Why English? | Writing a Conflict of Interest Declaration Through Role, Interest, Connection, Risk, Disclosure, Management, Approval and Review

WHY ENGLISH?

Make a relevant connection visible, protect a fair decision and record a proportionate management plan without turning disclosure into blame

A conflict of interest declaration helps a person explain when a role, financial interest, family or personal connection, outside appointment, gift or other circumstance could affect—or reasonably appear to affect—a decision. English matters because the declaration must be specific enough for an authorised person to assess, yet proportionate enough to avoid gossip, accusation and unnecessary private detail.

Singapore's current Code of Governance for Charities and Institutions of a Public Character places conflict management within responsible, fair and ethical conduct. The Charity Portal also provides current conflict-of-interest disclosure and operating-procedure resources. These are useful governance references, not a universal legal form for every school, company, club or family decision.

This article uses a fictional education charity choosing a training supplier. It explains the writing mechanism, practical examples and decision record; it does not decide whether a legal conflict exists, replace a governing document, employment rule, procurement rule or professional duty, or imply wrongdoing merely because a connection is disclosed.

ORIENTATION

What this guide covers

Current fact check

Checked on 8 November 2026, the Charity Council page identified the April 2023 Code of Governance as current for financial years beginning from 1 January 2024. Its responsible, fair and ethical conduct principle includes conflict-of-interest procedures, while the Charity Portal's governance resources link disclosure-statement, policy and operating-procedure materials. The code uses a comply-or-explain approach for covered charities and IPCs; it is not evidence that one form governs every organisation.

What this guide does not cover

This article owns the reader task of drafting a conflict of interest declaration and its management record. It does not own a complete conflicts policy, gifts register, related-party transaction review, procurement evaluation, board minutes, disciplinary finding, recusal law, professional-regulator decision or legal advice.

Worked example

Every chapter returns to a board member of a fictional education charity has a sibling who works for one supplier invited to quote for a new learning platform. It is fictional, low-stakes and educational; it does not report a real school, clinical decision or guaranteed outcome.

Did You Know? For a conflict of interest declaration, precise writing makes appraisal possible but does not perform the appraisal, remove bias or guarantee transfer.

CHAPTER 1 OF 14

1. Start With the Decision and the Declarant's Role

Back to contents

Why this move matters

Name the decision, process, authority, stage, declarant's role and duty before describing the interest.

Did You Know? A conflict becomes assessable when the reader can see both the duty and the decision.

Move from biography to decision risk

Name the decision, process, authority, stage, declarant's role and duty before describing the interest. In the fictional organisation, The member sits on the committee recommending a supplier but is not the final contract signatory. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how start with the decision and the declarant's role changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: A job title alone does not show what influence the person has in this decision.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The member sits on the committee recommending a supplier but is not the final contract signatory.

Close the record without pretending the interest vanished

A job title alone does not show what influence the person has in this decision. Name approval, review triggers, retention and renewed disclosure. The durable record is the declaration plus the authorised response, not an accusation or a permanent moral label.

Practical reader check

  • Evidence: mark the words that make this step possible: Name the decision, process, authority, stage, declarant's role and duty before describing the interest.
  • Boundary: test the draft against this limit: A job title alone does not show what influence the person has in this decision.
  • Handoff: apply the step to this situation: The member sits on the committee recommending a supplier but is not the final contract signatory. Name the next actor, output and completion evidence.

Student, parent and career transfer

Practise “Start With the Decision and the Declarant's Role” as a short decision note: what is known, what it means, what remains uncertain and what should happen next. A parent or teacher can ask which phrase is observation, which is interpretation and which missing fact could change the conclusion. The same disciplined English transfers to charity governance, education management, procurement, research ethics, public administration, human resources, finance, boards and professional practice without guaranteeing a grade, admission, decision, remedy or job.

CHAPTER 2 OF 14

2. Describe the Interest or Connection Precisely

Back to contents

Why this move matters

State the type of financial, family, personal, professional or organisational connection and its relevant facts.

Did You Know? Neutral nouns and dates are usually more useful than labels such as close or suspicious.

Move from biography to decision risk

State the type of financial, family, personal, professional or organisational connection and its relevant facts. In the fictional organisation, The supplier employs the member's sibling in a role unrelated to preparing the bid. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how describe the interest or connection precisely changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Collect only details needed for the assessment and protect personal data.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The supplier employs the member's sibling in a role unrelated to preparing the bid.

Close the record without pretending the interest vanished

Collect only details needed for the assessment and protect personal data. Name approval, review triggers, retention and renewed disclosure. The durable record is the declaration plus the authorised response, not an accusation or a permanent moral label.

Practical reader check

  • Evidence: mark the words that make this step possible: State the type of financial, family, personal, professional or organisational connection and its relevant facts.

CHAPTER 3 OF 14

3. Explain When the Connection Began and What Has Changed

Back to contents

Why this move matters

Record timing, duration, current status, earlier declarations and any material change.

Did You Know? Timing helps distinguish continuing interests from new circumstances that need fresh review.

Move from biography to decision risk

Record timing, duration, current status, earlier declarations and any material change. In the fictional organisation, The sibling joined the supplier after the longlist was created but before quotations were evaluated. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how explain when the connection began and what has changed changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: A previously harmless connection can become relevant when the decision changes.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The sibling joined the supplier after the longlist was created but before quotations were evaluated.

Close the record without pretending the interest vanished

A previously harmless connection can become relevant when the decision changes. Name approval, review triggers, retention and renewed disclosure. The durable record is the declaration plus the authorised response, not an accusation or a permanent moral label.

Practical reader check

  • Evidence: mark the words that make this step possible: Record timing, duration, current status, earlier declarations and any material change.

CHAPTER 4 OF 14

4. Separate Actual, Potential and Perceived Conflict

Back to contents

Why this move matters

Describe how the interest affects, could affect or could reasonably be seen to affect judgement without declaring guilt.

Did You Know? Perception matters because trust depends on a decision being explainable as well as honest.

Move from biography to decision risk

Describe how the interest affects, could affect or could reasonably be seen to affect judgement without declaring guilt. In the fictional organisation, The member has not shared scores, yet an observer could question impartiality if the member scores the sibling's employer. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how separate actual, potential and perceived conflict changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Definitions and thresholds come from the applicable policy or law, not this guide.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The member has not shared scores, yet an observer could question impartiality if the member scores the sibling's employer.

CHAPTER 5 OF 14

5. Connect the Interest to a Specific Risk

Back to contents

Why this move matters

Identify the information, influence, benefit, bias, access or public-trust risk rather than assuming every connection has the same effect.

Did You Know? Risk language makes proportional management possible.

Move from biography to decision risk

Identify the information, influence, benefit, bias, access or public-trust risk rather than assuming every connection has the same effect. In the fictional organisation, The member can see competitors' pricing and influence the recommendation. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how connect the interest to a specific risk changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: A connection outside the decision may require disclosure but little or no control.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The member can see competitors' pricing and influence the recommendation.

Close the record without pretending the interest vanished

CHAPTER 6 OF 14

6. Declare Early, Update Promptly and Use the Right Channel

Back to contents

Why this move matters

State when and where to disclose, who receives it, how urgent questions are handled and what to do if uncertain.

Did You Know? An advice route helps people disclose uncertainty before it becomes a process failure.

Move from biography to decision risk

State when and where to disclose, who receives it, how urgent questions are handled and what to do if uncertain. In the fictional organisation, The member submits the declaration before receiving evaluation papers and alerts the chair. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how declare early, update promptly and use the right channel changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Late discovery should trigger correction, not concealment or automatic blame.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The member submits the declaration before receiving evaluation papers and alerts the chair.

Close the record without pretending the interest vanished

CHAPTER 7 OF 14

7. Acknowledge the Declaration Without Pre-Judging It

Back to contents

Why this move matters

Confirm receipt, protect the record, identify the assessor, check their conflicts and set the next update.

Did You Know? A calm receipt message reduces both anxiety and informal discussion.

Move from biography to decision risk

Confirm receipt, protect the record, identify the assessor, check their conflicts and set the next update. In the fictional organisation, The governance officer logs the declaration and asks an unconflicted chair to assess it. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how acknowledge the declaration without pre-judging it changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Acknowledgement does not mean the interest is harmless or disqualifying.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The governance officer logs the declaration and asks an unconflicted chair to assess it.

8. Choose a Proportionate Management Action

Back to contents

Why this move matters

Consider declaration only, restricted papers, no discussion, abstention, recusal, reassignment, independent review or exclusion under authority.

Did You Know? The best control protects the decision while avoiding unnecessary exclusion.

Move from biography to decision risk

Consider declaration only, restricted papers, no discussion, abstention, recusal, reassignment, independent review or exclusion under authority. In the fictional organisation, The member receives no bid papers, leaves the agenda item and does not score or recommend suppliers. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how choose a proportionate management action changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: The authorised policy and governing body decide which controls are available.

9. Record Participation, Recusal and Return

Back to contents

Why this move matters

Write what the person may receive, discuss, influence or vote on, when they leave and when normal participation resumes.

Did You Know? Observable verbs turn the management plan into auditable practice.

Move from biography to decision risk

Write what the person may receive, discuss, influence or vote on, when they leave and when normal participation resumes. In the fictional organisation, Minutes record the departure before discussion and return after the item closes, without publishing family detail. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how record participation, recusal and return changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: A vague note such as conflict declared may not show whether the control happened.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: Minutes record the departure before discussion and return after the item closes, without publishing family detail.

10. Name the Approver and the Reasons

Back to contents

Why this move matters

Identify the authorised assessor, decision date, policy used, facts considered, chosen control and review trigger.

Did You Know? A reasoned approval protects both the process and the declarant.

Move from biography to decision risk

Identify the authorised assessor, decision date, policy used, facts considered, chosen control and review trigger. In the fictional organisation, The unconflicted chair approves recusal because the member has access to confidential bids and recommendation power. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how name the approver and the reasons changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Reasons should be sufficient without exposing unrelated personal information.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The unconflicted chair approves recusal because the member has access to confidential bids and recommendation power.

Why this move matters

Define who can see the full declaration, what the minutes or register show, retention and lawful disclosure limits.

Did You Know? Layered records can preserve both privacy and trust.

Move from biography to decision risk

Define who can see the full declaration, what the minutes or register show, retention and lawful disclosure limits. In the fictional organisation, The restricted register holds the sibling detail; public minutes state the category and management action. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how protect confidentiality while keeping accountability changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: Absolute secrecy may be impossible where governance or legal duties require a record.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: The restricted register holds the sibling detail; public minutes state the category and management action.

Did You Know? Conflicts are conditions to manage over time, not one-time forms.

Move from biography to decision risk

List triggers such as role change, new benefit, changed relationship, expanded scope, new evidence or a later connected decision. In the fictional organisation, The member files an update when the sibling joins the supplier's bid team. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how update the declaration when circumstances change changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: An annual declaration does not replace event-driven disclosure.

Write the management action as an observable sequence

Why this move matters

Set a fair process to examine effect, evidence, control failure, remedial options and whether specialist advice is needed.

Did You Know? Review should repair decision integrity before assigning blame.

Move from biography to decision risk

In the fictional organisation, The committee independently rechecks scores after discovering the connection post-award. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how review the decision after a late or missed disclosure changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: A missed declaration does not automatically prove the decision was corrupt or harmless.

The same disciplined English transfers to charity governance, education management, procurement, research ethics, public administration, human resources, finance, boards and professional practice without guaranteeing a grade, admission, decision, remedy or job.

CHAPTER 14 OF 14

14. Use Aggregate Learning to Improve Governance

Back to contents

Why this move matters

Examine recurring ambiguity, late declarations, inaccessible channels, concentration of decisions and training needs without exposing individuals.

Did You Know? A trusted system often makes relevant interests easier to see earlier.

Move from biography to decision risk

Examine recurring ambiguity, late declarations, inaccessible channels, concentration of decisions and training needs without exposing individuals. In the fictional organisation, Several supplier-related disclosures prompt a clearer pre-tender reminder and register review. Record the relevant role, interest or relationship and the decision it could affect; do not turn disclosure into a catalogue of private life.

Test how use aggregate learning to improve governance changes participation

Ask whether the interest is actual, potential or reasonably perceived, who assesses it and what control protects the decision. Work from this boundary: High or low declaration counts alone do not measure ethical culture.

Write the management action as an observable sequence

State whether the person declares, leaves discussion, abstains, receives limited papers, transfers the decision or may participate with reasons recorded. Apply the sequence to this example: Several supplier-related disclosures prompt a clearer pre-tender reminder and register review.

Close the record without pretending the interest vanished

High or low declaration counts alone do not measure ethical culture. Name approval, review triggers, retention and renewed disclosure. The durable record is the declaration plus the authorised response, not an accusation or a permanent moral label.

Practical reader check

  • Evidence: mark the words that make this step possible: Examine recurring ambiguity, late declarations, inaccessible channels, concentration of decisions and training needs without exposing individuals.
  • Boundary: test the draft against this limit: High or low declaration counts alone do not measure ethical culture.
  • Handoff: apply the step to this situation: Several supplier-related disclosures prompt a clearer pre-tender reminder and register review. Name the next actor, output and completion evidence.

PRACTICE LAB

Build a conflict of interest declaration decision trail

Student route

  1. Choose one original report inside this guide’s scope.
  2. Copy its objective and underline actor, action, context, evidence and intended decision.
  3. Draw the specific reasoning chain used in this article.
  4. Mark each step reported, inferred, contested or unknown.
  5. Rewrite the conclusion so it preserves the narrowest important limitation.

Parent or teacher route

Ask the learner to explain make a relevant connection visible, protect a fair decision and record a proportionate management plan without turning disclosure into blame twice: once to a classmate and once to a method specialist. Praise a precise correction and a well-stated unknown; both show disciplined attention to evidence.

Early-career route

Create a one-page conflict of interest declaration audit with source link, date checked, scope, method logic, decisive wording, contrary evidence, limit and next action. A colleague should be able to continue without guessing.

Decision rule

If a shorter explanation removes the condition that made the original claim true, it is not clearer yet. Restore the condition.

USEFUL NEXT READING

Connect this narrow owner to its neighbour

Read the code-of-conduct guide for a related but different reader job. Return here when the question is specifically how to make a relevant connection visible, protect a fair decision and record a proportionate management plan without turning disclosure into blame. FREQUENTLY ASKED QUESTIONS

Questions students and parents often ask

Does declaring an interest mean I did something wrong?

No. Disclosure is a governance safeguard; the interest and the management response are assessed separately.

How much family information should I include?

Only what the authorised assessor needs to understand the relevant connection and risk.

Is recusal always required?

No. The applicable policy and authority should choose a proportionate control.

What is a perceived conflict?

A situation in which a reasonable observer could question impartiality, even if the person believes they can act fairly.

Should the full declaration appear in public minutes?

Usually only the necessary category and management action; follow current governance and privacy requirements.

When should I update it?

Whenever a material fact, role, relationship, benefit or decision scope changes.
