Why Public Reporting Is Necessary — and Dangerous

The Civilisation OS Public Reporting Standard (PRS-1)

PRS-1 is the formal method for publishing Drift Indices and recovery status in a way that:

  • preserves truth integrity
  • prevents fear spirals
  • blocks narrative manipulation
  • strengthens correction loops
  • protects recovery teams
  • builds trust rather than destroying it

The Four Laws of Safe Public Reporting

Law 1 — Publish Trajectory, Not Headlines

Never publish a single-point score alone.

Always publish:

  • the trend slope (S / e/t)
  • the last 3–6 cycles
  • the current recovery mode

People do not panic at problems.
They panic at directionless problems.


Law 2 — Publish Leverage, Not Blame

Never publish who failed.
Publish what is being repaired.

  • Publish: leverage focus, not collapse language.

Black (Lock-in Drift / Pre-Collapse)

The Panic Prevention Protocol

If public fear rises after a report:

  1. Publish trajectory charts (not new claims)

  3. Publish what changed since last month
  4. Re-affirm protected truth channels
