception: Air cargo is carried only on cargo aircraft.
No. passenger flights also carry significant belly cargo.
20. The deeper idea: Changi sells continuity
A cargo hub does not create the medicine, parcel, semiconductor or aircraft part.
Its job is to prevent value from being lost between journeys.
Documentation preserves identity. the Free Trade Zone preserves the correct customs state. security preserves trust in the aircraft. cold rooms preserve temperature. warehouses preserve timing. flight connectivity preserves speed.
The shipment can cross continents because Changi keeps the chain intact while it is temporarily standing still.
