Clients and customers cannot visit your condo for business under Singapore’s Home Office Scheme. URA allows a home office for administrative work. Business activities other than administration must take place elsewhere, and the property must remain a residence.
If you rent the condo or are an authorised occupant rather than the owner, get the owner’s written consent before registering. URA permits up to two non-resident employees under the scheme, subject to its conditions. That allowance concerns employees. Check separately where you will meet clients. Read URA’s Home Office Scheme conditions.
- List the administrative tasks you will do at home.
- Identify every activity that brings a client or customer to the address.
- Confirm the owner’s consent and registration requirements.
- Choose a suitable location for appointments, consultations or customer collection.

Plan where each activity will happen
| Activity | What to check |
|---|---|
| Bookkeeping, scheduling or preparing proposals | Whether it fits the permitted administrative use |
| A non-resident employee working in the home office | The headcount limit and other scheme conditions |
| A customer coming to collect an order | The ban on customer visits under this scheme |
| A client appointment | A suitable location outside the residence |
Imagine a consultant works on reports at home and wants to invite two clients to review a draft. Report preparation is administrative work. For the client meeting, use a separate location or hold it online. If you tell customers the address for correspondence, make clear where appointments and collections actually take place.

Read the scheme that applies to your activity
URA also has a Home-Based Business Scheme for certain small activities. It has its own conditions. If your proposed work involves teaching students in person, for example, check the rules for that activity. Read the guide to private tuition from a condo.

Frequently asked questions
Can a client visit if it is only once?
URA’s Home Office Scheme conditions bar client and customer visits. Use an appropriate off-site or online option.
Does my landlord’s consent replace registration?
If you are renting, written consent is a step before registration. Follow the URA route for a private residential property.
