One country has elementary school. Another has primary school. One has middle school. Another moves directly from primary into lower secondary. One calls a programme “college.” Another uses that word for something entirely different. A two-year qualification can be vocational in one system, general in another, tertiary in a third and post-secondary non-tertiary somewhere else.
If international education statistics simply compare programme names, the comparison fails before the first number is calculated.
The International Standard Classification of Education—ISCED—exists to solve that problem.
ISCED provides a common statistical language for mapping national education programmes and qualifications into internationally comparable levels and fields. It does not claim that national systems are identical. It creates enough shared structure to compare them without erasing their differences.

Why a Classification Is Necessary
International statistics need common categories.
Suppose Country A reports 80% “secondary completion” and Country B reports 90%. If “secondary” ends at age 15 in one system and age 18 in the other, the percentages cannot be interpreted until the underlying programmes are mapped to a common standard.
Classification protects the denominator of comparison.
ISCED Classifies Programmes, Not School Names
A school called an academy, college, lycée, gymnasium, institute or technical school does not determine the ISCED level by title.
The classification looks at the educational characteristics of the programme.
The Familiar Level Structure
ISCED 2011 uses a sequence of education levels running from early childhood education through primary, lower secondary, upper secondary, post-secondary non-tertiary and several tertiary levels.
The exact coding detail matters statistically, but the conceptual idea is straightforward: programmes are grouped by their position and complexity in an education pathway.
ISCED-P and ISCED-A Answer Different Questions
ISCED-P classifies education programmes in which people participate.
ISCED-A classifies educational attainment based on the highest recognised qualification successfully completed.
A person can be enrolled in a higher-level programme without yet having attained that level.
Confusing participation and attainment creates statistical error.
Programme Duration Alone Does Not Determine Level
A two-year programme after secondary school can have very different purposes.
- It may prepare for tertiary entry.
- It may be a vocational qualification.
- It may be short-cycle tertiary education.
- It may be remedial or bridging study.

Some programmes mainly prepare learners for the labour market. Others prepare them for higher-level academic study. Others do both.
Orientation and destination help distinguish programmes that look similar in duration but function differently.

National labels such as “technical,” “professional,” “academic” or “general” do not always map cleanly across countries.

Every country needs a maintained mapping from national programmes to international categories.
A useful mapping record includes:
- official programme name;
- provider type;
- normal entry age;
- entry requirement;
- duration;
- orientation;
- qualification awarded;
- next eligible programmes;
- ISCED-P code;
- ISCED-A outcome where completion is relevant;
- field code;
- effective dates;
- notes on boundary decisions.
Mappings Need Version Control
Education systems change.
- Grades are restructured.
- New diplomas appear.
- Vocational routes merge.
- Tertiary cycles change.
- Early childhood programmes expand.
- Micro-credentials emerge.
A mapping should state when a classification became valid and preserve older mappings for historical statistics.
A Programme Can Change Without Changing Its Name
A qualification called “Diploma” may be redesigned with new entry requirements and learning outcomes while keeping the same title.
Classification should follow the programme substance, not the continuity of the label.
A Name Can Change Without the Programme Changing
Governments may rebrand a qualification or school phase while leaving the curriculum structure largely intact.
Statistics should not create a false time-series break simply because branding changed.
Boundary Cases Need Documented Judgment
Not every programme fits neatly.
Bridge programmes, foundation years, apprenticeships, accelerated pathways and integrated degrees can sit near classification boundaries.

A programme delivered by a university is not automatically tertiary. If it prepares learners to meet tertiary entry requirements rather than delivering tertiary-level content, its classification may be lower.

Without that mapping, “degree,” “diploma” and “certificate” labels are too inconsistent across countries.

Spending per student at primary, secondary or tertiary level depends on consistent level classification.
Misclassification can move both students and expenditure into the wrong comparison group.
ISCED Enables Teacher Statistics

Household Surveys Need ISCED-Aware Coding

A foundation programme is taught on a university campus and prepares students who do not yet meet degree entry requirements.

A household survey asks where a 19-year-old studies. The family answers “college.”
The survey coding system uses the actual institution and programme to determine whether the learner is in upper secondary, post-secondary non-tertiary or tertiary education. The everyday label is not enough.
