How Singapore Education Works | Exam Access Arrangements from Evidence to Practice

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

Exam access arrangements begin with a question about access: can the student demonstrate what they know under the standard examination conditions? Parents searching for PSLE access arrangements, SEAB extra time or support for a learner with special educational needs need a clear route from classroom evidence to an official decision.

Did you know? Access arrangements do not replace the marking criteria. SEAB explains that they support candidates with special educational needs while preserving the assessment objectives. A measure that helps in one subject may be inappropriate in another because the subjects assess different skills. Read SEAB’s access-arrangements guidance.

The useful plan has three parts: understand the barrier, work with the school on the application, and help the learner become comfortable with the arrangements that are approved. This guide explains that planning sequence without promising a diagnosis, accommodation or outcome.

PART 1 OF 6

Describe the barrier precisely

‘Needs more time’ is a starting observation, not a complete account. What happens during the task? Does the learner struggle to read the question, record an answer, handle materials or sustain a usable working position? Which part remains difficult when they understand the subject?

Collect ordinary examples rather than staging a special performance. A dated school paper, a teacher’s account and a description of what the child can do with appropriate support can clarify the difference between a subject gap and a difficulty accessing the task.

Keep explanations factual. ‘Completed the reasoning orally but could not record the final two steps in the available time’ is more informative than ‘always careless’. Such observations help adults ask a better question; they do not determine SEAB’s decision.

PART 2 OF 6

Use the school route early

School candidates apply through their school, approaching the designated SEN officer, access-arrangements coordinator or form teacher. Private GCE candidates use SEAB’s Candidates Portal after examination registration. The routes are distinct. SEAB sets out both application routes.

The current overview lists routine deadlines of mid-February for PSLE school candidates, end-February for GCE school candidates and end-April for private candidates. Do not treat the separate two-month late-submission boundary as a recommended application date. Confirm the examination year and the school’s earlier internal deadline.

For the SEC transition, check the guidance issued for that cohort rather than copying an older GCE form or calendar. Our 2027 SEC and 2028 admissions boundary guide explains why the examination year and admissions year need to be kept separate.

PART 3 OF 6

Keep professional and classroom evidence connected

SEAB considers the diagnosed condition, educational observations and relevant professional inputs. Its overview specifies supporting documentation and circumstances requiring a current profile of needs. Ask the school which documents are required for the particular request instead of commissioning reports based on another family’s experience.

Make a simple evidence inventory: document name, date, holder and next action. Keep the full reports secure and share them through the channels the school specifies. A brief planning list should not become a public summary of a child’s personal information.

SEAB’s March 2026 update describes reduced resubmission of medical diagnostic reports for previously approved arrangements relating to the same condition, while specialised requests can require updated reports. Read the information-sharing update. Ask how that guidance applies to the student’s next examination.

PART 4 OF 6

Practise the approved conditions

Once an outcome is received, read the exact provision with the school. Separate what was requested from what was approved. The learner should understand what will happen in the examination room and whom to ask if a procedural question arises.

A rehearsal should reduce unfamiliarity. If the arrangement involves a different way of recording work or a different venue, allow the learner to experience the approved setup where feasible. Avoid introducing a new working method for the first time on examination morning.

Practise the subject as well as the setup. A student still needs to interpret questions, select methods and check answers. Appropriate access and effective teaching serve related purposes, but neither substitutes for the other.

PART 5 OF 6

Make tuition observations useful

A tutor can help identify where a learner’s reasoning breaks down and share factual examples with the parent when appropriate. A tutor should not promise extra time or suggest that a private class can authorise national-examination provisions.

In the Clementi Mathematics reference, the teaching emphasis is on observing the learner’s working and correcting the precise error. Apply that same precision here: distinguish a misunderstood mathematical idea from a difficulty accessing the written task.

For example, a fictional learner may explain an equation correctly yet struggle to produce legible working. Another may write fluently but misunderstand the balance principle. Those situations call for different educational responses. A label alone does not tell the tutor which response to use.

PART 6 OF 6

Leave the meeting with a shared plan

Record the person coordinating the application, missing information, internal deadline, expected communication route and the next review. Give the learner a short, age-appropriate account of the plan rather than a long administrative briefing.

Frequently asked question: Does an existing diagnosis guarantee a particular arrangement? No. The application is assessed against the candidate’s circumstances and the examination objectives. Ask about the decision that applies to the actual papers.

Frequently asked question: Should we withdraw support because the learner is worried about how it looks? Discuss the concern and the official implications with the school first. The decision deserves a careful conversation about access, confidence and the examination conditions.
