Preschool Education in Bhutan: ECCD, Inclusion and Parent Partnership

Should we shortlist this ECCD centre?

Ask about the proposed group and a normal day. Who welcomes a child who is hesitant? How can someone join an activity through a gesture, movement or a quieter role? A supportive setting can explain the adaptation rather than simply saying that all children are welcome.

eduKateSG shortlist guidance: keep a centre on the list when its support matches your child’s needs and its routine fits the family. Ask who works with parents, what staff can provide directly and when another professional may be involved. A model-centre story can inspire questions, but the actual local offer must be checked.

Which age range and service are described?

A September 2025 Ministry of Education and Skills Development announcement about Gozhi describes foundational learning for children aged three to five before formal schooling. This is the stated range for that centre announcement, not a complete admission rule for every Bhutanese service. Confirm the current offer at your chosen centre.

ECCD means Early Childhood Care and Development. Ask whether the proposed place is centre-based provision, a parenting programme or another service. A broad development label does not establish full-day care, infant provision or a vacancy.

For a younger child, request information on feeding, sleep, responsive care and family support appropriate to their age. For an older child, ask how the centre and school coordinate the next step. Families coming from Singapore should use the exact birth date and the child’s experience rather than assuming ECCD is identical to K1 or K2.

What do inclusion and parent partnership look like?

The September 2023 Gelephu announcement describes a model inclusive centre located beside an inclusive school to support transition. It also reports facilitator training on inclusive practice. Those facts describe the initiative at that time, not the present availability of a particular support service everywhere.

The Ministry of Education and UNICEF parenting manual overview, published in 2018, describes a reference for ECCD facilitators conducting community parenting programmes. eduKateSG interpretation: ask how your knowledge of the child enters the plan. A familiar comfort word, interest or communication gesture can become a practical starting point for staff rather than background information left on a form.

A family application: choose how to join a rhythm game

Suggested family experience: make a simple rhythm with gentle claps or taps. Let your child choose a way to respond: copying, moving a hand, swaying or watching before joining. Then invite them to make a signal for you. Keep the volume and movement comfortable.

The mechanism is making shared participation possible through more than one response. If copying is difficult, use one tap and a pause. If sound is uncomfortable, use a visible gesture instead. If a movement is difficult, choose another action the child enjoys. Watching can be a first step; an adult need not force an immediate performance.

Notice a choice, a response to the pause, an invitation or a new signal. Later, use the same idea of choosing a role during a familiar family game. That offers another setting for participation. Babies may enjoy a brief responsive exchange with a familiar adult; copying a pattern is not an infant expectation. This is eduKateSG’s optional activity, not a therapy exercise, official ECCD lesson or measure of readiness.

Questions before accepting a place

  • Which ages, available places and current intake requirements apply here?
  • What is the actual programme, session length and care provision?
  • What adaptations can staff offer, and who helps plan and review them?
  • Which languages or familiar cues will support settling and help-seeking?
  • What are the meals, rest, closures, journey and total family costs?
  • How does parent communication work, and how is the next school transition coordinated?

A centre with a useful support arrangement may require a longer journey. A convenient centre may need further clarification about adaptations. Compare the actual plan, not just the location or the word inclusive.

Shortlist note: “Age offer identified; participation options discussed; current support capacity, daily schedule and transition contact still to confirm.” Keep the unresolved items visible until staff answer them.

Does a model centre mean every centre offers the same support?

No. Ask what the actual team can provide now.

Is the three-to-five example an infant-care offer?

No. Confirm younger-child services separately.

Must parents run classroom lessons at home?

No. A manageable shared experience can give staff useful information about participation.
