A school certificate, a technical diploma, a professional award and a university degree can all be real qualifications. Current Authoritative Guidance
The ASEAN Qualifications Reference Framework is an eight-level common reference framework for comparing qualifications across ASEAN Member States. Its official explanation emphasises recognition, lifelong learning, validation of learning beyond formal education, and learner and worker mobility. It also makes the crucial distinction that framework referencing supports comparison rather than automatic recognition of an individual credential.
ASEAN and the European Union reported on 12 February 2026 that cooperation between the AQRF and European Qualifications Framework communities was moving into post-referencing peer learning. That is a useful reminder that trust has to be maintained after national frameworks are first mapped.

The paper has a title. The title has history. The institution knows what it meant. But the next employer, college or country may not.
A qualifications framework creates a public bridge between those worlds. It asks the qualification to state the level of learning it represents. It asks quality assurance to make that claim trustworthy. It asks a register to make the decision visible. It lets another system compare the level without pretending every programme is identical. And when a learner crosses a boundary, it gives the receiving side a better starting question than “have I heard of this certificate before?”
The framework does not decide everything. It does not guarantee admission. It does not award credit automatically. It does not issue a professional licence. It does not prove a document is genuine. Those decisions remain with their proper owners.
