Ask the shop to record your tourist GST refund transaction when you pay. At Changi, handle items that will go in checked baggage at the GST refund area before handing over the bags. For goods you are carrying on board, use the refund area in the departure transit lounge after departure immigration. Keep the goods, original receipts, passport and flight details available in case Customs asks to inspect them. IRAS Tourist Refund Scheme Changi Airport departure guidance
The scheme is for eligible travellers and qualifying goods bought from participating retailers. Before buying something on the assumption that you can claim, check your eligibility, the shop’s participation, the S$100 minimum and how you will take the goods out of Singapore. A purchase receipt and an electronic Tourist Refund Scheme transaction serve different purposes. Keep both. IRAS eligibility and purchase conditions
- Check traveller, retailer, goods and departure eligibility before paying.
- Bring your original passport and ICA electronic Visit Pass to the participating retailer.
- Confirm the original receipt and electronic Tourist Refund Scheme transaction before leaving the shop.
- Sort purchases by checked baggage or hand carry before reaching Changi.
- Follow the kiosk result, including any inspection or payout instructions.

Check whether you and your purchases qualify
IRAS sets conditions for tourist status. You must be at least 16 on the purchase date, and Singapore citizens and permanent residents are outside the scheme. Conditions also apply to departing aircrew and people who hold specified Singapore passes or credentials on relevant dates. If you recently held a Singapore work, study or long-term pass, check the full rules and the lookback period before claiming. IRAS qualifying as a tourist
Check the purchase and how it will leave the country
The shop must participate in the electronic Tourist Refund Scheme, known as eTRS. The purchase has to meet the scheme’s requirements for goods and value. IRAS excludes services, accommodation, goods wholly or partly consumed in Singapore, commercial exports and goods exported by freight. Check with the retailer or IRAS if you are unsure whether your purchase qualifies. IRAS qualifying goods
The goods must depart through Changi or Seletar within two months of purchase. IRAS also requires departure with the goods within 12 hours after refund approval. If you plan to leave by land or sea, or someone else will take the goods out of Singapore, check the official conditions before assuming the purchase can be included. A shopping plan and a departure plan need to work together. IRAS refund conditions and eligible airports
Apply the S$100 rule to the right receipts
The minimum is S$100 including GST. IRAS allows up to three receipts or invoices issued on the same day by retailers with the same GST registration number and shop name. If you are combining receipts, compare both details and ask the retailer to confirm the transaction. Being in the same shopping centre does not establish that two stores meet the receipt rule. IRAS purchase requirements
Suppose you spend S$70 and S$45 at the same shop on the same date. The total clears the amount test if the receipts meet the other conditions. If the second receipt is from a different shop or a different day, check that before counting the S$115 as qualifying spend. The total across a whole shopping trip does not answer which receipts can be combined.

Do the shop step at the time of purchase
Before paying, ask if the outlet participates in eTRS and can issue the transaction for your purchase. IRAS says to present your original passport and ICA electronic Visit Pass in person at a participating retailer. An image or photocopy of the passport is insufficient. Have the actual document with you for the purchase and use the retailer’s official process. IRAS electronic Tourist Refund Scheme guidance
Check the records before leaving the shop
Confirm that you have the original receipt or invoice and that the retailer has issued the eTRS transaction. Check that it applies to the goods you bought and the traveller who will make the claim. Store the documents so you can retrieve them when packing and at the airport. If something looks wrong, contact the retailer as soon as you notice. The refund request at the airport relies on the purchase being recorded properly.
If you are shopping with family, decide who is making the purchase and taking the goods out. Keep that person’s relevant documents and the purchase records together. When several bags are involved, write a private note that says which goods are in which bag. That avoids a search through everyone’s luggage at the inspection area.

Prepare the goods and documents before leaving for Changi
Work out what will be checked in and what will be carried on board, following the airline’s baggage rules. Pack goods so you can reach them without emptying the entire suitcase. Put the original receipts, passport and itinerary or boarding pass somewhere easy to access. Then check the actual terminal and the airport’s refund directions. Changi Airport departure customs and tax refund guidance
Checked baggage goes through the refund step first
For goods in checked baggage, follow Changi’s directions to the eTRS kiosk in the Departure Check-in Hall before handing over the bag. Follow the kiosk outcome. If it directs you to Customs inspection, take the relevant goods and documents to the inspection counter. Only move on to bag drop once the applicable inspection and instructions are complete. If you start at the airline counter, tell staff that you have goods to present for a refund before they take the bag. IRAS checked-baggage procedure
Hand-carried goods follow the departure transit route
For goods you are carrying on board, IRAS directs you to the refund area in the Departure Transit Lounge after departure immigration. Keep goods and paperwork accessible and allow time before boarding in case an inspection is required. If you have both checked and hand-carried goods, read the airport’s current directions and handle each where indicated. The purchase’s position in your baggage determines the route you should check. Changi hand-carry refund directions
| Where the goods travel | Where to start | What to keep accessible |
|---|---|---|
| Checked bag | Departure Check-in Hall, before bag drop | Goods, original receipts, passport and flight details |
| Hand luggage | Departure Transit Lounge after immigration | Goods and documents until inspection is resolved |
| Mixed baggage | Use the applicable route for each item | Separate the two sets of goods and records |

Read the kiosk outcome before moving on
The kiosk retrieves transactions using your passport. Follow the steps to declare eligibility, select the qualifying goods you are taking out and choose from the available refund methods. Read the result. If it calls for a physical inspection, go to the indicated counter with the goods, passport, original receipt or invoice and flight confirmation or boarding pass. Follow the directions for completing the refund after inspection where applicable. Changi kiosk and Customs inspection procedure
Keep approval separate from payment
Changi lists credit card, Alipay and cash refund options, subject to the process applicable to your transaction. If you choose cash, check where collection takes place. Keep any record that identifies the claim until you can confirm the outcome. IRAS explains that a handling fee reduces the amount returned compared with the GST paid. Use the actual approved amount and method rather than estimating the payout from the retail price. IRAS refund amounts and methods
If a purchase does not appear
Check that you used the passport associated with the purchase and have the original receipt. Ask staff for help and follow the directions for checking the eTRS record. If the retailer did not issue the transaction, contact it promptly. Avoid making a declaration about goods or eligibility you cannot verify. Leave enough time for the check without missing baggage drop or boarding.

Work through a mixed-baggage departure
A visitor has eligible goods from a participating store, including something they intend to put in a suitcase and another item they will carry on board. They first check both eTRS records and decide where the goods will be packed, taking airline rules into account. At the departure hall they handle the checked-bag purchase while it is accessible. After the appropriate departure procedures they follow the directions for the hand-carried purchase. At either point, an inspection request can add time. Changi refund procedure
If the schedule changes
Check the new departure airport, date and time against the IRAS conditions. A change to a land departure can alter whether the scheme applies, and a long delay after approval may affect the requirement to depart within 12 hours. If you already started the claim or are uncertain about the new arrangements, follow the instructions from IRAS or airport staff before you make another declaration. IRAS departure conditions

Frequently asked questions
Can I claim back GST on my hotel bill?
Accommodation and services are outside the scheme. Check the IRAS list for qualifying goods and exclusions. IRAS qualifying goods
Can I combine all my shopping receipts?
Only eligible combinations meet the threshold. IRAS allows up to three same-day receipts or invoices with the same GST registration number and shop name. Check that the retailer has issued the eTRS transaction. IRAS purchase requirements
Will I get back the full GST shown on the receipt?
IRAS says the actual amount refunded is lower than the GST paid because a handling fee is deducted. Follow the claim record for the approved outcome. IRAS refund amount information
