How Defence Works | Training, Exercises and Lessons Learned — Turning Repetition Into Real Readiness

Training creates skill. Exercises test whether many skills, people and systems can work together. Lessons learned turn the evidence from those tests into better readiness.

A defence organisation can own advanced equipment, maintain detailed plans and still fail if people have not practised the tasks required of them or if coordination problems remain hidden until a real crisis.

This is why training is not an event added after capability development. It is part of capability itself. A plan that has never been exercised is partly a hypothesis. An exercise converts some of that hypothesis into evidence.

This article explains training systems, exercises and organisational learning at a public, non-operational level. It does not reproduce combat drills, tactical procedures or sensitive exercise scenarios. Return to the How Defence Works hub.

The simple answer

Standard → Train → Exercise → Observe → Review → Repair → Retest

The loop matters. Training without evaluation can repeat weak habits. Evaluation without repair creates reports rather than improvement. Repair without retesting leaves uncertainty about whether the change worked.

Training begins with a standard

A person cannot be assessed as ready unless the required performance is defined. Standards therefore convert vague expectations into something observable.

A useful standard answers questions such as:

  • What task must be performed?
  • Under what conditions?
  • What quality or safety threshold must be met?
  • How often must competence be refreshed?
  • Who is authorised to certify the result?

Without a standard, training can become activity without a clear definition of success.

Individual competence is only the first layer

Many defence tasks require teams. One person can know a procedure while the team still performs poorly because handovers, timing, terminology or responsibility are unclear.

This creates several levels of training:

  • Individual training: can the person perform the role?
  • Team training: can several people coordinate?
  • Unit training: can teams integrate under common command?
  • Joint training: can different services work together?
  • Inter-agency and multinational exercises: can organisations with different rules and systems cooperate?

The complexity increases because every boundary introduces another possible mismatch.

Exercises reveal interfaces

A written plan often looks coherent because each organisation describes its own responsibilities separately. An exercise reveals what happens at the interfaces.

Does one team’s report arrive in a format another team understands? Do two organisations use the same word differently? Does a decision authority sit too far from the information needed to decide? Does logistics arrive at the rate the activity actually consumes it?

These are not spectacular failures, but they are exactly the kinds of problems exercises are meant to find.

The SAF trains locally and overseas for different kinds of realism

MINDEF’s public exercises page explains that the SAF trains regularly in Singapore and also conducts unilateral, bilateral and multilateral exercises overseas. Overseas environments can provide larger scale, scope and complexity than land-scarce Singapore can always provide locally.

The lesson is not that one training location is universally better. Different environments test different dimensions. Local training can reproduce familiar infrastructure and institutional relationships. Overseas training may provide distance, terrain and scale not available at home.

Training design should therefore match the objective rather than treating realism as one undifferentiated quality.

Safety is part of training quality

A dangerous exercise is not automatically a realistic exercise. Training should expose people to the demands necessary for competence while controlling avoidable risk.

The SAF’s published core values include Safety and Care for Soldiers alongside Discipline, Professionalism, Leadership and Ethics. Public exercise notices also state that live-firing activities are conducted with safety and control measures and warn the public to remain clear of restricted areas.

The systems principle is simple: training that unnecessarily injures people can reduce the very readiness it is trying to build.

Realism has several dimensions

An exercise can be realistic in one dimension and artificial in another.

  • Physical realism: environment, equipment and workload.
  • Information realism: incomplete, delayed or conflicting reports.
  • Organisational realism: actual chains of authority and handovers.
  • Human realism: fatigue, uncertainty and competing priorities.
  • Time realism: realistic preparation, decision and recovery windows.

Maximum realism in every dimension is rarely possible or desirable. The exercise should include enough relevant friction to test the intended learning objective safely.

A rehearsal and an experiment are different

A rehearsal practises a known plan so participants can perform it more reliably. An experiment tests an uncertain concept to learn whether it works.

Confusing the two can create poor expectations. A rehearsal may appropriately reward consistency. An experiment should welcome evidence that the concept needs change.

Modern defence needs both. Established capabilities require recurrent rehearsal, while new technologies and operating concepts require experimentation before wider adoption.

Evaluation should be independent enough to see the failure

Participants naturally want an exercise to go well. That desire can create bias. If every evaluator is invested in proving success, weak assumptions may remain hidden.

A useful evaluation system distinguishes:

  • what happened,
  • what should have happened,
  • why the gap occurred,
  • which parts were inside the unit’s control,
  • what corrective action should follow.

The purpose is learning, not humiliation. Honest evaluation works best where people can report problems without believing that every imperfection will be treated as personal failure.

After-action review turns experience into evidence

An after-action review asks what was intended, what actually happened, why the difference occurred and what should change.

The strongest reviews are specific. “Communication was poor” is too vague. “The receiving team used an outdated contact list, delaying confirmation by twenty minutes” identifies a repairable cause.

Specificity matters because the organisation can then assign ownership. Somebody can update the contact process, change the system or alter the training.

Lessons observed are not yet lessons learned

Organisations often collect observations after exercises. That does not mean the lesson has entered practice.

A lesson becomes learned only when the organisation changes something relevant and later evidence shows the change improved performance.

Observation → Analysis → Owner → Correction → Retest → Institutional Change

If the loop ends with a report, the organisation has documented a lesson but not necessarily learned it.

The Institute for Military Learning Systems institutionalises the learning problem

SAFTI Military Institute’s Institute for Military Learning Systems was inaugurated on 1 April 2026 through the restructuring of the Institute for Military Learning and the Centre for Learning Systems. Its public description says it drives SAF learning efforts, develops instructors and training leaders, and shapes the wider learning landscape.

This is important because learning cannot rely only on talented individual instructors. A large organisation needs systems for curriculum design, instructor development, feedback and adaptation.

Training effectiveness matters more than training volume

More hours do not automatically create better competence. Training can suffer diminishing returns if people are exhausted, activities are poorly sequenced or waiting time consumes attention without adding learning.

In April 2026, MINDEF responded to a parliamentary question on in-camp training by saying the SAF seeks to ensure adequate time for safe and effective preparation and conduct, sufficient rest and recuperation, while minimising the overall time imposition on NSmen.

This frames time as a resource. A well-designed exercise maximises useful learning per unit of time rather than merely filling the calendar.

Reserve training must fight skill decay

Skills decay when unused. Reserve forces therefore need periodic training to refresh competence and reconnect people with current systems and procedures.

The challenge is efficient refreshment. A reservist returning after time in civilian life may not need to relearn everything from the beginning, but must update the parts that changed and re-establish team coordination.

This connects training to Defence Personnel, National Service and Reserve Forces.

Multinational exercises test interoperability

Different militaries can be individually capable but still struggle to work together because equipment, terminology, doctrine or communications differ.

Bilateral and multilateral exercises therefore test the practical side of Alliances and Collective Defence. The purpose is not only diplomacy. It is to discover whether cooperation actually functions.

A successful joint exercise can improve trust and interoperability, but it should not be overinterpreted as proof that every future crisis will be easy to coordinate.

Exercises are also communication

Visible exercises can signal readiness to the public, partners and potential adversaries. This can support deterrence, but it also creates a communication responsibility.

An exercise intended as routine training may be interpreted differently by others. Public notices, established channels and proportionate transparency can help reduce unnecessary alarm while protecting sensitive details.

Digital simulation can expand the training space

Simulation allows organisations to test some decisions and coordination problems without reproducing every physical condition.

MINDEF’s February 2026 fact sheet on the Cyber Defence Test and Experimentation Centre described expanded simulation and experimentation capability, including AI-assisted complex scenarios and remote connection with overseas partners for cyber defence exercises.

Simulation is not a replacement for every physical exercise. It is another learning environment. Its value depends on how accurately the model represents the part of reality being tested.

Red teaming challenges assumptions

One useful educational concept is red teaming: deliberately challenging a plan from a different perspective to reveal assumptions, blind spots or groupthink.

For public discussion, the principle matters more than adversarial detail. A team designing a continuity plan can ask another group to search for misunderstandings, overloaded dependencies and untested assumptions.

The purpose is intellectual friction. A plan that survives polite agreement has not necessarily been tested.

Training data should not become a false scoreboard

Pass rates, exercise scores and training hours can be useful, but they can also distort behaviour if people learn to optimise the metric rather than the capability.

A unit may improve a score by rehearsing the exact assessment repeatedly while remaining weak in unfamiliar conditions. Another may report fewer problems because people stop reporting near-misses.

Good training metrics therefore combine quantitative results with qualitative review and evidence from varied conditions.

Worked example: two teams with the same pass rate

Imagine two fictional teams, both with a 90% pass rate.

Team A practised several variations of the task and failed mainly on unfamiliar handovers. Team B practised one fixed scenario repeatedly and failed when a small condition changed.

The same headline result hides different learning needs. Team A may need better handover training. Team B may need more varied practice and stronger understanding of underlying principles.

Training evaluation should therefore ask what the score means, not merely whether the number improved.

The CivDJ view: training is a controlled reality loop

Model → Exercise → Reality Signal → Mismatch → Repair → New Model

The purpose of training is not to make the model look correct. It is to discover where the model fails safely enough that the organisation can improve before a real crisis imposes the lesson at much higher cost.

The best exercise therefore has two victories: participants improve, and the institution learns something it did not know before.

Common misconceptions

  • “The hardest exercise is automatically the best.” No. Difficulty should serve the learning objective.
  • “A successful exercise proves readiness.” It provides evidence within the tested conditions, not universal proof.
  • “A lesson written in a report is learned.” Not until a relevant change is implemented and retested.
  • “More training time always improves readiness.” No. Quality, safety, rest and relevance matter.

Nine questions for evaluating defence training

  1. What capability is the training meant to build?
  2. What standard defines success?
  3. Which conditions are realistic enough for the objective?
  4. What safety controls are required?
  5. Who evaluates performance?
  6. Which interfaces are being tested?
  7. What evidence distinguishes skill from memorisation?
  8. Who owns each corrective action?
  9. When will the organisation retest the change?

The conclusion: readiness is rehearsed, tested and repaired

Training turns knowledge into repeatable skill. Exercises connect those skills into larger systems. Lessons learned keep the organisation from paying for the same mistake repeatedly.

The purpose is not to produce flawless rehearsals. It is to create an institution that can notice failure early, discuss it honestly, repair it and adapt.

A defence organisation becomes more credible when it can learn faster than the problems around it change.
