Considering an MOE Tuition Grant Bond Buy-Out? What to Check Before Applying

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

If you are considering ending an MOE Tuition Grant bond before completing it, ask MOE for the amount and process that apply to your agreement and service record. MOE’s briefing says a recipient who has served part of the bond and decides to break it is liable for liquidated damages for the outstanding period. Its portal guide identifies a dedicated Application for Bond Buy-out task.

Before applying, check which service MOE has recorded, what remains outstanding and which consequences the agreement describes for you and your sureties. If you are weighing buy-out against a change in employment or a request to defer the bond, ask MOE to explain which options apply to your actual circumstances. Keep the formal amount and payment instructions together.

  • Retrieve the applicable Tuition Grant agreement.
  • Check which employment periods are recorded.
  • Ask MOE how it determines the amount for your outstanding bond period.
  • Read the relevant responsibilities and involve your sureties where appropriate.
  • Confirm the submission, payment and completion steps before relying on them.

Check the bond record first

Open the Tuition Grant and Scholarships system and locate the agreement you intend to ask about. If you have received grants for different programmes or have more than one obligation, identify the record by institution and programme. List the employment periods you believe should count and compare them with the available official record. If an update is missing or pending, ask how to resolve it.

Give MOE the actual dates rather than rounding the total period you have worked. Include relevant job changes, breaks or overseas assignments and identify what MOE has already confirmed. The official treatment of those periods affects the outstanding service you are asking about.

Ask for the amount for your circumstances

Ask MOE to confirm the amount and explain the process for your agreement and recorded service. Keep the response dated and check whether it is an estimate, an amount currently due or an instruction to complete another step. Ask what the amount covers and how to proceed if a pending employment update changes the record.

Before making a decision, compare the official amount with your ability to pay and with the alternatives you have confirmed. If you are considering further studies, an overseas posting or a job change, ask which procedure applies. A buy-out request and a request for deferment are separate portal tasks.

Read the agreement and use the official submission route

Check your agreement for the provisions relevant to the decision, including any surety obligations. Give the people involved time to review the agreement and MOE’s instructions. If a term is unclear, contact the Tuition Grant Section and identify the provision or fact you need clarified.

If proceeding, use the official portal and follow the application and payment instructions MOE gives. Keep the submission and any later payment confirmation. Ask how MOE will confirm completion and when any change takes effect. A saved draft or application reference can help track the request while the substantive outcome is pending.

Worked example

A graduate has already worked for two employers and is considering a role that could change their bond plans. They review both employment periods in the portal and find one update awaiting clarification. They give MOE the relevant documents and ask which period is recorded before requesting the amount for the outstanding obligation.

Once they receive the answer, they review the agreement and discuss the implications with their sureties. They decide using the amount and process MOE confirms for their record rather than an estimate from another recipient.
