Civilisation is not driven by one thing forever.

A tribe in PCCS does not survive by the same drivers that stabilise a high-speed WCCS system. And many societies die in the transition zone, where old drivers stop working but new drivers are not yet installed.
This article locks the driver-stack across four major regimes:
- PCCS (Primitive / Pre-Complex Civilisation State)
- ACCS (Agrarian / Ancient Complex Civilisation State)
- Collapse Valley (the transition failure zone)
- WCCS (World / Wide-scale Complex Civilisation State)
1) PCCS Drivers: Survival Continuity
PCCS is driven by immediate survival under harsh constraints.
The system is low-scale, low-buffer, low-infrastructure. Failure is usually fast. The dominant drivers are:
PCCS Driver A — Food + Water Reliability
If calories fail, everything fails. In PCCS the main “production” is survival production.
PCCS Driver B — Local Coordination (Small-Group Trust)
Coordination is mostly kin-based or small-tribe-based. Trust is personal, not institutional.
PCCS Driver C — Role Continuity at Minimum Set
The “organ set” is small but mandatory:
- hunters/farmers/foragers (calories)
- healers (injury survival)
- defenders (violence deterrence)
- toolmakers/builders (shelter)
- storykeepers/teachers (memory)
PCCS Driver D — Memory Transfer (Oral + Apprenticeship)
Skills persist through oral tradition and direct training. Drift is high; redundancy is low.

2) ACCS Drivers: Expansion Power (Land, Labour, Legibility)
ACCS begins when civilisation can run surplus loops and scale coordination beyond kin networks.
ACCS is still fragile, but now the dominant driver is expansion capacity — because growth buys buffer and power.
ACCS Driver A — Surplus Production (Agriculture + Storage)
Surplus creates specialists, armies, administrators, and builders.
ACCS Driver B — Legibility (Records, Tax, Counting, Law)
ACCS scales when it can see itself:
- censuses
- writing systems
- taxation
- standard measures
- codified rules
This is the birth of “state memory” and “state control.”
ACCS Driver C — Force Projection (Military + Logistics)
In ACCS, safety is not guaranteed. Security is produced. Expansion often happens via conquest, alliances, and logistics.

Roads, irrigation, ports, granaries, walls. Infrastructure is the compounding machine.
ACCS Driver E — Agent Flux (Φₐ) Stability
Empires rise when Φₐ is steady (births + training + role replacement) and fall when Φₐ becomes turbulent (war losses, plagues, succession breakdown, brain drain).
ACCS summary: expansion power is the engine — surplus + legibility + force + infrastructure — but Φₐ turbulence can snap the loop suddenly.
3) Collapse Valley Drivers: Turbulence + Missed Replacement Windows
Collapse Valley is not a “phase” you want. It is the transition regime where systems become too complex for old coordination tools, but new instrumentation is not installed yet.
The driver here is not growth. The driver is survival under cascading mismatch.
Collapse Valley Driver A — Drift Outruns Repair
Repair rate falls below drift rate. Maintenance, training refresh, institutional competence, and trust decay all accelerate.

4) WCCS Drivers: Instrumentation + High-Speed Coordination
WCCS is civilisation operating at high coupling, high speed, and high interdependence.
The driver is no longer conquest or land.
The driver is coordination under complexity.
WCCS Driver A — Trust Density + Rule Reliability
WCCS is impossible without scalable trust:
- contracts that hold
- enforcement that is predictable
- low corruption gradients
- high compliance efficiency
This is what keeps transaction costs low enough to run complex networks.
WCCS Driver B — System Instrumentation (Measurement + Feedback)
You cannot fly Mach 5 by eyesight.
WCCS requires dashboards:
- metrics
- audits
- monitoring
- forecasting
- early-warning thresholds
- repair routing
