Lights Out | Local Is Not Independent — Why Resilience Is Different From Self-Sufficiency

Local does not mean alone.

A thing can be grown, assembled, generated or delivered in Singapore while depending on a much larger geography underneath.

Locality tells you where an operation happens. It does not tell you where all its dependencies live.

The one-sentence answer

Self-sufficiency tries to reduce outside dependence by producing more of a function internally; resilience is broader, asking whether the function can continue or recover through any credible combination of local capability, diversified sources, buffers, substitution, repair, partnerships and adaptation.

The two overlap.

They are not the same.


Start with a local farm

Imagine vegetables grown inside Singapore.

The final food is local.

But ask one layer deeper.

Where did the seed come from?

The fertiliser?

The nutrients?

The greenhouse material?

The pumps?

The lights?

The control electronics?

The packaging?

The electricity?

The technical expertise?

The farm may be genuinely local while remaining internationally connected.

This does not make the local farm fake.

It tells us what kind of capability it actually is.

Local electricity can depend on imported energy

Electricity consumed in Singapore is generated through local power systems.

Yet Singapore’s Energy Market Authority says about 95 per cent of electricity is generated using imported natural gas.

The generation plant is local.

The energy input is not fully local.

Again, both statements can be true.

A local factory can have a global bill of materials

A product can be assembled in one building while its components originate from dozens of places.

Motors from one supplier.

Chips from another.

Steel from somewhere else.

Software licensed internationally.

Specialist tooling maintained by an overseas manufacturer.

So “made here” can be completely accurate while “independent of elsewhere” is completely false.

The location of final production is only one coordinate in the dependency map.


Why self-sufficiency is emotionally attractive

Dependence feels dangerous.

If a country depends on imports, it seems vulnerable to foreign decisions, war, disease, shipping disruption, export restrictions or market shocks.

So self-sufficiency offers a comforting picture:

make everything at home and outside shocks lose their power.

Sometimes increasing domestic capability is exactly the right response.

But complete self-sufficiency has its own vulnerabilities.

A domestic harvest can fail.

A local disease outbreak can affect production.

A small domestic market may not support every specialised industry efficiently.

Local production can depend on imported machinery or materials.

Putting everything in one geography can also concentrate risk.

Resilience asks a different question

Self-sufficiency asks:

How much can we produce ourselves?

Resilience asks:

How many credible ways do we have to keep the essential function going when one path fails?

Those ways can include:

  • domestic production;
  • multiple import sources;
  • stockpiles;
  • alternative routes;
  • substitution;
  • international agreements;
  • local repair capability;
  • reduced-demand modes;
  • shared regional capacity;
  • rapid switching when conditions change.

Singapore’s food strategy is a useful real-world example

Singapore imports more than 90 per cent of its food and sourced food from more than 180 countries and regions in 2025.

SFA’s Singapore Food Story 2 does not treat one solution as sufficient. It uses four food-resilience pillars: Diversify Imports, Global Partnerships, Stockpile and Grow Local.

Notice the logic.

Diversify Imports reduces dependence on one source.

Global Partnerships preserve relationships and access.

Stockpile buys time.

Grow Local preserves some production capability closer to the receiver.

That is resilience thinking.

The strategy values local production without pretending local production makes the external world irrelevant.

Diversification only helps if sources fail differently

Imagine three suppliers.

That sounds diversified.

But all three use the same port.

Or the same raw material.

Or the same semiconductor producer.

Or the same shipping chokepoint.

The apparent diversity may collapse into one hidden dependency.

Real diversification asks whether alternatives are exposed to different failure modes.

The OECD makes the same distinction at supply-chain scale

The OECD’s 2025 Supply Chain Resilience Review warns that broad relocalisation can impose substantial economic costs and does not consistently produce greater resilience. Its emphasis is instead on agility, adaptability, alignment and managing concentration risk.

This does not mean local production is unimportant.

It means resilience is a portfolio question.

Resilience comes from options, not slogans.


Buffers, local production and imports solve different time problems

A stockpile can solve the first days or weeks.

A diversified supplier base can solve a disruption if another supplier can scale.

Local production can preserve a function when external routes are constrained.

Repair capability can keep infrastructure usable while replacement is delayed.

Demand reduction can stretch limited supply.

No single intervention solves every timescale.

Good resilience matches the intervention to the time horizon.

Local capability matters most when it is convertible

A factory that can produce only one highly specialised product may be less useful during disruption than a flexible workshop able to make many replacement parts.

A workforce trained only for one narrow procedure may be less adaptable than one with transferable skills.

A local food system able to change crops may adapt better than one optimised around a single input.

So local capacity has two dimensions:

  • how much can it produce now?
  • how easily can it change what it produces when the world changes?

Repair may matter more than manufacturing everything

A city may not need the ability to manufacture every machine from raw ore.

It may need the ability to keep existing machines useful much longer.

That can mean:

  • diagnosing failures;
  • fabricating common parts;
  • reconditioning components;
  • adapting substitutes;
  • maintaining documentation;
  • training technicians;
  • simplifying systems when original parts become unavailable.

Repair stretches stored civilisation.

Demand is part of resilience too

Supply is only half of a shortage.

The other half is demand.

If an essential resource becomes constrained, societies can sometimes preserve critical functions by changing consumption.

Use less.

Prioritise essential receivers.

Shift activity to different times.

Substitute another service.

Temporarily accept lower performance.

Resilience can therefore come from changing the requirement as well as increasing the supply.


The Lights Out Event is the extreme self-sufficiency test

In the main Lights Out Event, the outside world never returns.

This is deliberately more extreme than real disruption.

It removes diversified imports.

Global partnerships.

International replacement routes.

External expertise.

Eventually, the second Singapore must become more locally self-reliant because no external alternative remains.

But even then, the first response is not magic self-sufficiency.

It is conversion.

Use stored civilisation to build new local capability before the stored civilisation is exhausted.

What permanent isolation would change

Local production would increase where possible.

Some imported products would disappear.

Products would be redesigned around available materials.

Repairability would become more valuable than convenience.

Education would shift toward locally necessary capabilities.

Consumption patterns would change.

Some advanced capabilities might shrink because the scale required to support them no longer exists.

The society would become differently specialised.

It would no longer be today’s Singapore with fewer imports.

It would be a different configuration.

A resilience checklist for readers

Choose one essential function and ask:

  1. What proportion is produced locally?
  2. Which imported inputs does local production still need?
  3. How concentrated are external sources?
  4. What buffers buy time?
  5. What substitutes exist?
  6. Can demand be reduced safely?
  7. Can local repair extend current assets?
  8. How fast can another source or route be activated?
  9. Do alternatives fail for different reasons?
  10. Which capability is worth deliberately preserving nearby even if it is not cheapest in normal times?

What this article does not claim

  • It does not claim self-sufficiency is undesirable.
  • It does not claim imports are always safer than domestic production.
  • It does not claim economic efficiency should always outrank resilience.
  • It does not claim every essential good should be produced locally.
  • It does not claim resilience is costless.

The narrower claim is that resilience is about preserving essential function through multiple credible options, while self-sufficiency is only one possible source of those options.

The civilisational lesson

Civilisation is not strong because it has no dependencies.

No complex civilisation can plausibly remove all dependence.

Strength comes from knowing which dependencies matter, which are concentrated, which can be substituted, which deserve local capability and how much time exists to adapt.

Resilience is not independence from the world. It is the ability to keep functioning when the world changes.
