How Studying Works | The Intention–Behavior Gap — Why a Good Study Plan Does Not Automatically Become Study

On Sunday night, a student builds a sensible week. She will review lecture notes after each lesson, complete the optional practice quiz, read the extra chapter, start the assignment early and meet her study group before Friday. None of these intentions is fake. She means them when she writes them.

By the end of the week, two of the five activities happened. The plan was not necessarily dishonest, lazy or irrational. It encountered the part of self-regulated learning that plans often hide: an intention is a future commitment represented in the present; studying is behaviour that must still be initiated, protected, repeated and completed later under changed conditions.

This difference is the intention–behavior gap. The direct answer is simple: wanting to study and planning to study improve the odds of action, but they do not mechanically produce it. Between intention and behaviour sit time, competing goals, forgotten cues, effort, changing motivation, inaccurate forecasts, opportunity costs and the ordinary friction of starting. A good plan becomes useful only when it survives that conversion.

Planning is not the same psychological event as doing

When people make a study plan, they are usually standing outside the future task. The deadline is not yet close. Fatigue is not yet present. The assignment has not yet turned out to be harder than expected. Friends, messages, family obligations, commuting and other courses have not yet made their claims on the same hour.

The planner therefore works with a model of the future. The student who must execute the plan works inside the future. Those two states are connected, but not identical.

This is why “I intended to do it” is neither proof of action nor proof of bad character when action fails. It is evidence about one stage of the learning-control system. The next question is diagnostic: where did the conversion fail?

What a 2026 longitudinal study found

Vivien Rieder and Eva Bosch examined this problem in a 2026 study of 675 preservice teachers across five cohorts in an educational psychology lecture course. Their paper, “Closing The Gap? Examining the Longitudinal Development of Intentions and the Intention–Behavior Gap in an Educational Psychology Lecture Course”, followed intentions and reported engagement across an academic term for six learning activities.

The study found that intentions declined from the beginning to the middle of the term, and that actual engagement was generally lower than intended. Higher measured volitional competencies were associated with greater use of learning activities, but they did not explain the size of the intention–behavior gap itself. The relationship also varied across activities.

This is longitudinal observational evidence, not a randomised trial of one intervention. It does not prove that declining intentions cause lower achievement, nor that teaching one “willpower” skill will close the gap. It does show something educationally important: even in students training to become teachers, intentions move over time and do not translate perfectly into study behaviour.

The gap can contain several different failures

Calling everything an “intention problem” is too coarse. At least six different mechanisms can produce the same visible outcome: planned study that did not happen.

  • Forecast failure: the learner underestimated how much time other tasks would require.
  • Cue failure: the intended action was not triggered at the right moment.
  • Start friction: the task was remembered but felt costly to begin.
  • Goal competition: another legitimate or attractive action won the same block of time.
  • Motivational revision: the learner genuinely valued the activity less later than when the plan was made.
  • Execution breakdown: study started but did not reach the intended depth, duration or completion condition.

These mechanisms imply different repairs. A reminder can help cue failure and do almost nothing for an oversized task. A stricter timetable may worsen forecast failure if the original schedule was already unrealistic. More motivation may not solve a task that requires a missing prerequisite.

Some intention change is adaptive

A smaller gap is not automatically better. Imagine a student who initially plans two hours of rereading every night. After discovering that retrieval practice is more diagnostic, she deliberately abandons some rereading. Measured against the original plan, her intention–behavior gap has grown. Her studying may have improved.

Or consider a course that turns out to demand less independent reading and more problem solving than expected. Revising the plan is regulation, not failure. Rieder and Bosch explicitly discuss adaptation during the academic term as something that must be considered when interpreting the gap.

The useful target is therefore not perfect obedience to an old plan. It is good conversion of current priorities into behaviour, plus honest updating when the evidence changes.

A worked case: the disappearing practice quiz

Consider an illustrative student, Mira. Every Monday she intends to complete a twenty-minute self-test on Friday. For three weeks she does not. The obvious story is “poor discipline.” A closer trace shows something else.

On Monday the quiz is abstract and cheap: twenty future minutes. By Friday, an assignment is late, the quiz link is buried in the learning platform, Mira is tired, and starting the quiz means confronting what she may not know. The action now carries search cost, emotional cost and opportunity cost. The original intention did not contain those prices.

A better repair is not merely “try harder next Friday.” Mira changes the system. The quiz is opened in advance and bookmarked. Friday study begins with it before lower-value tasks. The entry rule becomes “answer the first three questions” rather than “complete the whole quiz.” After the first three, she can continue or deliberately reschedule. The intention has acquired an executable start condition.

Turn intentions into observable commitments

A vague intention such as “revise chemistry this week” has too many unresolved decisions. When? Where? Which material? What counts as starting? What counts as enough? What happens if the original time disappears?

A stronger study commitment contains at least four components:

  • Trigger: the event or time that starts the action.
  • First move: a concrete action small enough to begin without replanning.
  • Evidence: what output will show that study occurred.
  • Fallback: what happens if the original slot is lost.

For example: “After dinner on Tuesday, I will sit at the desk, open the Chapter 7 blank-recall sheet and answer the first five prompts without notes. If Tuesday is lost, the fallback is Wednesday before entertainment. The evidence is the completed retrieval sheet and a list of errors to repair.”

This still does not guarantee action. It reduces ambiguity at the conversion point.

Do not confuse this with the habit problem

The existing HSW article Learning Strategy Habits — Why Knowing a Better Study Method Does Not Mean You Will Use It explains how familiar study behaviours can become cue-driven defaults. The intention–behavior gap is broader. It includes new actions that have not yet become habits, changing intentions across a term, inaccurate forecasts and failures of execution even when the intended method itself is sound.

Likewise, How to Stop Procrastinating While Studying owns the broader problem of delayed task initiation. Procrastination can widen the intention–behavior gap, but the gap can also arise without classic procrastination—for example when an unexpected workload genuinely displaces the planned activity.

Measure behaviour without turning the learner into a dashboard

A student does not need exhaustive life logging. A lightweight weekly comparison is enough to reveal recurring conversion failures.

  • What did I intend to do?
  • What did I actually do?
  • Which intentions changed for good reasons?
  • Which actions failed at the same stage repeatedly?
  • What one environmental or procedural change would make the next conversion easier?

The point is not to maximise completion percentages. It is to improve the learner’s model of what future study really costs.

Parents and tutors: diagnose the handoff, not the personality

When a child repeatedly says “I was going to do it,” adults often hear an excuse. Sometimes it is. But the phrase can also reveal a useful distinction: the learner formed the intention and failed at a later stage.

A tutor can ask: Did you remember? Did you know what to start with? Was the planned task larger than expected? What took the time instead? Did you begin and stop? Was the problem that you did not know how to do the work once you opened it?

Each answer points to a different intervention. The purpose is not to remove responsibility. It is to make responsibility more precise. A learner becomes more independent by learning which part of the intention-to-action chain failed and how to redesign it.

The independent performance check

A study system has not improved merely because the timetable looks better. Test the change over several ordinary weeks. Does the learner initiate the target activity without repeated reminders? Does engagement survive a mildly disrupted day? Does the behaviour continue after the novelty of the new system fades? Most importantly, does the study produce better delayed retrieval, problem solving or transfer?

That final question protects against an important error: closing the intention–behavior gap around a low-value activity is not automatically educational progress. A perfectly executed weak method is still a weak method.

What the 2026 evidence does and does not say

The Rieder and Bosch study provides strong descriptive evidence that intentions can decline and that engagement can fall below intended levels across a term. Because it is not an intervention trial, it cannot establish a single causal mechanism or prescribe one universal fix. The sample consisted of preservice teachers in an educational psychology course; younger pupils and different educational systems may show different patterns.

Self-reported engagement also has measurement limits. The safest educational use of the study is therefore not “students lack willpower.” It is the opposite: treat intention and behaviour as separate measurements. If they diverge, investigate the conversion process instead of assuming the plan itself was enough.

The return: a plan is a hypothesis about future action

A timetable is not a contract with a perfectly predictable future self. It is a hypothesis: under these conditions, I expect to perform these learning actions. The week then tests the hypothesis.

Strong self-regulation comes from closing that loop. Intend. Act. Compare. Diagnose. Update. Over time, the learner becomes better not only at studying but at predicting what kind of plan can survive real life.
