Definition Lock (EU is special):
The EU sits between pure coordinator (Z5) and partial executor (Z6).
Unlike the UN/ASEAN, the EU can allocate, regulate, and sometimes operate shared pipelines (market rules, cross-border infrastructure standards, funding instruments).
So the EU panel is dual-layer:

Z5 = supranational coordination + legitimacy + alignment
Z6 = supranational execution-interface (rules + funding + enforcement that bind member states)
