Population, Household Size and Migration Are Different HDB Demand Forces | Why One Headcount Number Cannot Forecast Housing

Singapore had 6.11 million people in June 2025.

That number does not tell you how many HDB flats Singapore needed.

It does not tell you how many households were forming.

It does not tell you how many people were citizens, Permanent Residents or non-residents.

It does not tell you whether five people were sharing one home or living in three separate households.

It does not tell you whether additional non-residents were renting rooms, living with employers, staying in purpose-built worker accommodation or helping construct the next generation of housing.

This is why one population headcount cannot forecast HDB demand.

Singapore’s official 2025 population was 6.111 million: 3.661 million citizens, 543,800 Permanent Residents and about 1.907 million non-residents. The resident population was 4.205 million.

Three different forces need to be separated:

  • population — how many people are in Singapore;
  • household structure — how those people group into separate living units;
  • migration and residency status — how different population groups enter the housing, rental, labour and construction systems.

A useful HDB demand model therefore asks not only how many people exist, but who they are, how they live together, what housing states they are eligible for and whether they create ownership demand, rental demand, labour supply or some combination of those channels.

Wait, What? Population Can Rise Faster Than HDB Owner Demand

Suppose Singapore adds 100,000 people mainly through non-resident workers who live in dormitories, rented rooms or employer households.

That population increase does not translate into 100,000 new HDB owner-occupied flats.

Now suppose the resident population barely changes but many adult children move out of parental homes.

Population growth is small.

Resident household count can still rise meaningfully.

The second case can generate more direct HDB dwelling demand than the first.

Singapore’s 6.11 Million Population Contains Different Housing Relationships

Population in Brief 2025 recorded:

  • 3.66 million Singapore Citizens;
  • 0.54 million Permanent Residents;
  • 4.20 million residents in total;
  • 1.91 million non-residents;
  • 6.11 million people overall.

Those groups do not enter the HDB system identically.

Public-flat ownership and purchase eligibility depend on citizenship, residency, household composition and the prevailing HDB rules.

Non-residents influence housing more through channels such as rental, employer-provided accommodation, domestic-worker residence, labour demand and the construction workforce than through ordinary subsidised HDB ownership.

Resident Households Are Closer to the Dwelling-Demand Question

In 2025, Singapore had 1.4871 million resident households.

That number rose 1.6% from 2024 even though the resident population rose only 0.6% over the same mid-year comparison.

Average resident household size fell to 3.06 persons.

This demonstrates the mechanism directly:

HOUSEHOLD COUNT CAN GROW FASTER THAN RESIDENT HEADCOUNT WHEN PEOPLE LIVE IN SMALLER HOUSEHOLDS.

Household Size Is a Housing Multiplier

Take a simplified population of 300 people.

At three people per household, it needs about 100 homes.

At 2.5 people per household, it needs about 120.

No one was added.

Twenty more dwellings were needed because household structure changed.

This is why falling household size can create persistent housing demand in low-fertility societies.

Household Size Also Changes Flat-Type Demand

Fewer people per household can shift the mix toward smaller units.

But the relationship is not perfectly proportional.

A two-person household may still want a 4-room flat for:

  • work-from-home space;
  • visiting family;
  • future children;
  • caregiving;
  • storage;
  • long-term flexibility.

Demographic size gives planners a baseline.

Preferences and affordability decide the final product mix.

Migration Has Several Different Housing Channels

Migration is often treated as a single demand shock.

That is too simple.

Different migrant groups can affect housing through different mechanisms:

  • Permanent Residents can enter some HDB purchase and household pathways subject to prevailing eligibility conditions;
  • foreign workers and professionals can create rental demand;
  • migrant domestic workers often live inside an employer household, increasing population without forming a separate dwelling household;
  • construction workers increase labour supply for housing and infrastructure projects while also requiring accommodation;
  • dependants and students can create additional rental or household occupancy demand.

The category “migration” therefore contains several housing states at once.

Non-Resident Growth Can Raise Rental Demand Without Equivalent Ownership Demand

A non-resident professional renting an HDB bedroom or whole flat contributes to rental demand.

That can affect:

  • rental availability;
  • rental prices;
  • owner decisions to rent rooms;
  • occupancy patterns;
  • neighbourhood demand for services.

It does not create the same direct new-flat ownership claim as an eligible first-timer resident household.

Migrant Domestic Workers Show Why Headcount Can Mislead

A domestic worker can increase the number of people living in Singapore and the number of occupants in a home without creating a separate household or requiring a separate HDB flat.

Population rises.

Dwelling count may not.

This is a clean example of why housing planners need household structure rather than total population alone.

Construction Migration Can Increase Housing Supply Capacity

Migration can also affect the supply side.

Population in Brief 2025 noted that recent non-resident population growth was driven partly by Work Permit holders in the construction sector supporting major infrastructure projects and the ramping up of housing supply.

This is a useful reversal:

SOME MIGRATION ADDS HOUSING DEMAND.

SOME MIGRATION ALSO ADDS THE LABOUR THAT BUILDS HOUSING SUPPLY.

The net housing effect cannot be understood from population growth alone.

Citizenship Changes the Public-Housing Path

HDB is a public-housing system designed around Singaporean housing needs.

Eligibility rules distinguish citizens, Permanent Residents and non-residents across different purchase, rental and occupancy states.

That means two people with identical incomes can have different HDB options because their legal housing status is different.

Housing demand forecasting therefore needs population by status, not only population by headcount.

Permanent Residence Can Change a Household’s Future Housing Options

A household’s housing path can change as immigration status changes.

A non-resident family may begin in the private rental market.

Later residency status can change which HDB pathways are available, subject to prevailing rules.

Migration therefore has delayed as well as immediate housing effects.

Births, Migration and Household Formation Operate on Different Clocks

A birth today may affect independent household demand decades later.

A marriage can create a new household this year.

A newly arrived professional can create rental demand this month.

A construction worker can contribute to housing supply immediately through labour.

The same demographic dashboard therefore contains signals with very different time horizons.

Age Structure Matters Even at the Same Population Size

A population of four million young adults creates a different housing system from four million older residents.

The first may generate strong family-formation and larger-flat demand.

The second may generate more right-sizing, accessibility, proximity and senior-housing demand.

HDB’s Existing Stock Changes the Meaning of New Demand

Singapore does not meet every new household with a newly built flat.

Demand is absorbed across:

  • new BTO supply;
  • resale flats;
  • private housing;
  • public and open-market rental;
  • existing family homes;
  • right-sizing and household moves.

The flow of existing stock matters almost as much as construction volume.

77.2% of Resident Households Still Live in HDB Housing

SingStat recorded 77.2% of resident households living in HDB dwellings in 2025.

This makes resident household formation the central demand signal for HDB, while migration and total population remain important surrounding variables.

Failure Mode: “Population Rose 1%, So Housing Supply Should Rise 1%”

This assumes household size, household type, eligibility, vacancies, resale turnover and migration composition all remain constant.

They do not.

A headcount growth rate is therefore not a housing supply formula.

Failure Mode: Treating All Non-Residents as HDB Buyers

This overstates direct owner demand and ignores the actual legal and household pathways through which non-residents live in Singapore.

Their housing effects are often stronger in rental, occupancy, service demand or worker accommodation than in subsidised HDB ownership.

Failure Mode: Ignoring Migration Because HDB Is for Singaporeans

This makes the opposite error.

Migration can affect:

  • HDB room and whole-flat rental demand;
  • construction labour;
  • town service demand;
  • household occupancy;
  • future PR and citizen household formation;
  • broader private-housing demand that interacts with the HDB resale market.

The correct approach is to separate the channels rather than ignore them.

Failure Mode: Ignoring Falling Household Size

This can make demand forecasts systematically too low.

A slowly growing resident population can still form households quickly enough to require substantial new supply.

A serious HDB demand model should watch:

  • citizen population;
  • Permanent Resident population;
  • non-resident population by broad group;
  • resident household count;
  • average household size;
  • age structure;
  • marriages and divorce;
  • births;
  • single-person household formation;
  • rental demand;
  • resale turnover;
  • new-flat applications;
  • construction capacity;
  • vacancy and completion pipeline.

Housing demand is the output of the whole system, not one demographic column.

Forward Play: Three Different Population Changes

Scenario A: 50,000 adults move out of parental homes. Population is unchanged. Household demand rises.

Scenario B: 50,000 non-resident workers arrive for major construction projects. Population rises. Direct HDB owner demand rises much less, while rental, worker accommodation and housing supply capacity may change.

Scenario C: 50,000 babies are born. Population rises. Current household space needs change, but most independent dwelling demand comes decades later.

Same headcount change.

Housing systems respond to social organisation, legal status and time—not merely human bodies.

People form households.

Households enter different tenure states.

Migration changes both demand and supply.

Age changes the product required.

Population is the starting inventory.

Housing demand emerges only after the inventory is organised into real lives.

Population, household size and migration are different HDB demand forces because they answer different questions.

Population asks: How many people?

Household size asks: How many homes do those people divide into?

Migration asks: What housing, rental, labour and future-residency channels do different people enter?

Only after those questions are separated can housing demand be forecast intelligently.
