From Changi Airport MRT, follow the signs to Terminal 2 and go to Arrival Pick-up Door 1. Board the complimentary public shuttle to Terminal 4. The Skytrain connects Terminals 1, 2 and 3, so the shuttle is the onward connection for Terminal 4.
Changi lists the daytime Terminal 2 shuttle as a direct service from 6 am to midnight. From midnight to 6 am it operates as a loop via Terminal 3 and Terminal 1/Jewel before Terminal 4. If you are already in the airport transit area, check the separate airside transfer rules with your airline before exiting.

From the MRT fare gates to the shuttle
After tapping out, follow Terminal 2 signs. Use the public arrivals and pickup signs to find Door 1. If you have come up on the Terminal 3 side, follow the signed public connection towards Terminal 2 before looking for the shuttle.
At the pickup point, check the bus display or ask staff whether the bus goes to Terminal 4. Once you arrive, follow the signs for departures if you need to check in, or agree on an arrivals meeting point if you are collecting someone.
How long to allow
Changi estimates about 10 minutes for the public shuttle journey. That estimate is for time on the bus. Add time for the walk from the platform, waiting at the pickup point and getting from the Terminal 4 drop-off to your airline’s counter.
Check the live shuttle timetable before an early or late flight. The airport lists a longer interval for the overnight loop. If a delay would put you close to your airline’s check-in deadline, check your transfer options as soon as you reach the airport.
Public and transit shuttles serve different passengers
The public shuttle is the one to use if you arrive by MRT or are already in the public area. Connecting passengers who are still airside should follow the airport’s transit transfer instructions. Changi says an airside Terminal 4 transfer requires a through-checked itinerary.
If you have separate tickets or need to collect baggage, check with your airline about immigration, baggage and check-in. Confirming that before moving between terminals is especially helpful when the connection is short.
