Civilisation Health Index (CHI) — Canonical v0

(The Single Index for Civilisation Stability, Learning, and Survival)

GDP measures output.
Civilisation survives on something deeper:

  • the ability to regenerate capability
  • the ability to govern truthfully and self-correct
  • the ability to produce reliably without fragility collapse
  • the ability to live within physical constraints

That is what Civilisation Health Index (CHI) measures.

CHI is designed to be:

  • composite (not one metric)
  • anti-gaming (resistant to Goodhart)
  • auditable (has verification paths)
  • long-horizon aware (tracks sustainability and irreversibility)

It is the scoreboard of Civilisation OS.


1) What CHI Represents

CHI is a 0–100 index representing:

The capacity of a civilisation (or institution) to sustain a closed-loop reality system without entering collapse acceleration.

CHI is not “happiness.”
CHI is not “wealth.”
CHI is not ideology.

CHI is repairability + resilience + sustainability expressed as one readable number.


2) The Four Pillars of CHI (Mapped to the 4 OS)

Pillar A — Education Regeneration Score (ERS)

Measures: the civilisation’s ability to regenerate human capability.

Core components:

  • Depth formation (foundations, reasoning)
  • Transfer ability (application under novelty)
  • Repair culture (retest, error correction)
  • Load sustainability (anti-burnout)

Interpretation:
Low ERS means the future workforce and leadership pipeline weakens even if current output looks fine.


Pillar B — Governance Repairability Score (GRS)

Measures: truth, incentives, legitimacy, and correction ability.

Core components:

  • truth channel health (auditability, transparency)
  • incentive alignment (metric/outcome correlation)
  • legitimacy stability (trust + compliance without coercion)
  • correction cadence (time from failure → fix)

Interpretation:
Low GRS predicts drift, corruption, polarisation, and policy failure.


Pillar C — Production Resilience Score (PRS)

Measures: whether production systems can survive shocks and maintain continuity.

Core components:

  • redundancy and buffers
  • maintenance debt slope
  • mean time to recovery (MTTR)
  • fragility/cascade risk

Interpretation:
Low PRS predicts sudden-looking collapses caused by long hidden decay.


Pillar D — Constraint Sustainability Score (CSS)

Measures: whether the civilisation remains inside physical reality boundaries.

Core components:

  • resource intensity trends
  • extraction vs regeneration
  • volatility of critical inputs
  • feasible set shrink rate (time irreversibility)

Interpretation:
Low CSS means the civilisation is living on borrowed time.


3) The CHI Rule (Anti-Gaming Law)

CHI must not be improvable by one gamed metric.

Therefore CHI requires:

  • at least one audit probe
  • at least one long-horizon constraint probe
  • at least one repairability probe
  • at least one correlation probe (metric vs outcome)

If scores rise but reality worsens, CHI must trigger:

  • CS-07 Incentive Inversion
  • and a governance repair run.

4) CHI Bands (Readable Interpretation)

80–100: High Integrity Civilisation

  • strong learning regeneration
  • truth and incentives mostly aligned
  • resilient infrastructure
  • constraints managed

60–79: Stable but Drifting

  • generally functional
  • early signals of distortion or debt
  • requires periodic repair cycles

40–59: Pre-Collapse Risk Zone

  • repairability weakening
  • truth/incentives degrading or maintenance debt accelerating
  • constraint pressure rising faster than adaptation

20–39: Collapse Acceleration Zone

  • R failing across key OS
  • fragile systems, coercion rising, denial strong
  • feasible set shrinking fast

0–19: Near-Irreversibility

  • repairability close to zero
  • adaptation options limited
  • recovery requires drastic containment and long rebuild

5) CHI as a Closed Loop (Why This Matters)

CHI is not “a score to brag about.”

It is an operating signal that triggers repair:

  • CHI drift → run Civilisation OS diagnostics
  • select one recovery mode
  • deploy probe pack
  • retest → update policy
  • repeat

That is governance as a learning system.


6) Publishing CHI Without Overclaiming

CHI can be published at three levels:

Level 1 — Conceptual CHI (public education)

Defines the pillars and why they matter.

Level 2 — Probe-Defined CHI (auditable)

Publishes the probe packs used to compute each pillar.

Level 3 — Operational CHI (dashboard)

Shows live trends, slopes, and early warnings.
