Civilisation Sensor: Repair Rate (Canonical)

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

Repair Rate Sensor measures whether civilisation can fix failures permanently.

This is the most important civilisation sensor.

Because civilisation stability is not about “avoiding problems”.
It is about repairing faster than decay compounds.

A civilisation is stable when:

repair rate ≥ (CDI growth + constraint load growth)

If repair cannot keep up, the system becomes brittle.

What This Sensor Measures

Repair Rate measures five things:

  1. time-to-fix
  • how quickly faults are repaired once detected
  1. repair completeness
  • whether root causes are fixed, not just symptoms
  1. recurrence reduction
  • whether the same failure stops repeating
  1. repair propagation
  • whether the fix spreads across the system (scales)
  1. repair capacity growth
  • whether the system is becoming better at repairing over time

Repair is not “response”.
Repair is when recurrence drops.

How to Read This Sensor

Repair rate is healthy when:

  • problems are detected early
  • fixes address root causes
  • recurrence declines measurably
  • repairs scale (not isolated hero efforts)
  • maintenance backlogs shrink
  • systems become more resilient after each shock

Repair rate is weak when:

  • problems are detected late
  • fixes are cosmetic
  • the same failures repeat
  • crisis response becomes permanent
  • repairs are blocked by coordination friction
  • maintenance backlogs compound
  • each shock leaves the system weaker

A weak repair rate is how decline becomes irreversible.

Minimum Viable Test (So Repair Exists)

A civilisation passes the minimum repair test when:

  1. its top 3 recurring failures
  2. show declining recurrence over 6–12 months
  3. with measurable improvements in uptime/outcomes
  4. not just announcements

If recurrence does not drop, repair did not happen.

Repair Rate Levels (Gauge Alignment)

Level 1 — No Repair

  • failures repeat endlessly
  • crisis response is normal
  • decay compounds

Level 2 — Cosmetic Repair

  • announcements and patches
  • short-term improvement
  • recurrence returns

Level 3 — Functional Repair

  • some real fixes
  • recurrence declines in key areas
  • still uneven and slow

Level 4 — Strong Repair

  • root causes targeted
  • recurrence drops sharply
  • maintenance backlog reduces
  • resilience improves

Level 5 — Self-Repairing Civilisation (Compounding)

  • repair is institutional
  • truth flows cleanly
  • fixes propagate across systems
  • the system improves after shocks
  • decay stays low and manageable

Level 5 is civilisation excellence.

The One Mistake This Sensor Prevents

Many systems confuse:
“we responded” with “we repaired”.

Response is activity.
Repair is outcome.

Repair Rate Sensor prevents the illusion of competence.

Repair Actions (If Repair Rate Is Weak)

  1. target recurrence first
Pick the top recurring failures and kill recurrence.
  2. restore truth flow
If drift is high, repair cannot be accurate.

  3. reduce coordination cost
    Shorten execution chains. Increase accountability.

  4. fund maintenance early
    Backlog compounds like interest.
  5. build repair capacity
Train competence, improve tools, increase redundancy.

Repair rate must grow faster than decay.
