How Town Planning Works | The Equity Audit — How Planners Measure Who Gains, Who Waits and Who Pays

Two households can live in the same city and inhabit very different worlds.

One reaches school, work, healthcare, parks and public transport quickly.

The other spends more time, more money and more effort reaching the same basic opportunities.

One neighbourhood receives trees, quiet streets and investment.

Another receives highways, flood exposure, pollution or long travel times.

This is where town planning becomes more than geometry.

Spatial justice asks how advantages and disadvantages are distributed across space, how location shapes life chances, and whether the town repeatedly asks the same people to carry the heaviest costs.

It does not demand that every place become identical.

It asks whether differences in place become unfair differences in opportunity.

1. Space Distributes Opportunity

Town planning decides where homes, schools, clinics, transit, industry, parks and jobs can exist. Those decisions shape travel time, exposure, convenience and economic possibility. A planning map therefore distributes more than land use. It distributes access to opportunity. Spatial justice begins by treating location as part of the social system rather than as a neutral background.

2. Distance Is Only the First Layer

Two services may be equally far away in kilometres but radically different in usable access. One may have a direct bus, shaded route and safe crossing. The other may require transfers, stairs and a dangerous junction. The Friction Map explains why accessibility depends on the journey. Spatial justice asks whether that friction is concentrated on particular groups.

3. Time Is a Distributional Variable

Longer commutes consume sleep, care time, study time and family time. They can also make employment less reliable when transfers fail. A town may appear equal on a land-use map while allocating very unequal daily time burdens. Measuring access in minutes rather than kilometres often reveals inequality more clearly.

4. Transport Costs Can Function Like a Tax on Location

When low-cost housing is far from jobs or essential services, households may save on rent and lose the difference through transport cost and time. This is why housing affordability cannot be judged by housing price alone. Location changes the total household burden.

5. Spatial Justice Is Not the Same as Equal Spending Everywhere

Equal budgets can preserve inequality when needs differ. A flood-prone neighbourhood may require more drainage investment. An ageing area may need more accessible routes. A rapidly growing district may need new schools. Fairness sometimes means unequal investment because the baseline condition is unequal.

6. The Baseline Must Be Mapped

Before deciding what is fair, planners need to know what exists. Map income, age, disability, housing cost, travel time, access to green space, heat, air quality, school reach, employment, flood exposure and service quality where data permits. The objective is not to reduce people to variables. It is to identify where disadvantages overlap.

7. Overlapping Disadvantage Is More Important Than One Indicator

A neighbourhood with low income but excellent transit may face a different challenge from one with low income, weak transport, poor schools and high heat exposure. OECD work on inclusive growth in cities emphasises that urban inequalities are multidimensional and spatially concentrated. Planning becomes more effective when it identifies stacked disadvantages rather than treating each sector in isolation.

8. Neighbourhood Averages Can Hide Internal Inequality

A district may appear well served overall while one edge remains disconnected by a highway, canal or steep slope. Average distance to transit may look good even if people with disabilities cannot reach the station. Spatial justice therefore needs sufficiently granular data and direct observation.

9. The Centre Usually Accumulates Advantages

Central areas often contain more jobs, services, transit routes and cultural institutions because networks reinforce themselves. This does not automatically make centrality unjust. The problem appears when peripheral areas are permanently assigned high travel costs and low service quality without compensating connections or local opportunities.

10. Peripheral Does Not Mean Unimportant

The Centre to Edge article explains how urban access changes across distance. Spatial justice adds a normative test: does the edge receive enough connectivity, services and public investment to function as a complete part of the town rather than a residual zone?

11. Land Values Can Push Vulnerability Outward

Investment improves places, but successful places can become too expensive for lower-income residents. This creates a planning paradox: public improvements may raise accessibility and amenity while reducing the ability of existing residents to remain. Spatial justice therefore connects regeneration to housing policy, tenure security and affordability.

12. Displacement Can Erase the Intended Beneficiary

A new park, transit line or town centre may be designed to improve life for a neighbourhood. If rising costs force long-term residents away, the benefit lands on a different population. Planning should therefore ask not only what value a project creates but who can remain close enough to receive it.

13. Housing Location Is Public Infrastructure

Housing is sometimes treated as a private unit while roads, schools and parks are treated as public systems. In practice, the location of housing determines access to all those systems. Affordable homes in poorly connected places can reproduce disadvantage. Well-located housing is part of spatial infrastructure.

14. School Access Is a Spatial Justice Question

Schools influence travel patterns, family routines and future opportunity. The Schools as Neighbourhood Anchors article shows their wider role. Spatial justice asks whether school access, route safety and educational support are distributed in ways that widen or narrow life chances.

15. Childcare Access Changes Adult Employment

A childcare centre is also labour-market infrastructure. If care is far from home or work, the daily trip chain becomes harder, especially for households with limited transport choices. Service location can therefore influence whether caregivers can participate in employment and how much time they retain.

16. Healthcare Access Is More Than Facility Count

A town may have enough clinics statistically and still deliver unequal care if some neighbourhoods require long journeys, difficult transfers or inaccessible walking routes. Opening hours also matter. Spatial justice tests whether services can actually be reached by the populations that need them.

17. Parks Are Unequal When Quality Differs

Counting hectares of green space can hide differences in shade, safety, maintenance, facilities and accessibility. A neglected field beside a motorway is not equivalent to a well-connected park with trees, toilets and play areas. Equity analysis therefore needs quality as well as quantity.

18. Heat Is Spatially Uneven

Trees, building form, surface materials and traffic create different thermal conditions across a town. Lower-income neighbourhoods may have less canopy or more heat-retaining surfaces. The Healthy Town explains how design enters the body. Spatial justice asks whose body is exposed most often.

19. Flood Risk Is Also a Distribution Problem

Flooding is not only hydrology. It becomes an equity issue when vulnerable households occupy the most exposed land, have fewer resources for recovery or depend on routes that fail during storms. Resilience investment should therefore consider social vulnerability alongside hazard probability.

20. Pollution Burdens Should Be Mapped

Roads, industry, waste facilities and construction can create noise, emissions and local environmental stress. These burdens often produce benefits elsewhere: mobility, jobs, energy or waste management. Spatial justice asks whether one community repeatedly absorbs the negative externalities of systems serving the wider town.

21. Every Town Has Necessary but Unpopular Uses

Waste transfer, logistics, utilities and maintenance facilities must exist somewhere. Justice does not mean pretending they can disappear. It means choosing locations transparently, minimising impacts, distributing burdens fairly and compensating host areas through strong environmental controls and local benefits where appropriate.

22. Zoning Can Protect and Exclude

The Zoning and Compatibility article explains why incompatible uses need separation. But zoning can also restrict housing supply, preserve exclusivity or push undesirable uses toward politically weaker areas. Rules should therefore be tested for both protective and distributional effects.

23. Density Can Be Unequally Managed

Higher density can support transit and services, but density without adequate open space, schools or transport can overload daily life. Meanwhile low-density areas may consume large amounts of land and public infrastructure while resisting additional housing. 24. Public Transport Access Can Reprice the Map

Transit improves access and often raises surrounding land values. The Transit-Oriented Development article explains why station areas attract intensity. Spatial justice asks whether lower-income households are able to remain near the accessibility they helped make viable through existing ridership and community life.

25. Fare Policy and Land Use Interact

A frequent rail line is less useful to a low-income household if fares are unaffordable. A cheap fare is less useful if homes are too far from stations. Planning and transport policy should therefore be read together. Accessibility is produced by the combination of location, service and price.

26. Walking Quality Is a Justice Issue

People with fewer private transport options depend more heavily on walking and public transport. Broken pavements, hostile crossings and poor shade therefore impose unequal burdens. Investment in basic pedestrian infrastructure can be highly redistributive because it improves access without requiring household vehicle ownership.

27. Disability Changes the Meaning of Access

A route that works for most adults may fail completely for wheelchair users or people with visual, hearing or cognitive disabilities. Spatial justice requires accessibility to be designed into the network rather than treated as a special exception. Equal distance does not produce equal access when bodies encounter different barriers.

28. Gender Can Change Spatial Experience

Care responsibilities, harassment risk, trip chaining and time-of-day constraints can affect how women and girls use the town. Safe lighting, visible routes, reliable transit and nearby services can reduce these burdens. Participation is important because aggregate travel models may miss the reason behind route choice.

29. Age Changes the Reachable Town

Children and older adults often move more slowly and depend more on safe crossings, seating and nearby services. The child-height perspective demonstrates how the same street changes with the user. Spatial justice generalises the lesson: a fair town should not work only for the fastest, strongest adult.

30. Digital Access Has a Geography

High-quality connectivity influences education, employment, government services and commerce. The Hidden Town article shows how data infrastructure sits alongside water and power. Unequal digital quality can create a new layer of spatial disadvantage even when physical distance is unchanged.

31. Jobs and Homes Must Be Read Together

A town can create housing without creating access to work, or create employment districts without affordable homes nearby. The mismatch appears as long commutes and congestion. Spatial justice tests whether different income groups can reasonably access employment rather than assuming the labour market is spatially frictionless.

32. Service Hours Create Temporal Inequality

A clinic may be near but closed when shift workers are free. A bus may exist but run too infrequently at night. A childcare centre may not match working hours. Spatial justice therefore has a time dimension. Access depends on whether place and schedule overlap.

33. Public Space Can Be Formally Open and Socially Closed

A plaza may be legally public yet hostile to teenagers, informal vendors, rough sleepers or people who cannot afford surrounding businesses. The Public Realm article explains why shared space matters. Spatial justice asks who feels entitled to remain there.

34. Safety Investment Can Be Uneven

Lighting, crossings, traffic calming and maintenance often arrive faster in some neighbourhoods than others. A justice audit compares not only crime or crash rates but response rates: where are hazards corrected quickly, and where do they become normalised?

35. Maintenance Is Distributional

Two neighbourhoods can receive the same infrastructure and diverge over time because one is maintained better. Broken lifts, cracked pavements, dead trees and blocked drains reduce access. Equity therefore depends on operating budgets as much as capital spending.

36. The Map of Complaints Can Be Misleading

Areas with more complaints may simply have residents who know how to navigate institutions. Lower complaint volumes can reflect resignation or barriers to reporting. The Listening Town explains why silence is also data. Spatial justice should not reward only the places that complain most effectively.

37. Participation Must Examine Power

Not all stakeholders enter planning negotiations equally. Landowners, developers, organised residents and vulnerable tenants have different resources and leverage. A fair process makes these asymmetries visible and creates routes for affected people to be heard before outcomes are locked in.

38. Data Can Reproduce Blind Spots

If informal residents are missing from official datasets, models may underestimate their needs. If accessibility data ignores wheelchair routes, results may overstate access. Justice requires scrutiny of the data-generation process itself. Missing people create missing needs.

39. Granular Data Can Improve Targeting

The OECD’s 2026 work on inclusive growth highlights neighbourhood-level data as an enabling factor for identifying concentrated disadvantage and targeting interventions. Town planning benefits when broad social goals are translated into specific places where barriers overlap and can be acted upon.

40. Spatial Justice Needs Outcome Measures

Counting projects is not enough. Ask whether travel time fell for underserved areas, whether shade increased where heat exposure was highest, whether lower-income households retained access to transit, whether school routes became safer and whether pollution exposure declined. Justice is demonstrated in changed conditions.

41. Universal Services and Targeted Investment Can Coexist

Everyone may deserve a basic standard of footpaths, parks, drainage and transit. Areas with deeper disadvantage may also need additional investment. The policy choice is not between universalism and targeting. A town can set a universal floor and then direct extra resources where gaps are largest.

42. Cross-Sector Programmes Often Work Better

When disadvantages overlap, a single-sector project may underperform. Housing renewal without jobs, school investment without safe routes, or parks without maintenance can leave the underlying system unchanged. OECD case studies in 2026 highlight integrated neighbourhood approaches that combine social infrastructure, public realm, services and local opportunity.

43. Fair Climate Action Requires Distributional Design

Climate measures can create winners and losers. Low-emission zones may improve air quality while imposing adjustment costs on some workers. Energy upgrades may raise rents if protections are weak. Spatial justice asks who pays for transition and who receives the benefit.

44. Resilience Spending Should Follow Vulnerability, Not Only Asset Value

Conventional cost-benefit analysis may favour high-value property because more financial value is protected. But protecting a lower-income community from repeated flooding may prevent greater human hardship even if property values are lower. Justice-sensitive planning therefore looks beyond asset price.

45. Spatial Justice Is Also Economic Policy

When people cannot reach good jobs, education or services, the town underuses human capability. OECD analysis frames inclusive growth as both a social and economic objective. Better access can raise labour participation, reduce household friction and expand the effective market for workers and businesses.

46. Investment Can Compound

Good transport attracts jobs. Jobs attract services. Services improve land values and local tax capacity. This positive feedback can accelerate advantage in already successful areas. Spatial justice does not require stopping successful places. It requires ensuring that investment logic does not permanently bypass places with weaker initial conditions.

47. Disadvantage Can Compound Too

Poor access reduces job options. Lower employment weakens household income. Lower income narrows housing choice. Weak housing choice can reinforce poor access. Town planning can interrupt these loops by improving connectivity, services and well-located affordable housing at the same time.

48. Boundaries Can Hide Functional Inequality

A municipality may appear prosperous because wealthy and disadvantaged areas average together. The Regional Town shows that daily life crosses administrative boundaries. Justice analysis should follow functional travel, housing and labour markets rather than stopping at jurisdiction lines.

49. The Rural Edge Matters Too

Urban prosperity depends on flows of food, labour, water, energy and materials from wider territories. UN-Habitat’s 2026 work on urban-rural linkages stresses that sustainable prosperity depends on the relationship between towns and surrounding regions. Spatial justice therefore extends beyond the city boundary when urban benefits rely on externalised rural costs.

50. Every Major Plan Should Carry an Equity Statement

A useful discipline is to ask: who benefits, who pays, who moves, who waits longer, who gains access, who loses access, who receives environmental burden and who has influence? The answers need not stop a project. They make trade-offs explicit before they become invisible design assumptions.

51. Spatial Justice Needs a Counterfactual

Do not ask only whether a project helps. Ask who would have benefited without it and who benefits with it. A new station may help everyone but help already-advantaged commuters much more. Distribution matters alongside total benefit.

52. Fairness Requires Longitudinal Monitoring

A project may look equitable at opening and become inequitable later through rising rents, changed land use or service decline. Monitoring should therefore continue after construction. The Learning Town provides the feedback logic: measure, compare, adapt.

53. Common Spatial Justice Failures

Counting facilities without measuring access. Treating travel time as equal for every body. Improving a neighbourhood without protecting residents from displacement. Placing burdens where political resistance is weakest. Using citywide averages that hide local deficits. Assuming complaints equal need. Building infrastructure without funding maintenance. Calling equal spending fair when starting conditions are unequal. These failures make inequality look technical and therefore inevitable.

54. A Spatial Justice Audit

Map opportunity and burden. Identify groups with the longest travel times and weakest service access. Overlay heat, pollution, flood and housing cost. Check disability access. Compare public investment and maintenance. Track displacement risk. Examine who participated in decisions. Measure outcomes after implementation. Then ask whether the same neighbourhoods repeatedly appear on the losing side of the map.

55. The Goal Is Not a Flat City

Places should differ. Town centres can be busier than neighbourhood streets. Industrial areas perform different jobs from parks. Cultural districts can have unique identities. Spatial justice does not erase functional difference. It ensures that difference does not harden into a permanent hierarchy of human worth.

56. A Fair Town Reduces the Penalty of Where You Start

No planning system can eliminate every inequality.

But a town can decide whether location amplifies disadvantage or helps reduce it.

It can place services where they shorten difficult journeys. It can connect the edge. It can protect people from environmental burden. It can design housing and transit together. It can invest where multiple disadvantages overlap. It can listen to people whose needs are usually absent from the loudest meeting.

The deepest promise of spatial justice is not that every address becomes the same.

It is that a person’s postcode should not predetermine how much of the town they are allowed to reach.
