How Education Works · More than one language, without losing the learner between them

A learner can know the idea before knowing how the classroom expects it to be expressed.

A student can explain a family recipe fluently at home but struggle to write the same sequence in the language used at school. Another reads comfortably in English but finds a conversation with an older relative difficult. A third understands a mathematics diagram yet hesitates over the wording of the question. Calling all three students simply bilingual tells us too little to teach them well.

Multilingual education asks how languages can become usable routes into knowledge and expression rather than barriers between what a learner understands and what the school can see. It includes learning languages themselves, learning subject content through particular languages and designing the transitions between them.

The challenge is not solved by displaying two versions of a worksheet. Teachers need to know which language performs which job, what learners can already do, how new language will be taught and what an assessment is intended to demonstrate. This guide follows those decisions from one classroom interaction to curriculum and system design.

International guidance is not a substitute for Singapore policy or a school’s approved curriculum. “Home language,” “first language,” “language of instruction” and Singapore’s official “Mother Tongue Language” category are kept distinct. 1. Start by asking what multilingual means in this setting

A learner’s multilingualism, a school’s language subjects and a programme’s languages of instruction are related but different things. A child may use several languages outside school while learning most subjects through one. A school may teach two languages as subjects without delivering mathematics through both. A programme may deliberately use several languages to teach content.

UNESCO’s 2025 guidance treats multilingual education as a matter of policy and practice, with attention to learners’ languages, access, curriculum and educational participation. For a particular classroom, write a plain-language description. Which languages are being learned? Which carry subject explanations? Which may support preparation or discussion? Which are required in the final response? A programme becomes easier to understand when these roles are named rather than hidden inside an attractive label.

2. A language profile is more useful than a single proficiency label

For this guide’s proposed planning approach, map what the learner can understand, say, read and write in each relevant language. Include the situations in which those capabilities have been observed. Familiar conversation, reading a story and explaining a technical relationship are different performances.

Imagine a student who speaks confidently with relatives, reads short messages in that language and writes extended assignments mainly in English. The label “fluent” could describe some of this profile while obscuring the rest. A teacher should not assume that conversational confidence establishes academic writing proficiency.

Equally, an uncertain school-language response should not erase knowledge demonstrated elsewhere. Describe the actual observation: “Explains the sequence with a diagram and familiar-language discussion; needs support expressing the causal link in English.” This statement identifies a next teaching task without turning one response into a judgement of intelligence.

The profile is provisional. Update it as the learner encounters new tasks. It should create opportunities for teaching, not become another permanent category.

3. Separate learning a language from learning through a language

In a language lesson, accurate use of a particular grammatical form may be the target. In a mathematics lesson, the target may be understanding a proportional relationship. The language required to demonstrate the mathematics still matters, but it is not necessarily the only capability being assessed.

Consider a learner who correctly organises objects into equal groups but cannot explain the grouping in the expected language. The teacher has evidence of one performance and incomplete evidence of another. The appropriate next step may be to teach the language of comparison while continuing to develop the mathematics.

Do not use this distinction to ignore language indefinitely. If later learning requires independent reading and explanation in a specified language, that capability must be taught. Access support opens the present task; language development prepares the learner for future tasks. A good plan states how both will occur.

4. Singapore’s bilingual arrangements need their own precise description

MOE states that English is the main medium of instruction in its schools. Its primary-school information describes Mother Tongue Language as a compulsory second-language subject, with Chinese, Malay and Tamil as the three official MTLs. MOE also publishes approved pathways and exceptions; families should consult the relevant official page and school for their circumstances. The educational consequence is an important distinction: the official subject category does not, by itself, tell a teacher which language a particular child uses most confidently at home. Ask about the actual learner rather than infer a complete proficiency profile from an administrative category.

International descriptions of home-language-based multilingual education should not be presented as though they are Singapore’s exact operating model. The principles can inform questions about access and teaching, while the local curriculum and policy remain the relevant authority for what schools are required to provide.

5. Keep home language, heritage and proficiency distinct

A language can matter deeply to identity or family connection without being the language in which a learner currently reads most independently. A household may use several languages for different relationships. A child may understand more than they readily speak. These possibilities make it important to ask rather than assume.

For a family conversation, separate three questions: which languages are used, which uses matter to the family, and what the learner wants or needs to do next. “We want the child to converse with grandparents” is a different immediate goal from “We want the child to write a formal explanation for school,” even when both concern the same language.

Do not turn those differences into a ranking of languages or families. The teaching problem is how to create meaningful opportunities and explicit instruction. A learner should not be shamed for a profile produced by the actual languages and activities available in their life.

6. Give each lesson a content objective and a language objective where useful

A proposed planning note for a mathematics lesson might read: “Content: compare two lengths using the same unit. Language: explain that one is longer than the other and state the difference.” This makes the relationship between content and expression visible.

The teacher can then decide what support belongs where. A diagram may help learners understand the comparison. A model sentence may show how to express it. A later independent task can test whether learners can explain a new comparison without the model being completed for them.

Not every lesson needs a separate language checklist. Use the distinction when language is a material part of access or demonstration, rather than adding administrative work without a clear teaching purpose.

7. Make important word relationships explicit

Words do not always divide meaning in the same way across languages. A classroom translation should therefore be treated as a proposed match in a context, not as proof that two words are interchangeable everywhere. A bilingual glossary is most useful when it includes examples, not only isolated pairs.

In an original classroom routine, choose a term such as “difference.” Show its mathematical use beside an everyday use. Ask which meaning the current task requires. A learner may know the word conversationally while still needing to learn its technical role.

Where a teacher uses another language to clarify meaning, the explanation should be checked by someone competent in that language and subject. A fluent speaker is not automatically familiar with every technical term; subject knowledge also matters.

The goal is not to translate every word indefinitely. It is to help the learner connect the intended concept with a form they can recognise and use in the target task, then practise that use independently.

8. Do not assume that literacy transfers unchanged between writing systems

The useful question is not simply whether a learner can read another language. Ask what written conventions the new task requires. A familiar alphabet, a different script, unfamiliar spelling relationships and new document conventions create different teaching demands.

This guide does not propose one cross-language phonics method. The teaching of the written code should fit the language and writing system being learned. A learner’s existing literacy may provide useful knowledge about texts and meaning while still leaving substantial work in recognising and producing unfamiliar written forms.

An original planning exercise separates shared concepts from new conventions. A learner may already understand that a written instruction has an order and a purpose. The new lesson may need to teach how that order is expressed in the target language. The teacher can use the existing concept without pretending that the written forms will be acquired automatically.

Seek subject-appropriate language expertise where necessary. Cross-language similarity should be verified rather than inferred from appearance or a machine-generated translation.

9. Planned use of familiar language needs an explicit destination

Allowing a familiar language during preparation can serve several proposed purposes: clarifying a concept, gathering an initial idea or comparing meanings. The teacher should name the purpose and identify what the learner will subsequently do in the target language.

For example, learners may discuss the sequence of an event in a language they know well, then build an English explanation using selected temporal words. The final task should reveal whether the target-language explanation became possible, not merely whether discussion occurred.

There are also limits. The teacher may not share the language. Group members may not all understand it. The task may specifically assess independent use of a particular language. A strategy should fit these conditions rather than become a blanket rule for unrestricted switching or absolute prohibition.

Make the transition visible: initial meaning, explicit language teaching, guided expression and an independent response. The bridge matters only when it leads somewhere that the educational goal requires.

10. Practice should include understanding, expression and response

A learner may recognise a sentence in a listening exercise yet struggle to produce a comparable sentence. Another may memorise a useful phrase but not understand a reply. Design practice around the actual interaction rather than counting isolated words supplied by the student.

An original sequence for making a request might begin with listening to two examples, identifying their purpose and rehearsing one with a partner. The partner then gives a varied response that requires the learner to listen and adapt. A final task changes the object or context while preserving the communicative purpose.

Keep feedback selective enough to use. Correcting every feature simultaneously can make the next action unclear. Identify whether the immediate problem is meaning, comprehensibility or a target form being practised. The priorities may change across lessons.

Do not confuse a rehearsed exchange with flexible communication. Both can belong in a progression, but the teacher should know which has been demonstrated.

11. Academic expression requires more than conversational ease

Imagine a learner who can discuss a favourite activity fluently but has never been asked to write a conditional explanation in that language. Difficulty with the new task is not a contradiction. The content, register and form of expression have changed.

Teach the language of the subject through meaningful examples. Comparing quantities, explaining causes, qualifying a claim and summarising a source require particular relationships between ideas. A word list alone does not show how to express those relationships.

A proposed activity offers two explanations that use the same technical vocabulary but differ in logic. Ask which actually explains the relationship. Then invite the learner to produce a new explanation with appropriate support. This prevents impressive terminology from standing in for understanding.

Assess progress through the task the learner can now perform. Avoid a universal timetable for when conversational or academic proficiency must appear. This guide offers no such prediction for an individual child.

12. Worked case: a learner understands the comparison but not the wording

Invented case: a learner can compare two paper strips and correctly identify a difference of five centimetres. On a written task, the learner reverses the meaning of “five centimetres shorter than.” The teacher initially records a wrong mathematics answer.

Begin by separating the observations. The physical comparison suggests some understanding of length and difference. The written response suggests difficulty somewhere in interpreting or expressing the relationship. Neither observation alone establishes a complete explanation.

Ask the learner to point to the longer strip and show the difference. Then present two short sentences describing the same pair, one from each reference point. The teacher can inspect whether “A is longer than B” and “B is shorter than A” are understood as compatible statements.

Where appropriate and competently supported, a familiar-language explanation can help clarify whether the concept is understood. The teacher then explicitly teaches the target-language comparison. The aim is not to avoid the wording forever, but to avoid confusing an uncertain language performance with proof that the mathematical idea is absent.

13. Build the next lesson around the missing relationship

For the strip case, the proposed next lesson holds the quantities simple while varying the wording. Use equal measurement units and clearly labelled objects. Model the two reference points and ask learners to match sentences to the correct arrangement.

Then move from recognition to expression. Ask the learner to complete an explanation, followed by a new comparison without the sentence stem. Include one deliberately false statement and ask for a correction. The learner must understand what changes when the subject of the sentence changes.

Collect language and content evidence separately. Does the learner compare correctly with the objects? Interpret the written relation? Produce a clear explanation? Those observations identify what is now secure and what still requires teaching.

A later independent task can use a table rather than strips. Success would support a narrower claim: the learner used this relationship across these representations. It would not prove that all mathematical language or all multilingual learning difficulties have been resolved.

14. Worked case: a bilingual community-information project

Invented project: students prepare a two-language information sheet for a school reading afternoon. The sheet must communicate the place, time, intended audience and what participants should bring. All details are fictional for classroom practice, and nothing is sent publicly without an authorised adult’s review.

The first task is not translation. It is deciding which information the audience needs. Students build an accurate source version, distinguish essential details from optional explanation and check that the event description is internally consistent.

Next, a competent language teacher or reviewer helps produce the second version. Students compare what the two versions are intended to communicate. They should not assume that matching sentence length or word order is evidence of equivalent meaning.

The project has several learning targets: audience awareness, information selection, language expression and verification. Assign responsibilities so that one fluent student does not do all the reasoning while others decorate the sheet. Every learner should be able to explain at least one communication decision.

15. Verify equivalence by checking the decisions a reader would make

For the information-sheet project, ask competent readers of each version the same practical questions: where would you go, when would you arrive, who is invited and what would you bring? Compare their answers with the authorised source details.

This does not replace professional translation where stakes require it, but it demonstrates a useful educational principle. Equivalent communication should preserve the relevant meaning and action, not merely resemble the original on the page.

Inspect qualifiers carefully. “May bring a book” differs from “must bring a book.” “Registration closes on Friday” differs from “the event is on Friday.” An error in a small function word can change the reader’s decision even when the main nouns are correct.

Students can then revise and explain the revision. The assessment should recognise verification and correction, not only the visual polish of the final sheet. A beautiful bilingual artifact can still communicate the wrong instruction.

16. Assessment should state which language capability is essential

Suppose a task assesses conceptual understanding but requires an extended written response in a language the learner is still developing. The result may reflect both the concept and the expression. The teacher should know whether that combination is intended.

For classroom diagnosis, alternative representations or appropriate discussion may reveal content understanding that the original response concealed. For a language assessment, changing the response language may remove the very capability being tested. There is no universal accommodation rule independent of the construct.

Formal examinations remain governed by their official arrangements. This article does not authorise translation or alternative response modes where they are not permitted. Its proposal is to keep the evidence claim clear: what did the learner demonstrate, under which language conditions and with which support?

17. Feedback should preserve meaning while developing form

A learner may communicate a valid idea with incomplete grammar. Another may produce an accurate memorised sentence that does not fit the question. These responses deserve different feedback. Correctness of form and relevance of meaning should both remain visible.

In a proposed explanation lesson, first identify whether the intended relationship is present. Then choose a language feature that would make the response clearer or more appropriate. Ask the learner to revise and use the same feature in a new example.

Do not rewrite everything for the learner and treat the polished product as their independent proficiency. The corrected artifact can support learning, but the next unaided attempt is needed to see what the learner has taken over.

Feedback should also avoid treating accent or unfamiliar expression as evidence of weak thinking. Where pronunciation affects understanding or is itself the target, teach it precisely. Where it does not, the teacher still needs to attend to the substance of the contribution.

18. Curriculum needs a language map across time

A multilingual programme should show how language demands change as content becomes more complex. Which language is used for explanation, reading, discussion and assessment at each stage? What preparation makes the next stage accessible? What happens when a learner joins partway through?

For local planning, identify a small number of recurring academic functions: describing, comparing, explaining, evaluating and qualifying. Map where these are taught in the relevant languages and how subject teachers reinforce them. Avoid assuming that a language department has taught every specialised form another subject will require.

The map should help teachers coordinate, not become a document too complicated to use. Its purpose is to expose missing preparation and repeated assumptions before learners carry the cost.

19. Transitions need more than changing the language on the timetable

A learner moving into a different language of instruction may encounter new vocabulary, classroom routines and assessment expectations at the same time. The school should identify which demands are new instead of treating difficulty as evidence that previous learning was worthless.

A proposed transition review starts with subject knowledge already demonstrated, reading and writing in the new language, and the tasks required immediately. Prioritise the language that opens access to current learning while planning longer-term development. A complete catch-up demand on day one can hide which work is most urgent.

Review the transition after entry. A plan is not complete merely because the learner has been placed in a class.

20. Teachers need both language capability and instructional expertise

Being able to converse in a language does not automatically establish the ability to teach a specialised subject through it. The teacher needs the relevant concepts, terminology, explanations and assessment judgement. Equally, strong subject knowledge does not remove the need to make language accessible.

A school can support teachers through shared planning around one demanding text or explanation. Identify likely language barriers, prepare accurate examples and compare student responses. Where teachers do not share every learner’s language, use approved resources and qualified support rather than pretending that fluent translation is always available.

Professional learning should reveal teaching decisions. A resource pack is useful, but teachers also need to know when it helps, what it cannot establish and how to adjust the next lesson.

21. Materials require linguistic, subject and audience review

A multilingual worksheet can fail in several ways. The translation may be inaccurate. The subject explanation may be wrong in both languages. The language may be formally correct but unsuitable for the intended age or context. Different reviews address these different risks.

For a proposed resource workflow, begin with an accurate source explanation. Have an appropriately competent reviewer check the target-language meaning and terminology. Then ask whether the learner can understand the instructions and whether the task still requires the intended reasoning.

Keep versions linked. If the time, quantity or condition changes in one language, the other version needs review too. A translated sheet should not become a forgotten copy of an obsolete instruction.

Use sources that learners and teachers can legitimately access. Attractive materials have little instructional value when the relevant class cannot obtain them or when the school lacks permission to reproduce them. Resource design includes these practical conditions.

22. Family language practices should be understood, not casually overwritten

A family may use different languages with different relatives or for different activities. Before advising a change, ask what the family is trying to preserve and what educational difficulty needs support. This article does not recommend abandoning a home language to solve an unspecified school problem.

Instead, propose a feasible addition connected to the goal. A family might discuss a story in a familiar language while the school teaches the written forms needed for a specific assignment. Or a child might practise a short target-language conversation around an activity they genuinely care about.

Keep expectations realistic. Families should not be required to provide expert translation, teach technical vocabulary they do not know or act as unpaid language specialists for the curriculum. Schools own the instruction they require.

Share specific observations with teachers: which language and task were comfortable, which were difficult, and what the learner could explain. That information supports a plan better than broad claims that the child is good or bad at languages.

23. Peer support should not turn children into interpreters for adult responsibilities

Peers can compare meanings, rehearse explanations and help one another understand an ordinary classroom task. But a child should not become responsible for translating confidential, safeguarding or consequential adult communications merely because they speak two languages.

Use qualified adult support where accuracy, privacy or responsibility requires it. For classroom collaboration, make participation fair: do both learners have a meaningful intellectual role, or is one repeatedly doing the translation and the other the subject work?

An original group routine starts with individual preparation, then comparison and a shared product, followed by a short individual explanation. This helps reveal whether each learner understood the task rather than only whether the group completed it.

Do not infer a student’s willingness to serve as a helper from their language profile. Ask appropriately, rotate responsibilities where suitable and preserve their own opportunity to learn. Language ability should open participation, not create an invisible burden.

24. Translation technology needs a checking task

A translation tool can propose language, but its output should not be treated as proof of equivalent meaning. In the reading-afternoon project, a small error in a date, condition or requirement could change what the audience does.

For a classroom application, ask learners to identify the information that must survive translation: names, quantities, times, permissions, obligations and logical relationships. A competent reviewer should check those features in the target language. Simply translating the output back again is not an independent guarantee of correctness.

Use invented or non-sensitive material for practice. Do not submit private student or family information to an unapproved tool. Tool access, age requirements and school rules should be checked in the relevant setting rather than assumed from this general guide.

Keep the learning evidence clear. A machine-produced paragraph may support participation, but it does not demonstrate that the learner can independently write the same message. Ask for an explanation or a new appropriate task to examine what was learned.

25. Cultural participation and language proficiency should not be collapsed

A school can celebrate a language through stories, music or community events while still providing insufficient instruction in reading or writing it. Conversely, a learner can perform well in a formal language assessment while having limited opportunities to use that language in meaningful relationships.

Define which goal an activity serves. Cultural participation, communicative confidence, written accuracy and academic expression can support one another, but they require different evidence. Attendance at an event does not establish proficiency; a test score does not describe the whole cultural relationship.

The practical question is what new use of language the learner can now enter and what opportunities are available to continue using it.

26. Evaluate what changed, in which language and under which conditions

A report that a multilingual programme improved learning needs a precise account of the outcome. Did learners understand content better, read more independently, write more accurately, participate more frequently or gain access to a previously inaccessible task? These are different claims.

Keep the language and support conditions visible. A response with translation assistance is not directly equivalent to an unaided response in a new language. Both may be useful observations, but their interpretation differs.

Do not infer causation from enthusiasm alone. A new programme may change materials, teacher attention, class size and language use together. Improvement after introduction is encouraging evidence, but it does not isolate which component caused the change.

This guide makes no claim that multilingualism automatically produces higher intelligence or a universal cognitive advantage. Such claims require their own evidence and cannot be read off a language label. The educational purpose here is accessible knowledge, developing proficiency and meaningful participation.

27. A practical planning sequence for one multilingual lesson

Start with the intended learner and task. Identify the content knowledge and the language required to demonstrate it. Gather a small amount of evidence about what the learner already understands and can express. Do not attempt to map every language capability before teaching a manageable lesson.

Select the essential terms and relationships. Decide which support will clarify meaning, which will model target-language expression and which will remain available during assessment. Prepare one contrast that reveals a likely misunderstanding.

Teach, elicit an attempt and respond to the actual evidence. If the concept is understood but expression is weak, teach the needed form. If the concept is not understood, changing language alone may not be sufficient. If both are difficult, sequence the support so that neither disappears from the plan.

End with a new task requiring the learner to carry more of the intended work. Record what support remains necessary and what the next teacher should know.

28. A school programme needs resources, ownership and a route for correction

At school scale, language choices affect staffing, materials, timetables, assessment and communication. A policy cannot be implemented reliably by asking teachers to improvise translations indefinitely. Name the roles, resources and review process required by the chosen model.

Inspect transitions between departments and year levels. Does one teacher assume a form of academic language has already been taught? Are resources available in the approved language? Can a learner obtain help without repeatedly explaining the same need to different adults?

Keep the programme open to correction. If a language arrangement improves immediate access but leaves students unprepared for the next stage, the transition needs redesign. If a policy’s demands exceed current teacher capacity, provide development and resources rather than disguising the gap as resistance.

29. Common questions about multilingual education

Is studying two language subjects the same as learning content through two languages? No. State the role each language plays. Does the official MTL category reveal a child’s strongest home language? Not by itself; ask about actual use and proficiency. Can familiar-language support replace learning the instructional language? Not when future tasks require that language; access and development need a connected plan.

Should every teacher translate every lesson? No. The approach must fit competence, policy, resources and the task. Does fluent speech prove strong academic writing? It is a different performance and needs its own evidence. Can a translation tool certify accuracy? Its output needs appropriate checking, particularly where instructions or consequential information are involved.

What is a useful sign of progress? A learner can understand and express something important with greater accuracy, independence and flexibility under clearly described language conditions. That is more informative than announcing that a programme is multilingual and assuming the label establishes its quality.

30. The language should become a route, not a verdict

Return to the learner who understands the diagram but hesitates over the written comparison. The school has a choice: treat the hesitant response as a complete judgement, or investigate the relationship between the concept, the language and the task. The second route gives teaching something precise to do.

Multilingual education is strongest when it respects existing knowledge while expanding what the learner can do next. It makes language roles explicit, teaches the necessary forms, preserves meaningful content and checks whether supported participation becomes increasingly independent capability.

The ambition is not identical proficiency in every language or one policy for every society. It is a better fit between learners, languages, knowledge and opportunity—and a system capable of noticing when one part of that relationship is failing.
