Lights Out | Civilisation Is Maintenance — Why Yesterday’s World Must Be Rebuilt Every Day

A city is never finished.

It only looks finished because people keep repairing yesterday fast enough for most of us to receive tomorrow.

Civilisation is not only how we build the world. It is how we continuously prevent the built world from becoming unusable.

The one-sentence answer

Maintenance is the continuous work of keeping a useful thing useful as time, wear, weather, load, corrosion, software change, human error and changing needs push it away from the condition we expect.

A bridge does not remain safe because it was built well once.

A water pipe does not remain reliable because it was installed correctly decades ago.

A train does not remain a train service because the rails still exist.

A hospital does not remain clinically capable because the building remains standing.

A digital service does not remain secure because its first version once worked.

The world has to be renewed into usability again and again.


Why maintenance disappears from attention

Building is visible.

A new bridge opens.

A new station is announced.

A new hospital wing appears.

A new app launches.

Maintenance is usually less dramatic.

A worn bearing is replaced before it fails.

A pipe is renewed before deterioration becomes a major leak.

A signalling component is inspected.

A backup generator is tested.

A filter is changed.

A software vulnerability is patched.

A technician notices a vibration that should not be there.

If the maintenance is successful, the user experiences nothing.

Successful maintenance often produces no event.

The train arrives.

The water flows.

The lift opens.

Nothing happened.

Which is exactly what the maintenance was trying to achieve.

Build once, maintain many times

Construction is a beginning.

For long-lived systems, most of their useful life happens after construction.

During that life, the asset faces changing loads, weather, vibration, heat, moisture, corrosion, fatigue, dust, human use, accidental damage and changing technical requirements.

Some parts wear slowly.

Some fail suddenly.

Some become obsolete even while physically intact.

Some remain functional but no longer meet the demand placed on them.

This is why modern asset management looks across an asset’s life cycle rather than treating the opening day as the finish line. ISO 55000 describes asset management as a systematic way to manage assets over their life cycles so organisations can balance performance, risk, expenditure and long-term value.

For a reader, the principle is simple:

A civilisation inherits not only assets. It inherits the obligation to keep deciding what to inspect, repair, renew, replace, retire and rebuild.


Water makes maintenance visible

Water pipes are perfect examples because most of the network is invisible.

People see the tap.

They rarely see the buried system carrying water toward it.

PUB said in 2025 that Singapore’s potable water supply reaches about 1.7 million households and businesses through roughly 6,000 kilometres of pipelines. PUB operates a comprehensive pipe maintenance and renewal programme and uses a proactive approach to manage deterioration and leaks.

This is civilisation in one of its least glamorous forms.

Not the opening of a new monument.

The replacement of old pipe.

The detection of a leak.

The inspection schedule.

The asset record showing where the pipe is and what condition it is in.

The worker who repairs it.

The replacement part that was available when needed.

The user receives only water.

The train is rebuilt while it is still a train

Rail systems make another maintenance paradox visible.

A mature rail line must be renewed while society still expects it to keep transporting people.

The system cannot simply stop existing for several years while every old component is replaced.

Maintenance and renewal therefore happen inside continued operation.

In February 2026, Singapore’s Land Transport Authority and rail operators announced measures following a Rail Reliability Taskforce review. These included stronger asset management and prioritised renewal of critical systems such as power, signalling and trains, with additional engineering hours and service adjustments where needed.

How do you replace the floor while people are still standing on it?

Every mature civilisation faces versions of that question.

Water networks.

Electrical grids.

Hospitals.

Roads.

Airports.

Data centres.

Schools.

Institutions themselves.


Maintenance is more than repair

People often imagine maintenance as fixing something after it breaks.

That is only one part.

Inspection

Look for deterioration before it becomes failure.

Preventive maintenance

Service or replace components according to time, usage or expected wear.

Condition-based maintenance

Use measurements, monitoring and inspection to decide when intervention is needed.

Corrective maintenance

Restore function after a fault has appeared.

Renewal

Replace an ageing system or major component before continued patching becomes less safe, less reliable or less economical.

Upgrade

Change the asset because the world around it has changed.

Retirement

Remove something that no longer deserves to be kept alive.

A healthy civilisation does all of these.

It does not preserve everything forever.

Maintenance includes knowing when not to maintain.

The spare part is part of the asset

Imagine a large machine that is perfectly designed but depends on one small component that has a long replacement lead time.

The machine is not truly maintainable unless the replacement path also exists.

This means the real maintenance system includes more than the equipment.

  • Spare parts.
  • Suppliers.
  • Tools.
  • Manuals.
  • Diagnostics.
  • Test equipment.
  • Qualified technicians.
  • Access to the asset.
  • Time to perform the work.
  • Safety procedures.
  • Records of what was done.

A missing seal can matter more than a building full of intact equipment if that seal is the part preventing the system from operating.

The size of a component does not tell you the size of its consequence.


Maintenance requires knowledge to remain alive

Machines are not maintained by parts alone.

Somebody has to know what normal looks like.

Somebody has to recognise the abnormal sound, pressure, temperature, vibration, corrosion pattern, alarm or software behaviour.

Somebody has to know which intervention is safe.

This creates another inheritance problem.

An experienced technician retires.

Did the knowledge leave with her?

A specialist supplier exits the market.

Can the system still be repaired?

A software platform reaches end of support.

Does the organisation know how to migrate without losing function?

Maintenance is therefore a bridge between infrastructure and education.

A system is only as maintainable as the next generation’s ability to understand it.

Digital systems decay differently

Concrete can crack.

Steel can corrode.

Software can become unsafe without visibly changing at all.

A new vulnerability is discovered.

A dependency is no longer supported.

A certificate expires.

A protocol becomes obsolete.

An operating system update breaks compatibility.

The code can look identical while the environment around it has changed enough to make continued operation risky.

This teaches an important lesson:

Maintenance is not only resistance to physical decay. It is adaptation to a changing environment.


Maintenance debt behaves like hidden borrowing

Sometimes maintenance is delayed because the system still works.

This can create a dangerous illusion.

The organisation appears to save money today.

But the obligation has not disappeared.

Wear continues.

Backlogs grow.

Skills may become harder to mobilise.

Replacement work may become more expensive.

The probability or consequence of failure may rise.

We can think of this as maintenance debt.

Like financial debt, it is not automatically bad.

Sometimes deferral is rational because another risk is more urgent.

The danger comes when the debt becomes invisible, unmeasured or politically convenient to leave to the next operator.

Then yesterday’s savings can become tomorrow’s forced expenditure.

Maintenance is a moral issue when failure has receivers

A maintenance decision is not only about assets.

It is about people receiving consequences.

A lift failure inconveniences or traps users.

A water failure affects households, hospitals and businesses.

A rail failure changes thousands of journeys.

A hospital equipment failure can affect clinical decisions.

A neglected drainage system can alter flood risk.

A badly maintained digital identity system can expose users to security or access failures.

So a good maintenance question is not:

“Is the asset still there?”

It is:

Can the asset still deliver its intended function safely and reliably to the people depending on it?


The Lights Out Event is really a maintenance story

In the main Lights Out Event, the wider world stops arriving.

The obvious story is shortage.

Food.

Fuel.

Medicine.

The deeper story is maintenance.

The buildings are still there.

But can their pumps be maintained?

The trains are still there.

But can worn components be replaced?

The hospital is still there.

But can its complex equipment remain calibrated, sterile, powered and supplied?

The data centre is still there.

But can cooling, power electronics, storage and network components keep being replaced?

The city’s inheritance buys time.

Maintenance determines how much of that inheritance remains usable.

What would people do?

They would not simply watch systems fail.

They would prioritise.

Which systems must receive scarce parts first?

They would cannibalise non-essential equipment for parts.

They would fabricate substitutes.

They would simplify systems.

They would redesign maintenance intervals.

They would train new technicians.

They would decide which services could be reduced to preserve more essential ones.

This is how civilisation changes configuration under pressure.

Not every current function survives unchanged.

The objective becomes continuity of important human functions, not preservation of every existing object.

A maintenance walk through your own day

Look around and ask what had to be maintained for your day to happen.

  1. The lift in your building.
  2. The electrical switchboard.
  3. The water pipes.
  4. The drainage system.
  5. The road surface.
  6. The bus or train.
  7. The traffic lights.
  8. The school’s computers and air-conditioning.
  9. The supermarket refrigeration.
  10. The payment network.
  11. The mobile network.
  12. The waste collection system.

Then ask one more question:

Who notices deterioration before I do?

That person, team or institution is part of the invisible maintenance civilisation around you.

Institutions, skills, culture, trust and knowledge also require renewal, although they do not decay in exactly the same way as pipes or machines.

The civilisational lesson

A civilisation can inherit magnificent infrastructure and still lose capability if it cannot maintain it.

It can inherit expertise and lose it if nobody trains the next specialist.

It can inherit institutions and hollow them out if procedures survive after purpose and competence have gone.

It can inherit technology and become trapped by it if replacement parts, software support or knowledge disappear.

So civilisation is not merely accumulation.

It is stewardship across time.

Every morning is partly the result of people repairing yesterday before you arrived.
