Why Hacking HDB Walls Is a Structural Question | A Floor Plan Is Not Permission to Demolish

A wall inside your HDB flat can look private.

Structurally, it may not be a private decision.

The wall may support nothing.

It may conceal services.

It may sit beside a reinforced-concrete column, beam or slab.

It may form part of a household shelter.

It may be harmless to remove—or dangerous to alter without understanding the structure around it.

This is why HDB’s current rule is deliberately broad: all demolition and hacking of walls, whether partial or complete, require HDB’s prior written approval.

Wait, What? “Non-Load-Bearing” Does Not Mean “No Approval Needed”

A homeowner sees an internal wall on a plan and hears that it is non-load-bearing.

The intuitive conclusion is:

If it does not carry the building, I can remove it.

HDB’s rule is different.

Demolition or alteration still requires approval because the wall sits inside a larger structural and services environment.

“Non-load-bearing” describes one engineering property.

It is not a renovation permit.

Reinforced Concrete Is the Line You Do Not Improvise Across

HDB’s building-work guidelines repeatedly state that existing reinforced-concrete structures must not be tampered with during wall demolition.

That includes the structural frame around the private rooms:

  • columns;
  • beams;
  • floor slabs;
  • structural walls;
  • other reinforced-concrete elements.

Concrete can look visually similar across different elements.

The difference between partition and structure is not something a demolition worker should determine by feel after the hacking has started.

HDB’s current guidance for demolition of internal non-structural partition walls says that if steel bars are discovered during the works, demolition must stop and HDB must be informed immediately.

If structural integrity is compromised, the risk does not stop at the owner’s front door.

HDB explicitly states that unauthorised demolition or hacking can potentially endanger both the household and neighbours.

This is why public safety sits inside what may feel like a private design decision.

Approval Does Not Mean “Hack Anywhere on the Approved Wall”

Approval comes with drawings, limits and conditions.

The contractor must follow the approved scope.

The nearby RC frame still cannot be damaged.

The method of demolition still matters.

It can currently be carried out only from 9:00am to 5:00pm on weekdays, not on Saturdays, Sundays, Public Holidays or the specified holiday eves.

Contractors also cannot take more than three consecutive days to demolish walls or remove wall or floor finishes.
