From the 2028 polytechnic intake, the Polytechnic Foundation Programme (PFP) is open to eligible SEC students who took G2 subjects, G3 subjects, or a combination of G2 and G3 subjects. The key academic screen is a raw ELMAB3 aggregate of 12 points or better, calculated using G2-equivalent grades, together with the subject-specific requirements for the chosen PFP cluster or programme. CCA bonus points are not used to reduce this raw 12-point eligibility threshold.
That is a significant Full Subject-Based Banding change. Under older admission arrangements, PFP was associated with strong Secondary 4 N(A) results. From 2028, the system recognises mixed SEC subject profiles and eligible G3-only profiles as well. But a student does not receive a guaranteed diploma place merely by obtaining 12 points; the cluster must suit their interests, its minimum subject requirements must be met, and selection depends on available places and subsequent performance.
- PFP is a one-year preparation route before an eligible diploma’s Year 1, not the same as direct Polytechnic Year 1 admission.
- The 2028 intake recognises G2-only, G3-only and mixed G2/G3 results.
- The general academic threshold is raw G2-equivalent ELMAB3 ≤12, before any CCA bonus.
- ELMAB3 means English Language + Mathematics/Additional Mathematics + three best admissible subjects.
- G3 results are mapped down to G2 equivalents when the PFP calculation requires it.
- The three broad clusters are Sciences; Design, Engineering and Technology; and Humanities, Art, Media and Business.
- Some diplomas are offered through specific arrangements instead of the standard cluster process.
- Passing the foundation programme and satisfying allocation conditions are required for progression.
1. What does PFP actually do?
The Polytechnic Foundation Programme offers eligible learners a one-year preparation programme within a polytechnic. Students strengthen essential academic and applied skills, learn how polytechnic modules operate and explore a broad field before progressing to an appropriate diploma. The foundation year gives learners time to build confidence, communication, mathematics and the habits needed for project-based, independent learning.
PFP is not the same as an extra Secondary 5 year. In Secondary 5, the main purpose is to study secondary subjects at a more demanding level and sit the appropriate SEC examinations. In PFP, the learner has entered a polytechnic foundation programme and follows that institution’s modules and progression rules.
It is also not the same as direct admission to a three-year diploma. A direct Year 1 student begins the diploma curriculum immediately; a PFP student completes the foundation year first and then progresses into a diploma within the applicable framework.
2. Which graduating cohort uses the new 2028 rules?
The first Full SBB cohort entered Secondary 1 in 2024 and sits the SEC at Secondary 4 in 2027. The examination results are expected in January 2028. The new Post-Secondary Admissions Exercise begins from the 2028 intake, so the relevant PFP changes are timed to that transition.
A student applying to PFP for the 2027 intake belongs to an earlier transition and should follow the existing 2027 PFP application instructions. Republic Polytechnic’s Full SBB admission guide explicitly warns that the 2028 arrangements do not retrospectively apply to the 2027 intake.
Parents should always identify two dates: the national examination year and the polytechnic intake year. These may be different even though they are part of one education transition.
3. PFP ELMAB3: the actual calculation
| Position | What it means | How it is counted for PFP |
|---|---|---|
| EL | English Language | G2 or mapped G2-equivalent result |
| MA | Mathematics / Additional Mathematics, as applicable | G2 or mapped G2-equivalent result |
| B1 | Best eligible other subject | G2-equivalent grade |
| B2 | Next best eligible subject | G2-equivalent grade |
| B3 | Third best eligible subject | G2-equivalent grade |
Add the five grades after applying any allowed G3-to-G2 mapping. A raw total of 12 or better meets the broad numerical threshold; a raw total of 13 or worse does not. Remember that numerically lower grades are stronger. The word ‘raw’ matters: do not subtract CCA bonus points from a total of 13 and announce that the student now meets the threshold.
The subject-specific rules still apply. A candidate who produces a numeric 12 but lacks an eligible English or relevant subject result may not qualify for the desired cluster. The computation is a filter, not an automatic offer.
4. How are G3 grades converted for PFP?
| Actual G3 grade | G2-equivalent grade for a permitted PFP computation |
|---|---|
| A1, A2 or B3 | 1 |
| B4, C5 or C6 | 2 |
| D7 | 3 |
| E8 | 4 |
| 9 | Not usable for PFP ELMAB3 under RP’s stated criteria |
Republic Polytechnic’s current 2028 information also states that G2 Grade 5 or 6 cannot be used for the PFP ELMAB3 calculation. This is an essential distinction between a general grade-mapping table and a particular programme’s countable grades. SEAB may describe how G3 Grade 9 maps for certain other computations, but that does not override PFP eligibility.
A mapped grade does not change the level actually shown on the student’s SEC. G3 B4 is still a G3 result; it simply contributes a G2-equivalent 2 when the PFP formula asks for that value.
5. Worked example: a mixed G2/G3 student with ELMAB3 of 12
| Student’s actual SEC result | Value for PFP calculation |
|---|---|
| G3 English Language B4 | 2 |
| G3 Mathematics B4 | 2 |
| G3 Science B3 | 1 |
| G2 Humanities 3 | 3 |
| G2 Mother Tongue 4 | 4 |
| Raw ELMAB3 | 12 |
This fictional learner reaches 2 + 2 + 1 + 3 + 4 = 12 and therefore meets the general raw aggregate threshold. The next question is whether the chosen cluster accepts the subject combination and individual minimum grades, and whether the student receives an offer through the admissions exercise. The table alone does not settle those further decisions.
The result is a clear example of Full SBB’s design. It does not matter that the student is not a single ‘G2 student’ or ‘G3 student’. What matters is the documented profile and the actual programme’s rules.
6. Worked example: a student taking only G3 subjects
A learner sitting only G3 subjects may also be eligible for PFP from 2028. Suppose their mapped English, Mathematics and three best other grades are 2, 2, 2, 3 and 3. The raw ELMAB3 is 12. The learner can explore PFP if the subject requirements are satisfied, even though none of those five actual SEC entries was taken at G2.
That change does not mean PFP must be chosen instead of direct Polytechnic Year 1. A G3-only student may also satisfy direct diploma, JC, MI or other options. The family should compare readiness, interests, course prerequisites and the value of a foundation year before selecting a route.
7. A close miss: why 13 points is not the same as 12
Suppose an eligible five-subject computation gives 2 + 2 + 3 + 3 + 3 = 13. The candidate may have good academic capabilities, but this exceeds the PFP raw ELMAB3 threshold of 12. Subtracting a CCA point does not turn that raw 13 into eligibility under the stated rule.
Families should avoid arguing from the student’s effort or broad academic reputation to a formal exception. Check the official criteria and the student’s possible alternative pathways, including appropriate ITE and other post-secondary options. A narrow miss on one aggregate does not measure the full range of what a learner can do.
8. What are the three PFP clusters?
Sciences (SCI)
The Sciences cluster builds scientific foundations and introduces related diploma pathways. At Republic Polytechnic, the foundation curriculum includes core modules in language and mathematics plus science-oriented learning such as Physics in Daily Life, Cell Biology and Microbiology, and Principles of Chemistry. The actual course mix differs among institutions; the cluster name alone is not a syllabus.
Design, Engineering and Technology (DET)
The DET cluster is suited to learners who want to explore technology, design, engineering systems and how ideas become functional solutions. RP’s foundation curriculum includes digital skills, Physics in Daily Life, innovation by design and computing-related modules. A learner who enjoys prototyping or understanding how systems work may find the cluster engaging.
Humanities, Art, Media and Business (HAMB)
The HAMB cluster offers a broader foundation for students attracted to communication, business, media, creative work and related people-facing disciplines. RP’s published modules include business foundations, introduction to media and service quality. Students still study core English, Mathematics and life skills.
Clusters give students more time to discover a suitable diploma within a field. They are not a promise that every diploma will be available after the foundation year, regardless of academic results or available places.
9. Are all PFP places allocated by cluster?
No. MOE’s PFP design includes some diploma-specific arrangements, with examples such as Nursing, Early Childhood Development and Education, and Tamil Studies with Early Education. The exact programmes and eligibility vary by institution. Ask whether the intended destination is a broad cluster or an individually specified diploma route before ranking choices.
A student interested in nursing should therefore read the nursing programme’s requirements rather than assume that selection of the Sciences cluster alone guarantees that diploma. Similarly, a learner considering early childhood education should inspect the programme’s language expectations and placement structure.
10. What does the PFP foundation year involve?
PFP students normally complete two semesters of modules combining core skills, a chosen cluster and practical or interdisciplinary work. At RP, the published curriculum includes English Language and Communication, Foundation Mathematics, Essential Life Skills, Health and Fitness, and cluster-specific modules. Assessment is continuous, and students are required to pass their modules under the institution’s programme rules.
This matters to a learner who believes PFP simply means ‘no more examinations’. The foundation year can include reports, projects, presentations, quizzes, technical work and repeated feedback. A child with a strong exam profile but weak independent study habits may still need to develop the organisation and persistence required for success.
11. Is PFP automatic entry to diploma Year 1?
No. Entry to the PFP is one decision. Completing the foundation year and progressing to an eligible diploma are later decisions subject to passing modules, course requirements, allocation and available vacancies. RP explicitly describes progression within the selected cluster as subject to course requirements and vacancies.
Parents should ask how students are allocated to diploma courses after PFP, which results count, whether preferences are ranked and what happens when a particular course is oversubscribed. These practical questions are more valuable than assuming the word ‘foundation’ means a guaranteed place in every preferred diploma.
12. How is PFP different from direct Polytechnic Year 1?
| Question | PFP | Direct Polytechnic Year 1 |
|---|---|---|
| Entry stage | One-year foundation before diploma Year 1 | Diploma Year 1 directly |
| Main 2028 aggregate | Raw G2-equivalent ELMAB3 ≤12 | Net ELR2B2 ≤22 (general rule) |
| Subject-level pattern | Eligible G2, G3 or mixed profiles | Four G3 subjects and one G2 or G3 best subject |
| Additional conditions | Cluster subject requirements and progression rules | Course-specific minimum entry requirements |
| Educational purpose | Build foundation and explore a broad field | Begin the diploma curriculum immediately |
The 2028 polytechnic Year 1 rule has a defined five-subject composition and should not be confused with PFP’s G2-equivalent calculation. An eligible PFP student with five G2 subjects does not automatically satisfy direct Year 1’s four-G3-subject requirement.
13. What if the student is also eligible for other routes?
A student may be eligible to consider PFP, a direct diploma, ITE Higher Nitec or pre-university routes depending on their SEC subjects and results. The new 2028 main Post-Secondary Admissions Exercise is designed to let eligible students consider different routes at the appropriate application stage. Eligibility alone is not the same as receiving an offer.
The family should compare actual learning experiences: course content, practical work, depth of Mathematics, industry attachment, student support, travel time, time to qualification and further study possibilities. Choosing PFP should be a purposeful learning decision, not a reaction to a social hierarchy of institutions.
14. When to start planning while still in secondary school
At Secondary 2 and 3, begin with broad interests — science and health, design and technology, people and communication, or a mixture. Identify which subjects might be prerequisites for those interests. Do not make a young teenager commit to one occupation prematurely. A future field may become clearer after school projects, CCAs, open houses or conversations with practitioners.
By Secondary 4, use the student’s actual subject levels and performance to check current programme requirements. If a desired cluster needs a particular grade in English, Mathematics or a relevant subject, address that specific academic skill. A student should not invest in generic extra tuition without knowing what learning problem needs repair.
15. A six-step PFP application preparation checklist
- Write down every SEC subject, its actual G-level and grade.
- Identify the eligible English, Mathematics and three best other subjects.
- Apply G3-to-G2 mapping only where the PFP formula requires it.
- Check that the raw ELMAB3 is 12 or better, without subtracting CCA bonus points.
- Compare individual subject minimum grades for the desired cluster or diploma-specific route.
- Read the official application date, preference process, vacancies and foundation-year progression requirements for the actual intake.
16. Frequently asked questions
Can I apply for PFP in 2028 if all my subjects are G3?
Yes, if the mapped G2-equivalent aggregate and the subject-specific requirements are met. The expanded 2028 rules are not limited to all-G2 profiles.
Can a G2/G3 mixed-profile student apply?
Yes, subject to the published ELMAB3 and cluster requirements.
Can CCA bonus points turn raw ELMAB3 of 13 into 12?
No. The broad PFP eligibility threshold is based on the raw aggregate, excluding CCA bonus points.
Does a G3 grade 9 count for the PFP ELMAB3?
RP’s 2028 admissions guidance states that G3 grade 9 cannot be used in the PFP ELMAB3 computation.
What happens if I pass PFP?
Students progress to an eligible diploma within their cluster subject to the institution’s academic requirements, course allocation arrangements and available places. Check the specific polytechnic’s rules.
Is PFP the same as Polytechnic Year 1?
No. PFP is a preparatory year before the diploma programme.
Is the 2028 rule valid for 2027 applicants?
No. The expanded Full SBB rules apply from the 2028 intake; 2027 applicants follow their applicable existing arrangements.
