A reform can be perfectly clear on paper and still arrive in ten classrooms as ten different ideas.

One teacher hears “student-centred learning” and thinks: more discussion. Another hears: less direct instruction. A third thinks: students should choose the task. A fourth keeps the same lesson but adds group work. Everyone believes they are responding to the same policy.

This is not necessarily resistance or incompetence. It is sensemaking. Human beings interpret new messages through what they already know, what their colleagues say, what leaders emphasise, what assessments reward, what time allows and what their students appear to need. In schools, reform does not move from document to practice like a file copied from one folder to another. It is interpreted.

Teacher sensemaking is the process through which educators notice, interpret, discuss and construct workable meaning from new curricula, policies, tools, evidence or instructional expectations. Understanding that process helps explain why a reform can be faithfully intended, sincerely supported and still become something different in practice.

Teachers do not implement messages directly. They implement the meaning they make from those messages.

A policy can specify goals, materials and timelines, but a teacher still has to answer operational questions: What should tomorrow’s lesson look like? What should I stop doing? Which students need a different version? What counts as successful implementation?

Those answers are rarely copied directly from the policy. They are constructed from the policy plus prior knowledge, local conditions and social interpretation.

This means the social network of a school can be an implementation infrastructure. It can spread accurate interpretation rapidly—or stabilise a misunderstanding before leaders realise it exists.

The official presentation may last sixty minutes. The corridor conversation afterward may determine what people actually believe. “What they really mean is…” can become more influential than the original slide deck.

Leaders should not try to eliminate informal interpretation. They should create enough credible shared spaces that informal talk has strong material to work with.

11. Local Conditions Shape Meaning

A teacher with thirty-five students, forty-minute periods and limited devices interprets “personalised digital learning” differently from a teacher with small groups and reliable technology.

Sometimes what looks like conceptual disagreement is actually practical translation under constraint. Sensemaking analysis should therefore ask both “What do teachers believe?” and “What conditions make that interpretation workable?”

Some reforms need local adaptation. A broad principle can give teachers room to fit practice to subject, age and student need.

The danger is unmanaged ambiguity around the active ingredient. Be flexible about surface form where appropriate, but clear about what must remain true for the reform to still be the reform.

RAND research on teacher sensemaking inside coherent instructional systems similarly describes how teachers interpret reform through prior beliefs and through formal and informal collaboration. The report notes that reinforcing messages across curricula, professional development and evaluation can support more coherent interpretation.

Newer work on rapidly changing tools also shows the concept evolving. An April 2026 EdWorkingPaper on teachers evaluating AI tools through deliberative sensemaking identifies mechanisms such as time for deliberation, artifact-centred discussion, diverse viewpoints, knowledge-building and psychological safety. Teachers then adapt the routine to their subjects while preserving the central logic.

The reform did not need louder communication. It needed shared meaning.

Teacher sensemaking works because educational change is never only transmitted. It is interpreted—and the quality of that interpretation helps determine what students eventually experience.
