0. What This Article Is
This is the operational layer of Civilisation OS.
You now have:
- a lattice model (HRL / TCL)
- time physics (CDC/RDC)
- throughput physics (Φₐ / HRTF)
- failure regimes (LPM, COEE, RIZ)
- instrumentation (what to measure + thresholds)
This article turns those into repeatable 1-page playbooks for four common lattice-wave events.
Each playbook follows the same control logic:
Protect CIOs → Reduce coupling → Shed load → Route regeneration → Extend CDC → Reopen gradually
PLAYBOOK 1 — PANDEMIC / BIOLOGICAL PROPAGATION WAVE
Objective
Truncate spread through contact edges while protecting healthcare and essential organs from phase collapse.
Early Warning Triggers
- healthcare load rising faster than capacity
- cluster growth acceleration (nonlinear spread)
- rising staff burnout / absenteeism in care organs
- logistics strain in medical supplies
- rising exception-handling rate (OSP drift)
Diagnostics Questions
- which networks are driving spread (school/work/home/transit)?
- which CIOs are approaching overload (healthcare, logistics, enforcement, education continuity)?
- where is LPM appearing (some regions stable, others slipping)?
Escalation Ladder
- Protect CIOs: healthcare staffing buffers, shift protection, reserve capacity
- Reduce coupling: throttle high-transmission networks first (targeted, not blanket if possible)
- Shed load: pause non-critical care demand, elective workload, unnecessary gatherings
- Route regeneration: redeploy trained staff, accelerate onboarding, import support if needed
- Extend CDC: stabilise protocols, standardise triage, protect training continuity
- Reopen gradually: phased reopening with monitoring; tighten again if indicators return
Exit Criteria (Safe Return)
- sustained OSP stability in healthcare
- infection growth rate stable/declining without emergency measures
- backlogs shrinking
- staffing recovery trajectory positive
PLAYBOOK 2 — WORKFORCE HOLLOWING / TALENT PIPELINE FAILURE
Objective
Prevent COEE (capability organ extinction) by restoring regeneration throughput before CDC is exceeded.
Early Warning Triggers
- rising vacancy + rising time-to-fill critical roles (RDC inflation)
- mentor loss (OSP-3 thinning)
- training throughput drop (Φₐ turbulence)
- sustained overtime / burnout in essential systems
- “quality drift” signals: more errors, more exceptions
Diagnostics Questions
- which pockets are thinning (education, healthcare, engineering, audit, logistics)?
- which layers are thinning (frontline vs supervisory vs system standardisers)?
- are we approaching RDC > CDC in any critical organ?
Escalation Ladder
- Protect CIOs: shield critical staff from overload; retain mentors first
- Reduce coupling: simplify processes; reduce dependence on scarce roles
- Shed load: pause low-value tasks; cut bureaucracy that burns scarce nodes
- Route regeneration: fast-track training routes; apprenticeships; modular ladders
- Extend CDC: documentation, SOPs, standardisation, refresh cycles
- Reopen gradually: reintroduce complexity only after binding density recovers
Exit Criteria
- RDC trend stabilised or falling
- mentor density stable
- training throughput restored
- error/backlog curves improving
PLAYBOOK 3 — SUPPLY / LOGISTICS SHOCK (TRADE, ENERGY, FOOD, MATERIALS)
Objective
Maintain continuity of essential flows; prevent cascading shortages that cause phase collapse across pockets.
Early Warning Triggers
- delivery lead-time inflation
- inventory volatility and stockouts (especially essentials)
- transport bottlenecks and port congestion
- supplier concentration risk signals
- price spikes + substitution failures
Diagnostics Questions
- which edges are critical chokepoints (single port, single supplier, single corridor)?
- which CIOs depend on those edges (food, energy, healthcare, utilities)?
- where is LPM forming (some sectors stable while others starve)?
Escalation Ladder
- Protect CIOs: guarantee essential allocations (food, healthcare, utilities first)
- Reduce coupling: reroute flows; diversify; create buffers; shorten chains
- Shed load: temporarily reduce demand in non-critical sectors
- Route regeneration: increase local capacity; accelerate substitutes; cross-train logistics ops
- Extend CDC: standardise contingency processes; build redundancy memory
- Reopen gradually: return to efficiency once redundancy and buffers exist
Exit Criteria
- lead times normalising
- volatility dampening
- essential services stable without emergency allocation
- redundancy restored
PLAYBOOK 4 — TRUST / INFORMATION SHOCK (PANIC, MISINFO, LEGITIMACY LOSS)
Objective
Prevent trust-edge collapse that produces coordination failure and accelerates LPM → RIZ.
Early Warning Triggers
- rapid belief fragmentation across groups
- rising hostility between subsystems
- reduced compliance with essential protocols
- surge in rumours / conflicting narratives
- institutional credibility decay (verification organs weakening)
Diagnostics Questions
- what are the main trust edges failing (media, courts, science, governance, schools)?
- are verification organs (audit, scientific validation, justice enforcement) still OSP-2/3?
- where is LPM strongest (regions, demographics, sectors)?
Escalation Ladder
- Protect CIOs: safeguard verification organs (courts, audit, scientific validation, enforcement legitimacy)
- Reduce coupling: slow viral information spread; throttle amplification pathways where possible
- Shed load: reduce policy churn; simplify messaging; stop self-contradictory signals
- Route regeneration: rebuild trusted intermediaries; train communicators; restore consistent standards
- Extend CDC: codify procedures; publish transparent dashboards; reinforce shared reference points
- Reopen gradually: reintroduce complexity only after coherence stabilises
Exit Criteria
- reduced narrative volatility
- improved compliance and coordination
- stable verification capacity
- declining conflict between subsystems
The Universal Control Pattern (Lock)
Across all playbooks:
1) Protect CIOs
2) Reduce coupling
3) Shed non-critical load
4) Route regeneration (Φₐ) to weak coordinates
5) Extend CDC with standards and refresh loops
6) Reopen gradually with monitoring
This is the operational backbone of Civilisation OS.
