If it is not governed, it will drift, fragment, and be misused.

1) Purpose (Non-Negotiable)
Civilisation OS exists to:
- increase human capability
- reduce systemic harm
- prevent collapse through early detection and repair
- make governance testable via probes and retests
Civilisation OS is not here to win arguments.
It is here to keep the reality loop closed.
2) Scope Boundaries (What It Covers)
Civilisation OS can diagnose and design recovery for:
- individuals and learning systems (Education OS)
- institutions and policy systems (Governance OS)
- infrastructure and technology systems (Production OS)
- sustainability and boundary conditions (Constraint OS)
It can be applied to:
- schools, universities, ministries
- companies, industries, supply chains
- cities, nations, global systems
- crises and wars (as system analyses, not tactics)
3) Exclusions (Hard No)
Civilisation OS must not be used to:
- promote violence or harm
- create propaganda for oppression
- target protected groups
- develop military attack plans or coercive control playbooks
- assist wrongdoing or evasion of law
- fabricate evidence or fake metrics
- rewrite history as fact
If a request attempts any of the above, execution must refuse and redirect to safer alternatives (e.g., peacebuilding, de-escalation, human rights, ethical governance).
4) Truth Requirements (Measurement Integrity)
Every Civilisation OS claim must be tied to:
- a defined system boundary
- a causal mechanism
- probes with pass/fail thresholds
- a retest schedule
- an audit path where possible
No probes = no claims of success.
A system is considered “improving” only when probes confirm improvement over time.
5) Versioning Rules (How Civilisation OS Evolves)
Version format
Use semantic versions:
- v0.x = draft standard (structure may change)
- v1.0 = stable public standard
- v1.x = improvements without breaking structure
- v2.0 = breaking changes (new kernel or new OS definitions)
What requires a version increment
- changing the 4-OS kernel definitions
- changing DLR meanings or scoring rules
- adding/removing collapse signatures
- changing recovery mode selection rules
- changing probe governance rules
Deprecation rule
When a concept is replaced:
- mark it Deprecated
- provide its replacement
- maintain a redirect for continuity
- retain archive versions for traceability
6) Execution Rules (Non-Negotiable Format)
Every run must include:
- System boundary
- DLR scores per OS
- Dominant collapse signature(s)
- Exactly one recovery mode
- OSME-e/t plan
- Retest probes (min 3) with thresholds
- Version stamp + status
Any output without these blocks is not a valid Civilisation OS execution.
7) Anti-Manipulation Rules (Safety Against Gaming)
Civilisation OS assumes Goodhart pressure exists.
Therefore:
- probes must declare gaming risk
- each critical probe needs at least one audit method
- avoid single-metric success definitions
- require outcome-aligned probes with long-horizon checks
If outcomes worsen while metrics improve, the system must trigger:
- CS-07 Incentive Inversion
- RM-07 Incentive Realignment
8) Ethical Guardrails (Minimal, Universal)
Civilisation OS is value-aware but doctrine-neutral.
It requires only:
- harm reduction
- truthfulness in measurement
- non-coercive preference where feasible
- fairness and legitimacy preservation
- protection of human dignity
Civilisation OS does not prescribe:
- religion
- political ideology
- cultural supremacy
It models legitimacy and norms as system variables, not as absolute truths.
9) Ownership, License, and Attribution (Practical)

You may reference and apply it with attribution.
You may not use it to produce harm, propaganda, or violence.
