The deepest brine-recovery planning test is whether concentration creates order. Desalination already turns a large dilute seawater flow into fresh water plus a smaller concentrated stream. A recovery hub is successful only if its extra membranes, chemistry and crystallisation turn part of that concentrate into verified water and minerals while keeping the final residual smaller, known, contained and affordable to manage. If the process merely trades a marine discharge for an energy-intensive warehouse of unsold salts, the circularity claim has failed.
