How much are Hougang HDB Service & Conservancy Charges (S&CC) in 2026? The answer depends on which Town Council manages your block and whether your household qualifies for the reduced rate. For a flat managed by Aljunied-Hougang Town Council (AHTC), its published residential S&CC schedule, effective 1 July 2024 and inclusive of GST, lists a normal monthly charge of $73 for a 3-room flat, $86.90 for a 4-room flat and $100.70 for a 5-room flat. AHTC also publishes reduced rates for eligible households. Do not assume every property with a Hougang address belongs to AHTC: check the actual block and postal code before using its prices.
Hougang residents searching for S&CC payment, AHTC conservancy charges, GIRO deductions, normal versus reduced rates, October 2026 rebates, January 2027 rebates, arrears, PayNow or HDB bills should separate three questions: What is my monthly charge? What credits have been applied? What is the balance currently due? Under the FY2026/27 scheme, eligible Singaporean HDB households receive S&CC rebate credits in April, July and October 2026 and January 2027. These reduce charges through the relevant Town Council account, rather than appearing as a cash transfer into a personal bank account.
Quick answer: what to check first
| Question | First step | Important distinction |
|---|---|---|
| Who collects the charge? | Confirm your block’s actual Town Council | A neighbourhood name is not a council boundary |
| How much is the normal charge? | Check the council’s current flat-type schedule | Other councils can have different rates |
| Can I pay a reduced rate? | Verify qualification with the council | A reduced charge is not a rate selected at will |
| Is my October rebate credited? | Look at HDB’s rebate service and the Town Council account | A rebate is an account credit, not a bank deposit |
| How do I pay safely? | Use current payment details on the council’s official site | Do not copy a payment code from a forwarded message |
| What if a previous amount is unpaid? | Ask for an itemised statement from the managing council | Late penalties may apply |
Official starting points are AHTC Service & Conservancy Charges, HDB’s S&CC rebate information, and the Ministry of Finance’s 30 September 2026 announcement.
What do S&CC pay for?
Service and Conservancy Charges fund management and maintenance of shared HDB estate spaces and services. Think about the common corridors that are cleaned, estate lighting, lift servicing, maintenance of shared facilities and related estate operations. The exact allocation depends on the Town Council budget, but the basic purpose is to maintain the neighbourhood’s common property.
This is not your mortgage payment, your SP utilities bill, property tax or a charge paid directly to a private repair contractor. Paying for electricity in your own flat does not replace a charge for shared lighting and common-area cleaning.
Our Hougang Town Council guide explains estate contacts, bulky-item collection, lift faults and maintenance feedback. This page focuses on understanding the S&CC account itself.
AHTC residential monthly rates published for 2026
The following amounts are from the AHTC residential rate schedule effective 1 July 2024, as published on its website in October 2026. They include GST. Treat them as AHTC figures, not rates for every Singapore HDB estate.

|---|---|---|
| 1-room | $22.40 | $60.40 |
| 2-room | $34.00 | $64.00 |

| 3-room DBSS | $71.00 | $85.00 |
| 4-room | $71.40 | $86.90 |

Reduced rate versus normal rate
The two columns are not a choice presented when a resident reaches the payment screen. AHTC explains that eligible households, including some seniors and people receiving social assistance, may qualify for reduced rates. Whether the reduced rate applies to your account depends on the relevant criteria and documentation.
A 4-room resident should not send $71.40 merely because the lower figure appears online if their account is billed at the normal $86.90 rate. Equally, a resident who believes they qualify should contact the council to ask what criteria and evidence apply, rather than assuming the classification is fixed forever.
The correct way to resolve a suspected rate error is to compare the account statement, published flat type and verified reduced-rate status, then obtain written clarification when necessary.
FY2026/27 S&CC rebate: October 2026 and January 2027
The Ministry of Finance confirmed that FY2026/27 S&CC rebates are credited in April, July and October 2026 and January 2027. October is the third distribution within that financial year. The final scheduled distribution is January 2027.
| Eligible HDB flat type | Apr 2026 | Jul 2026 | Oct 2026 | Jan 2027 | Total |
|---|---|---|---|---|---|
| 1- and 2-room | 1 month | 1 month | 1 month | 0.5 month | 3.5 months |
| 3- and 4-room | 1 month | 0.5 month | 0.5 month | 0.5 month | 2.5 months |
| 5-room | 0.5 month | 0.5 month | 0.5 month | 0.5 month | 2 months |
| Executive or multi-generation | 0.5 month | 0.5 month | 0.5 month | — | 1.5 months |
The schedule is published in the Ministry of Finance September 2026 release and on AHTC’s S&CC page. A number such as ‘half a month’ describes a rebate equivalent to part of a household’s applicable monthly S&CC, not the same dollar amount for every family.
Who is eligible for the government S&CC rebate?
HDB explains that a household must satisfy all three conditions:
- At least one Singapore citizen owner or occupier is in the flat.
- The flat owners and essential occupiers do not own or hold an interest in private property, including residential, commercial or industrial property.
- The flat owners have not rented out the entire HDB flat.
A household does not qualify just because it occupies a 3-room or 4-room unit. Conversely, when an eligible family has received the credit, it need not apply through an unsolicited external website. HDB provides the official eligibility information and an account-specific online checking service.
To see the rebate status, go to MyHDB Page through HDB’s website and use Singpass, then follow My Flat → Purchased/Rental Flat → View Service & Conservancy Charges (S&CC) Rebate. HDB says its rebate details are updated on the 4th of each month. Someone who recently changed citizenship, disposed of private property or stopped whole-flat renting may need to check again after a subsequent update.
How a half-month rebate works: a practical example
Suppose an eligible household occupies an AHTC-managed normal-rate 4-room flat billed at $86.90 monthly. The FY2026/27 rebate schedule gives a qualifying 4-room household a half-month rebate in October 2026. Half of $86.90 is $43.45.
This is an illustrative calculation, not a quotation for anybody’s account. Reduced-rate status, billing adjustments, account credit carried forward and unpaid previous amounts may change the actual balance. Therefore, seeing ‘0.5 month rebate’ in an official announcement does not mean that every four-room resident will see exactly the same bank deduction on the same date.
A simple checking approach is to match the full monthly charge, the dated rebate credit, previous balances and any payments already received. If the figures do not reconcile, ask for a statement rather than manually paying an estimated difference.
How to pay S&CC: AHTC payment routes
AHTC’s official page lists counter payments at Town Council offices, with the published payment window Monday–Friday, 8am–4.30pm, and several electronic options. Counter methods include cash, NETS, certain credit cards and DBS PayLah!, according to the published instructions. The page also covers methods such as GIRO and other payment channels.
For your security, obtain the actual recipient, payment code and reference number directly from the official council page or an authenticated payment screen. A real-looking QR code in a social media post is not reliable proof that the recipient is a government or estate-management organisation.
The AHTC S&CC page lists scc@ahtc.sg for enquiries. Its published general telephone is 6744 1033. These are suitable starting points when you need to clarify your account or ask which approved method is currently available.
What about GIRO?
GIRO helps with regular deductions but does not remove the need to check statements. Rebates, refunds, corrected rates or arrears may change the account balance and collection. Before making a second payment because you expected a particular debit, check whether the GIRO instruction is active and whether the council has already credited your account.
If you have moved recently or changed banks, verify that the mandate and payment reference are correct for the present flat. Do not assume the old S&CC account transfers automatically when you change address.
Are late-payment penalties charged?
AHTC says S&CC is due on the first day of each month without demand and that penalties may apply for overdue payment. Its published residential late-penalty schedule shows varying amounts by flat type; for example, $3 per month for a 4-room flat and $4 per month for a 5-room flat, on the cited schedule.
The amounts are specific to AHTC’s published penalty table, not a universal Singapore rule. If you have fallen behind, ask the council to identify the unpaid months, whether rebates were correctly credited, any payments not yet reflected and the penalty amounts on your statement.
A small disputed balance may become confusing when later charges are added. Contact the council early if you need an explanation or if paying in full is difficult. A reasonable written reconciliation is better than ignoring reminders or sending money to an unverified link.
Three common situations in Hougang
A family sees a smaller October deduction
The half-month rebate for an eligible 4-room household could explain it. But first distinguish the actual rebate from an earlier overpayment, correction or change in applicable rate. Your statement is more authoritative than a generic rebate table for explaining the precise monthly balance.
A household moves between two Hougang addresses
The new block could be under another Town Council. Even if both addresses say ‘Hougang’ on the envelope, the managing authority, S&CC schedule and account reference may differ. Confirm the new council and first billing date. Our Moving to Hougang checklist covers utilities and address changes separately.
The rebate exists, but the account still owes money
A rebate is a credit applied to eligible S&CC, not a promise that all prior arrears disappear. Ask for an itemised statement showing each charge, government rebate and received payment. Do not use the total rebates announced for the entire year as proof that no payment is presently due.
S&CC rebates are not the same as U-Save
The Ministry of Finance often reports S&CC and U-Save together because both support household budgets. They act on different accounts. The S&CC rebate offsets Town Council conservancy charges. U-Save is a utilities rebate handled through the electricity and gas billing arrangements.
Similarly, CDC vouchers for eligible purchases are not a direct replacement for Town Council S&CC payment. It helps to sort each benefit by the account where it is credited. Two household assistance schemes appearing in the same news release should not be added together and described as a personal bank transfer.
A practical monthly checklist
- Confirm which Town Council manages the exact block and postal code.
- Check the current applicable flat-type rate and whether reduced-rate eligibility is confirmed.
- Keep your S&CC account and reference number private except when using verified official channels.
- Check rebate credits around the announced April, July, October and January periods if eligible.
- Verify any GIRO collection before making a manual payment for the same amount.
- Retain unusual payment receipts and request an itemised statement when something does not add up.
- Treat surprise text-message payment links as suspicious until verified independently.
A few minutes of orderly checking each month is easier than resolving several disputed payments much later.
Frequently asked questions
What is the 4-room Hougang S&CC rate in 2026?
For a block managed by AHTC, its published schedule lists $86.90 normal and $71.40 reduced where eligible, inclusive of GST and effective 1 July 2024. Other councils can have different rates.
Will an eligible 5-room flat get an October rebate?
Under the FY2026/27 table, a qualifying 5-room HDB household receives half a month’s S&CC rebate in October 2026 and two months in total across the financial year.
Is there a January 2027 rebate?
Yes, eligible 1- to 5-room households have a scheduled January 2027 S&CC rebate. The official table does not list a January instalment for the Executive/Multi-generation category.
Do I have to register for the rebate through a link sent by SMS?
No. Eligible S&CC rebates are normally credited automatically to the Town Council account. Check your status using HDB’s official service; avoid suspicious registration or payment links.
Why didn’t the rebate arrive in my bank account?
Because S&CC rebates are credits against Town Council charges, not cash deposits to your personal bank account.
Can I pay my AHTC charges through GIRO?
Yes, AHTC lists GIRO payment options. Use the council’s own current enrolment instructions and verify that the deduction arrangement is active.
Does every Hougang flat pay AHTC charges?
No. Identify the managing Town Council for the precise block. Hougang’s geographic name does not decide the estate boundary.
