WHY ENGLISH?
Turn a proposed change into a clear, evidence-led account of who will experience what difference, when, and what preparation they need
A change impact assessment compares a current state with a proposed future state and explains how work, people, processes, technology, data, controls and service users may be affected. English matters because an impact written as “staff need support” is too vague to plan, while a dated statement about a changed task, affected role, evidence, severity, owner and preparation action can be checked.
Updated UK government Gate 3 guidance dated 20 August 2026 says projects should demonstrate detailed understanding of business impact and complete a change impact assessment so the organisation is not stretched too far. GOV.UK People Impact Assessment guidance also links people impacts and risks to mitigating actions in project planning and delivery.
This guide uses a fictional student equipment-booking service moving to self-service lockers. It does not make one assessment method universal, predict individual reactions or replace consultation, accessibility review, privacy work, safety assessment or authorised project decisions. English makes change consequences visible; evidence and affected people must confirm them.

ORIENTATION
What this guide covers
Current fact check
Checked on 8 November 2026, the UK Gate 3 Review guidance updated 20 August 2026 asked whether a detailed business impact and change plan exist and whether a change impact assessment shows that the organisation can absorb the change. GOV.UK People Impact Assessment guidance said projects should assess people impacts and risks, identify mitigation and build actions into delivery planning.
What this guide does not cover
This article owns the change impact assessment that compares current and future states and connects material impacts to readiness actions. It does not own the project change request, business case, risk register, communications plan, training plan, privacy impact assessment, equality assessment, implementation schedule or final approval.
Worked example
Every chapter returns to a fictional polytechnic service replacing counter collection with optional lockers while retaining an assisted route. It is fictional, low-stakes and educational; it does not report a real school, clinical decision or guaranteed outcome.
Did You Know? For a change impact assessment, precise writing makes appraisal possible but does not perform the appraisal, remove bias or guarantee transfer.
Warm up with eduKate’s guides to explaining scientific evidence and asking better questions in class.
CHAPTER 1 OF 16
1. Define the Change Decision and Assessment Purpose
Why this move matters
Name the decision, sponsor, timing and what the assessment must enable.
Did You Know? Decision purpose prevents a catalogue of effects from becoming an ownerless list.
Trace the change from baseline to lived work
Name the decision, sponsor, timing and what the assessment must enable. Compare the current and future states at the level of tasks, decisions, information, systems, timing and responsibility.
Test the worked impact with affected people
In the fictional change, The sponsor must decide whether locker collection can enter a limited pilot and under which conditions. Ask people who perform, support and receive the work to confirm, correct or qualify the assessment.
Separate impact from assumption
Label the evidence source, affected group, timing, severity, confidence and unresolved question. A plausible impact is not yet an observed fact.
Convert findings into owned preparation
An impact assessment informs preparation rather than automatically approving the change. Link each material impact to an action, owner, dependency, measure and readiness checkpoint without pretending that a document performs the change.
Practical reader check
- Point to the exact source or method sentence supporting the claim.
- Name the person, setting, date, input and decision rule that could change its meaning.
- Label the remaining uncertainty reported, inferred, contested or unknown.
Student, parent and career transfer
Make one evidence card for “Define the Change Decision and Assessment Purpose”: source location, plain-language meaning, limit and next question. A parent or teacher can ask for one everyday explanation and one specialist explanation; both must preserve the same conditions. This habit supports project delivery, business analysis, organisational change, service design, operations, human resources, digital transformation, school innovation and public administration without promising a grade, admission, funding decision or job.
CHAPTER 2 OF 16
2. Set Scope, Boundaries and Assessment Horizon
Why this move matters
Describe locations, services, roles, users, systems, dates, interfaces and excluded areas.
Did You Know? Time horizon changes which transitional and steady-state impacts are visible.
Trace the change from baseline to lived work
Describe locations, services, roles, users, systems, dates, interfaces and excluded areas. Compare the current and future states at the level of tasks, decisions, information, systems, timing and responsibility.
Test the worked impact with affected people
In the fictional change, The assessment covers evening collection at one site from booking confirmation through return. Ask people who perform, support and receive the work to confirm, correct or qualify the assessment.
Separate impact from assumption
Label the evidence source, affected group, timing, severity, confidence and unresolved question. A plausible impact is not yet an observed fact.
Convert findings into owned preparation
A narrow pilot cannot establish impacts for every campus or future scale. Link each material impact to an action, owner, dependency, measure and readiness checkpoint without pretending that a document performs the change.

CHAPTER 3 OF 16
3. Write the Current-State Baseline With Evidence
Why this move matters
Record present tasks, volumes, wait times, errors, controls, roles and user experience from dated sources.
Did You Know? Without a baseline, improvement and burden become matters of memory.
Trace the change from baseline to lived work
Record present tasks, volumes, wait times, errors, controls, roles and user experience from dated sources. Compare the current and future states at the level of tasks, decisions, information, systems, timing and responsibility.

Separate impact from assumption
Label the evidence source, affected group, timing, severity, confidence and unresolved question. A plausible impact is not yet an observed fact.

CHAPTER 4 OF 16
4. Describe the Future State at the Same Level of Detail
Why this move matters
Use matching categories so readers can compare tasks, decisions, information, channels and controls.

PRACTICE LAB
Build a change impact assessment decision trail
Student route
- Choose one original report inside this guide’s scope.
- Copy its objective and underline actor, action, context, evidence and intended decision.
- Draw the specific reasoning chain used in this article.
- Mark each step reported, inferred, contested or unknown.
- Rewrite the conclusion so it preserves the narrowest important limitation.
Parent or teacher route
Ask the learner to explain turn a proposed change into a clear, evidence-led account of who will experience what difference, when, and what preparation they need twice: once to a classmate and once to a method specialist. Praise a precise correction and a well-stated unknown; both show disciplined attention to evidence.
Early-career route
Create a one-page change impact assessment audit with source link, date checked, scope, method logic, decisive wording, contrary evidence, limit and next action. A colleague should be able to continue without guessing.
Decision rule
If a shorter explanation removes the condition that made the original claim true, it is not clearer yet. Restore the condition.

Read the project-change-request guide for a related but different reader job. Return here when the question is specifically how to turn a proposed change into a clear, evidence-led account of who will experience what difference, when, and what preparation they need. Use each guide for the reader task named in its heading.

FREQUENTLY ASKED QUESTIONS
Questions students and parents often ask
Is a change impact assessment the same as a project change request?
No. A change request seeks a decision about altering a baseline; an impact assessment studies what a proposed change may do to people and operations.
Should every impact receive training?
No. Some need process redesign, better tools, capacity, communication, controls or no action.
How do we assess impact before implementation?
Use current-state evidence, design detail, expert review, affected-person input, prototypes and explicit uncertainty.
Can an impact be positive?
Yes. Record benefits, reduced effort and improved access as carefully as burdens and risks.
What if teams disagree?
Record the disagreement, sources, decision owner and validation action instead of forcing artificial consensus.
When should the assessment be updated?
When scope, design, timing, evidence, dependencies or actual pilot outcomes materially change.

A cheerful final note
Precise English makes a change impact assessment more useful and more honest, while leaving room for other languages and local knowledge. People can see how their evidence and values entered the work, where disagreement remains and what a responsible next step looks like.
