Z5/Z6 Supranational Observability & Execution-Interface Dashboard (Canonical v0.1)

Definition Lock (EU is special):
The EU sits between pure coordinator (Z5) and partial executor (Z6).
Unlike the UN/ASEAN, the EU can allocate, regulate, and sometimes operate shared pipelines (market rules, cross-border infrastructure standards, funding instruments).
So the EU panel is dual-layer:

  • Z5 = supranational coordination + legitimacy + alignment
  • Z6 = supranational execution-interface (rules + funding + enforcement that bind member states)

Layers: Z1 → Z2 → R4 → SB → Z3 → Z4 → Z5 → Z6 (no Z0 at supranational layer)
