What is Full Subject Based Banding | FullSBB 2027 Parent FAQ: 50 Answers on PSLE, G1 G2 G3, SEC and School Life

Full SBB quick answer: Full Subject-Based Banding replaces the former broad academic stream grouping in Singapore’s mainstream secondary education for the relevant cohorts. Posting Groups 1–3 guide school entry. G1, G2 and G3 describe the levels of individual academic subjects. Mixed form classes provide shared school experiences while subject groups allow level-appropriate teaching. Students will take SEC examinations from 2027 and face revised post-secondary admissions in 2028.

Below are 50 direct parent answers, grouped by what you need to decide: PSLE, school choices, subject levels, examinations, fees, daily school life, post-secondary routes and support. Each answer is deliberately short. Where a decision requires a formal rule or a child’s actual eligibility, use the linked official sources and the receiving school’s instructions.

Part 1 — Full SBB meaning and school structure

Start here if the terminology is new. The most damaging mistake is treating the entry group, academic subject level and entire child as one interchangeable label.

What does Full SBB mean?

Full Subject-Based Banding is Singapore’s secondary-school framework allowing students to study different subjects at suitable levels while providing common school experiences across learning profiles. It replaces the former whole-student Express, N(A) and N(T) stream organisation for the relevant mainstream cohorts.

What does the G mean in G1, G2 and G3?

G means General. G1, G2 and G3 identify the curriculum standard of a named subject, broadly related to the former N(T), N(A) and Express standards respectively. They do not mean Secondary 1, 2 and 3.

Is Posting Group 3 the same as G3?

No. Posting Group 3 is an admission group and guides the starting level of most subjects. G3 is the level of a specific subject; a child may take different subjects at different G levels when eligible.

When did Full SBB begin?

The major change applied to students entering Secondary 1 from 2024 in participating mainstream schools. Transitional older cohorts may still have followed the earlier course arrangements.

Does Full SBB mean all students sit in the same class all day?

No. Students can share a mixed form class for common curriculum lessons but move to academic groups teaching their actual G1, G2 or G3 subject.

Do Integrated Programme and specialised schools all use an identical arrangement?

No. IP and specialised schools can have different intake, curricula and qualification routes. Check the named school’s current SchoolFinder profile and admissions handbook rather than assuming every school follows an identical timetable.

Part 2 — PSLE Score, Posting Groups and school choice

The PSLE Score helps organise admission; it is not an accurate substitute for the child’s subject-by-subject learning profile.

Which PSLE Scores normally qualify for PG3?

Scores 4–20 fall in the PG3 band, with the 21–22 option band giving a choice between PG2 and PG3 under the published framework. A school’s individual cut-off is a separate matter.

Can a child with PSLE Score 21 or 22 choose PG2?

Yes. The published option band permits PG2 or PG3. The family should compare schools, starting course demands and the child’s readiness before choosing.

What happens at PSLE Score 25?

It is the option band for PG1 or PG2. The selected group generally applies across all six choices in an ordinary S1 Posting submission.

Does PSLE Score 26 automatically mean PG1?

Not without checking English and Mathematics. The published 26–30 PG1 band also requires AL7 or better in both subjects. Use the official result and eligibility statement.

What is Foundation PSLE grade A worth?

Foundation A maps to AL6, Foundation B to AL7 and Foundation C to AL8 for the four-subject PSLE total. This is a posting calculation, not a declaration of identical syllabus difficulty.

Does an affiliated primary school guarantee secondary admission?

No. An Affiliate Minimum Requirement, first-choice rule where applicable, demand and available places still matter. MOE also reserves a portion of places for non-affiliated applicants.

Can a previous school cut-off point guarantee a place?

No. The cut-off is a previous cohort’s result and can change with this year’s vacancies and choices. Use SchoolFinder for the correct year, Posting Group and affiliated or non-affiliated route.

Part 3 — Individual subject levels and changing offers

Subject choices should be evidence-led. A child can have genuine strengths in one discipline and missing foundations in another.

Can a PG2 student take G3 English?

Yes, when the relevant subject results meet the criteria and the school offers the higher level. The written school offer determines the child’s actual course.

Does 75% automatically move a student from G2 to G3?

No universal automatic right should be assumed. School examples may mention percentages, but schools assess performance, interest, readiness and overall curricular load.

Can a child move down a subject level if the work is too difficult?

School reviews can consider a less demanding level where appropriate. Parents should examine repeated evidence of difficulty and discuss support and consequences with the subject teacher.

Which PSLE subjects can lead to more demanding Secondary 1 offers?

English Language, Mother Tongue Language, Mathematics and Science have subject-specific initial offer criteria. A learner’s actual PSLE subject grade and school offer matter.

Is Additional Mathematics available at G2?

Yes. The 2027 SEC lists G2 Additional Mathematics K232 and G3 Additional Mathematics K341. The school must offer the particular course and the pupil must meet its criteria.

Are combined Science and separate Sciences the same examination?

No. The 2027 SEC has named G2 and G3 combined Science entries and separate G3 Physics, Chemistry and Biology. Read the actual code and syllabus before buying resources.

Does a strong Mother Tongue result qualify for Higher MTL after 2026?

The widened 2026 Secondary 1 rule makes pupils with PSLE MTL AL1/AL2 or PSLE HMTL Distinction/Merit eligible to offer HMTL regardless of overall PSLE Score. Confirm the receiving school’s offer and arrangements.

Part 4 — Form class, HBL, assessments and help

A school week contains several systems at once: classes, curriculum, independent work, co-curricular activity and wellbeing. The correct solution depends on the actual difficulty.

What are the six Full SBB common curriculum subjects?

Art, Character and Citizenship Education, Design and Technology, Food and Consumer Education, Music and Physical Education. They support learning and interaction in mixed lower-secondary form classes.

Are Secondary 1 examinations abolished?

No. MOE removed mid-year examinations, but schools may still use weighted assessments, class work and year-end examinations. Check each subject’s actual school assessment plan.

Is Home-Based Learning a day off?

No. It is scheduled learning with assigned school work, sometimes a teacher check-in, offline tasks and Student-Initiated Learning. The HBL day and requirements vary among schools.

What is Student-Initiated Learning?

SIL is dedicated HBL time for students to explore interests beyond the ordinary curriculum, with suitable school guidance and reflection. It is not a new G-level academic examination.

Does the student need a new SLS account after Primary 6?

Pupils moving from primary to secondary generally already have SLS accounts; the school helps verify access and class assignments. Use official login channels.

Who should a parent contact about an academic problem?

Start with the named subject teacher for a subject-content issue and the form teacher for school adjustment or overall routine concerns. The ICT team handles device or login faults; schools designate staff for access and SEN matters.

Part 5 — Fees, assistance and devices

Academic level and family financial circumstances are separate. Do not infer fees or assistance eligibility from PG1/PG2/PG3 or G1/G2/G3.

How much are standard government secondary school fees for a Singapore Citizen in 2026?

The published standard monthly school and miscellaneous fee total is S$25 before optional or school-specific charges. Verify 2027 and the named institution in MOE’s live fee checker.

How much does a Singapore PR pay in the standard 2026 table?

The monthly published total is S$700 for the standard government or government-aided secondary-school category. Autonomous or independent school fees may differ.

What are the 2026 standard international-student totals?

The published monthly totals are S$1,111.80 for an ASEAN international student and S$2,211.80 for a non-ASEAN international student at the relevant school type. Confirm citizenship category and the current year’s rate.

Does G1 automatically qualify a family for MOE FAS?

No. MOE Financial Assistance Scheme has its own citizenship, income and school-type criteria. The published 2026 threshold is monthly gross household income of S$4,000 or less, or per capita income of S$1,000 or less.

Are Edusave and MOE FAS the same?

No. Edusave funds may be used for approved educational expenses under its rules, while FAS is a means-tested school-cost support scheme. Neither is an unrestricted cash wallet.

Do all pupils need to buy a new expensive device?

Schools prescribe or approve Personal Learning Devices and may have Edusave and subsidy arrangements. Check the 2027 device specification and support before purchasing; do not infer the model from another school.

Part 6 — SEC examinations in 2027

A common qualification does not mean an identical examination or grade scale for all students.

What does SEC stand for?

Singapore–Cambridge Secondary Education Certificate. It is the qualification framework replacing the separate N(T), N(A) and O-Level examinations for the relevant graduating cohorts from 2027.

Does one SEC mean identical papers at G1, G2 and G3?

No. Pupils take subject-level-specific assessments. G1, G2 and G3 retain different curriculum demands, formats and grade structures where applicable.

What are the three SEC grade scales?

SEAB uses G1 letter grades A–E, G2 numeric grades 1–6 and G3 grades A1, A2, B3, B4, C5, C6, D7, E8 and 9. Always read the grade beside its actual subject level.

Can different G-level results appear together on the certificate?

Yes. SEC records the subject and level the student took. A pupil may receive G3 English and G2 Mathematics results on one certificate.

Can students use a calculator in every SEC Mathematics paper?

Not every Mathematics subject or paper follows the same rule. For 2027 G2 K232 and G3 K341 Additional Mathematics, SEAB permits approved calculators in both papers. Check the particular syllabus for other Mathematics papers.

Are SEC practical and coursework components the same for everyone?

No. The assessment specification depends on the named subject code and level. Science, Art, D&T and other subjects can have different practical, coursework or written components.

Part 7 — The 2028 post-secondary pathways

Admission calculations are route-specific. A valid grade mapping does not erase subject prerequisites or create a place.

What is changing for the 2028 post-secondary intake?

MOE announced the new Post-Secondary Admissions Exercise (PSE) beginning with results from the first SEC cohort in January 2028. Participating routes still apply their own eligibility and course requirements.

Will JC entry use L1R4 rather than L1R5?

MOE announced a move to the five-subject L1R4 calculation for 2028 JC intake, with the relevant subject-group requirements and revised bonus-point cap. Check the actual PSE booklet.

Is Millennia Institute the same as JC?

No. MI has a distinct three-year pre-university programme structure, although it also uses relevant L1R4-based entry rules. Confirm its exact eligibility rather than infer from a JC’s previous cut-off.

Can one G2 subject count for direct Polytechnic Year 1?

From 2028, MOE allows one G2 subject as the final Best component of eligible ELR2B2 calculations. The other four components generally remain G3 and course-specific minimum grades still apply.

Can students with a mixture of G2 and G3 subjects enter PFP?

Yes, the 2028 Polytechnic Foundation Programme widens eligibility to suitable mixed profiles under a G2-equivalent raw ELMAB3 of 12 or better and minimum component grades. The route is competitive and not identical to direct diploma Year 1.

Does Full SBB remove ITE Higher Nitec pathways?

No. ITE Higher Nitec remains a post-secondary option with programme- and level-specific entry criteria and possible further progression. A student’s actual SEC results and chosen route govern eligibility.

Part 8 — Wellbeing, SEN, transfer and longer-term planning

A good decision begins with the real difficulty and the relevant helping adult, not with a label.

Does a special educational need determine the student’s G level?

No. SEN and academic subject level are different matters. A learner may need classroom access support while being capable of a demanding academic course.

Can a parent apply directly for national examination extra time?

For school candidates, Access Arrangement applications are normally made through the school and reviewed by SEAB. Extra time, readers and other supports depend on the examination’s objectives and approval criteria.

What if classmates tease a child for G1, G2 or G3?

Take the behaviour seriously. Record concrete incidents and contact the form teacher or appropriate school safeguarding channel. Mixed form classes do not automatically prevent bullying.

Does Secondary 5 still exist?

A fifth year of learning remains possible for eligible students under Full SBB. It is not automatic for all G2 pupils or a promise that every subject becomes G3.

Can parents appeal the assigned secondary school?

Ordinary transfer appeals after posting depend on the receiving school’s current cut-off, relevant Posting Group and actual vacancies. Exceptional medical or accessibility appeals use separate procedures. Register at the assigned school while waiting.

Does a child automatically need tuition after PSLE?

No. First confirm the actual subject levels, inspect independent schoolwork and name the missing prerequisite or learning barrier. Extra lessons are useful when they target an identifiable problem and fit the student’s overall life.

Where to verify the official rules

When an answer depends on an individual student’s situation, use the authority that actually controls the decision. MOE provides school entry and policy information, SEAB publishes examination syllabuses and grading, schools confirm offers and student support, and post-secondary institutions administer course eligibility.

What should a family do now? Begin with the actual child’s entry group, confirmed subject level and current learning evidence. Choose the question that matters, follow the detailed guide, and check its controlling official rule before acting. The aim of an education information library is to reduce confusion and unnecessary stress, not to create more.

For teaching rather than administration, the immutable eduKate Secondary 1 Mathematics diagnostic guide illustrates a reliable starting point: teach at the easiest level that preserves the true idea, observe the student’s independent work, and repair the missing connection before assigning more questions.
