A strong progression system does not treat children as conveyor-belt units.

It provides support before the final decision.
It uses evidence proportionate to the consequence.
It considers equity.
It preserves dignity.
It offers review.
It recognises that progression can be whole-grade, subject-based, modular or pathway-based.
And it judges success by what happens next—not by whether the paperwork says “promoted” or “retained.”
