A test produces marks.
A teacher produces observations.
A semester produces work, conversations, corrections, attempts, projects, habits, misunderstandings, improvements and sometimes a final examination.
Then an education system asks a deceptively difficult question: what should we tell the learner and the family about what all that evidence means?
A report card is not the learning. It is a compressed message about the learning, and the quality of that compression determines what people believe, what they do next and whether the evidence survives the journey from classroom to home.

The 50-Second Read
- A result is not automatically a report. Reporting is a design process that decides what evidence to include, how to interpret it, how to communicate uncertainty and what action should follow.
- A grade can summarise performance, but it cannot carry every useful detail about strengths, misconceptions, progress and next steps.
- Good reporting separates achievement, progress, learning habits, attendance and behaviour when those constructs are materially different. Mixing them into one mark makes the result harder to interpret.
- A report should answer three practical questions: Where is the learner now? What evidence supports that conclusion? What should happen next?
- Comments should add information rather than translate a number into adjectives.
- Reporting should be aligned to curriculum expectations and the evidence actually collected. A polished report cannot repair an invalid assessment.
- Students and families need scales explained in ordinary language. A symbol, band or percentage is useful only when the reader knows what it means.
- Standardisation can improve consistency, but over-standardised comments can become empty templates.
- Digital reporting improves access and continuity only if identity, privacy, permissions, correction, uptime and historical records are governed.
- Report frequency should support decisions. Too little reporting hides problems; too much creates noise and teacher workload without increasing learning.
- High-stakes decisions need stronger evidence, clearer rules and documented review routes than routine progress communication.
- Reporting should not surprise a learner with a problem that the teaching process had never surfaced before.
- A useful report closes the loop: evidence → interpretation → communication → response → new evidence.
One-Sentence Definition
Student results reporting is the governed process of selecting, interpreting and communicating assessment evidence so that learners, families, teachers and authorised institutions can understand current achievement, progress and next steps without claiming more than the evidence can support.
The Report Card Is a Compression Engine
A learner may complete hundreds of classroom interactions in a term. The teacher sees oral answers, homework, drafts, practical work, quizzes, tests, revisions, questions, absences, moments of insight and repeated mistakes. The family sees only a fraction of that stream.
The report card compresses the stream.
Compression is necessary because nobody can read a raw archive every term. But compression always throws something away. If the system compresses badly, it can preserve the least useful feature—perhaps one percentage—and discard the pattern that matters, such as strong conceptual understanding paired with careless execution, or weak foundational knowledge hidden by memorised procedures.
The central design question is therefore not, “How do we make a nicer report?” It is, “Which information must survive compression for the next decision?”
Start With the Decision, Not the Template
Different reports exist for different decisions. A weekly progress message might help a learner adjust practice. A term report might help a family understand achievement and priorities. A transfer record might help a new teacher continue support. A graduation transcript might certify completed outcomes. A promotion decision might determine whether additional support is required.
These are not the same information problem.
Good systems define the decision first, then choose the minimum evidence and explanation needed to support it. Bad systems begin with an inherited form and keep adding boxes until nobody knows which boxes matter.
A Grade Is a Summary, Not a Diagnosis
Suppose two students both receive 72.
Student A understands the difficult ideas but loses marks through incomplete explanations and weak checking. Student B writes carefully but has major conceptual gaps and succeeds mainly on familiar question types.
The same number can therefore imply different interventions.
A report becomes more useful when it preserves enough diagnostic structure to distinguish those pathways. That does not require a novel-length comment. It requires selecting the information that changes what the learner should do next.
Achievement and Progress Are Different
A learner can make substantial progress and remain below the expected standard. Another can remain above the standard while making little progress because prior attainment was already high.
If a report uses one word such as “good” to represent both concepts, the signal becomes ambiguous.
Where both are reported, the labels and scales should make the distinction visible:
- achievement asks how current performance compares with a defined expectation or standard;
- progress asks how learning has changed over time;
- effort or learning habits describe behaviours rather than mastery;
- attendance describes opportunity to participate, not competence;
- conduct describes behaviour and should not silently alter an academic judgement unless the assessed construct explicitly includes it.
Separating constructs is one of the simplest ways to make a report more honest.
Do Not Hide Behaviour Inside an Academic Grade
A student submits work late. Another talks in class. Another forgets equipment. These may require action, but lowering a mathematics achievement grade because of those behaviours changes what the grade means.
If the mark is supposed to indicate mathematics achievement, then non-academic penalties make cross-student comparisons harder and can obscure the real learning need.
Systems may legitimately report work habits, attendance or conduct. The crucial rule is semantic integrity: the label on the signal should match what the signal contains.
Curriculum Alignment Comes Before Reporting
A report can only be as meaningful as the evidence behind it. If an assessment samples a narrow slice of the curriculum, the resulting grade should not imply comprehensive mastery. If tasks overemphasise recall, the report should not claim strong application or reasoning.
This is where Educational Measurement keeps ownership. Reporting does not repair weak validity. It must inherit the limits of the evidence and communicate them honestly.
Report What Was Actually Assessed
A report should not list ten competencies if only three were meaningfully observed. A tidy matrix filled with guesses creates an illusion of precision.
Where evidence is insufficient, the system needs a legitimate state such as “not yet sufficiently evidenced,” rather than forcing teachers to manufacture ratings. Missing evidence is information about the assessment process, not necessarily a judgement about the learner.
The Scale Needs a Dictionary
A, B, C. One to five. Beginning, developing, secure, extending. 7.4. 72%. Exceeds expectations.
Every reporting scale is a small language. Readers need the dictionary.
The system should explain what the categories mean, whether they indicate criterion attainment or rank, how boundaries are set, whether results can be compared across subjects and whether a change of one point is educationally meaningful.
A number without interpretation invites readers to invent their own interpretation.
Percentages Create a Seductive Precision
“78%” looks more exact than “meeting the standard.” Sometimes it is useful. Sometimes it merely reflects the arithmetic of one test paper.
The fact that a score has two digits does not mean the underlying educational judgement has two-digit precision. The number of items, item difficulty, marking consistency, task sampling and score error all constrain interpretation.
Good reporting resists false precision. It gives readers enough detail to understand the result without pretending the measurement is finer than it is.
Comments Must Add Information
“Excellent work. Keep it up.”
“Needs improvement.”
These sentences are friendly labels, not instructional feedback.
A useful comment might identify a demonstrated strength, a recurring obstacle and one or two next actions. For example: “You identify the main idea accurately, but your evidence selection is often too broad. In the next cycle, underline the exact sentence that proves each inference before drafting the answer.”
The comment is valuable because it changes behaviour.
Do Not Write a Second Grade in Words
If the report says “B” and the comment says “good performance,” the comment has consumed teacher time without adding much signal.
Descriptive reporting should reveal something the grade cannot: the nature of the strength, the location of the gap, the conditions under which performance changes, or the next useful action.
The Next Step Must Be Small Enough to Do
“Improve writing” is not a next step. “Use better vocabulary” is not a next step. “Study harder” is not a next step.
Actionable reporting translates a broad concern into a tractable move. It may recommend practising a defined skill, revisiting a prerequisite concept, changing a checking routine, attending a support session, reading a specific type of text or completing a targeted set of questions.
Specificity matters because families cannot act on a diagnosis they cannot operationalise.
Reporting Should Not Wait for the End
An end-of-term report that first reveals a serious problem is often too late to be useful.
Strong systems layer communication. Routine classroom feedback supports immediate correction. Interim progress signals identify emerging risk. Formal reports provide periodic summaries. Conferences allow explanation. Final records certify completed outcomes.
The formal report is therefore one part of a communication architecture, not the only point at which learning becomes visible.
But More Reporting Is Not Automatically Better
Weekly dashboards can create the illusion of responsiveness while flooding students, parents and teachers with low-value signals. Frequent numerical updates may cause families to react to ordinary variation as if every small movement were a trend.
Every reporting cycle consumes teacher attention, data-processing capacity and family attention. The frequency should match the speed at which the information can reasonably change and the decisions readers can make.
The purpose of reporting is not maximum transmission. It is timely transmission of decision-relevant information.
A Report Has Multiple Audiences
The student asks, “What do I need to do?” The family asks, “Is my child learning and how can we help?” The teacher asks, “What should I teach next?” A school leader may ask, “Where are patterns emerging across classes?” A receiving school may ask, “What support should continue?”
One report cannot optimise perfectly for every audience. Systems can therefore separate layers: a concise family-facing report, a learner conference, a teacher-facing diagnostic view and authorised administrative records.
Trying to put every use case on one page usually produces clutter.
Write for the Reader Who Is Not an Assessment Specialist
Families should not need a measurement textbook to understand a report.
Technical accuracy and plain language are compatible. Define scales. Avoid unexplained abbreviations. Use examples when thresholds are unfamiliar. Separate “below expected standard” from “declining.” Explain whether a benchmark is age-based, curriculum-based or norm-referenced.
The reader should leave with fewer ambiguities than they brought.
Translation Is Part of Access
A technically perfect report fails if the family cannot read the language in which it is delivered.
Multilingual systems need governed translation practices for common descriptors, explanations and instructions. Translation should preserve the meaning of performance levels rather than substitute culturally loaded adjectives that shift the judgement.
Where full translation is not feasible, interpretation support and clear multilingual guides can reduce exclusion.
Accessibility Is a Reporting Requirement
A report delivered only through a visually dense portal may exclude families using assistive technologies. A colour-coded dashboard can be unintelligible to a colour-blind reader. A PDF that cannot be navigated by a screen reader can turn a legal right to information into practical inaccessibility.
Accessible design includes readable structure, text alternatives, sufficient contrast, keyboard navigation, device compatibility and alternative formats where required.
School Accessibility & Reasonable Accommodation owns the broader accessibility system. Reporting must operate within it.
Reporting Needs Moderated Inputs
If Teacher A gives 80 for work Teacher B would score 60, the reporting template cannot solve the comparability problem.

Reporting inherits both the strengths and weaknesses of the judgement process.
Teacher Judgement Needs Evidence, Not Theatre
A common reporting failure is to require teachers to generate extensive narrative comments for every subject regardless of whether the available evidence supports that granularity. The result can be template language, vague praise and rushed copy.
A better design asks teachers to report fewer, higher-value observations tied to actual work. The system should protect professional judgement from both extremes: unstructured intuition on one side and bureaucratic text generation on the other.
The Comment Bank Problem
Comment banks reduce workload and can improve consistency. They can also produce absurd reports in which hundreds of students receive near-identical sentences.
Reusable language is appropriate for stable definitions, scale explanations and common next-step prompts. Individual diagnostic statements should still be grounded in the learner’s evidence.
The test is simple: if the student’s name were removed, would the comment still reveal something specific about that learner’s current work?
Grades Need Provenance
When a family asks how a grade was produced, the school should be able to reconstruct the answer.
That may include the assessments used, their weighting, marking rules, late or missing evidence policies, moderation processes, reassessment rules and the point in time the result represents.
Provenance protects both the learner and the teacher. It converts “because the system says so” into a traceable evidence chain.
Weighting Can Distort the Message
A subject grade may be built from homework, projects, practical work, quizzes and examinations. If weighting is arbitrary, the final result can measure the weighting scheme as much as the intended learning.
Systems should justify why particular evidence carries particular weight. Weighting may reflect construct coverage, assessment quality, recency or policy decisions, but it should not simply inherit percentages because “that is how the spreadsheet was built.”
Recency Has a Job, but It Needs a Rule
Learning changes over time. A student who misunderstood fractions in September but demonstrates secure mastery in December should not necessarily be represented by a simple average of every attempt.
Some systems give greater weight to recent evidence. Others report cumulative performance. Either approach can be defensible if it matches the intended interpretation and is communicated in advance.
Hidden recency rules create avoidable disputes.
Missing Work Is Not Always Zero Learning
A missing submission may indicate absence, access barriers, illness, disengagement, organisational difficulty or refusal. Entering zero into an achievement average converts “no evidence” into “evidence of no achievement.”
There are situations where policy legitimately assigns consequences for missing work. The reporting system should still distinguish behavioural or procedural consequences from claims about demonstrated knowledge where possible.
This distinction matters most for learners whose access to the assessment opportunity was disrupted.
Absence Should Be Visible Without Becoming the Grade
Attendance strongly affects opportunity to learn, but attendance and achievement are not interchangeable constructs.
Reporting them separately allows the reader to see an important causal pattern without corrupting the academic signal. A student may have strong achievement despite low attendance; another may have excellent attendance and still need instructional support.

One Report, One Time Window
Readers need to know what period the report describes. A term grade, year-to-date grade and cumulative final result may look similar but answer different questions.
Every report should make the time window explicit, particularly in digital portals where values may update continuously. Historical snapshots should remain retrievable when policy requires them.
Do Not Let the Portal Rewrite History
A live gradebook can change every day. That is useful for monitoring, but a formal report is often a record of what was communicated at a particular point.
Systems need versioning: issued report date, source data state, later corrections, reasons for amendment and who authorised the change. Otherwise a family can hold a paper report that no longer matches the portal with no visible explanation.
Corrections Need a Governed Path
Teachers make entry errors. Systems import the wrong mark. A name is misspelled. A moderated score replaces an earlier one. A reassessment is approved.
A trustworthy reporting system allows correction without erasing accountability. It records the original, amended value, reason, authorisation and date where the consequence is material.
Silent edits weaken trust even when the new number is correct.
Appeals and Clarification Are Not the Same
Sometimes the family does not understand the scale. That requires clarification. Sometimes the learner believes a score was calculated incorrectly. That requires a review. Sometimes the underlying assessment judgement is contested under a formal process. That may require an appeal.
Systems should route these differently. A teacher should not face a full appeals process every time someone asks what “developing” means, and a high-stakes grading error should not be dismissed as a communication issue.
The Student Should See the Report as Information, Not a Verdict on Identity
“You are weak at mathematics” collapses current performance into identity.
“Your current evidence shows secure number operations but difficulty translating word problems into equations” describes a state that can be changed.
Reporting language should be accurate without making temporary performance sound like a permanent human category.
Student Voice Can Improve Interpretation
Students often know why performance changed. They may identify that a particular strategy worked, that anxiety disrupted a test, that a prerequisite was missing or that they did not understand the task.
Reflection fields and student-led conferences can add context, but they should not be used to shift the responsibility for assessment onto the learner. The teacher remains responsible for the professional judgement; student voice enriches the response to it.
Family Conferences Are an Interpretation Layer
Written reports have limited bandwidth. A conference allows questions, examples and prioritisation. It can show a piece of work, compare an early attempt with a later one and convert a broad concern into a shared plan.

A Report Should Prioritise
If every subject contains six concerns, four strengths and five goals, the family receives a list rather than a plan.
Good reporting highlights the few issues with the highest instructional leverage. The learner may still receive detailed feedback elsewhere, but the formal report should help everyone see what matters most now.
Prioritisation is not hiding information. It is making action possible.
Report Design Shapes Behaviour
If the report foregrounds class rank, learners and families will focus on rank. If it foregrounds a total score, they will focus on the total score. If it makes progress, standards and next actions visible, it invites a different conversation.
The interface is therefore not neutral. It tells the community what the system considers important.
Ranking Answers a Narrow Question
Class rank tells a learner where they stand relative to others under a particular scoring system. It does not directly identify which knowledge is secure, which misconception exists or what should be learned next.
Where ranking is required, it should not crowd out criterion-referenced information needed for instruction. Relative position and mastery are different signals.
Comparisons Across Subjects Need Caution
A 75 in chemistry and a 75 in literature do not necessarily have the same measurement properties, task demands or standard-setting meaning.
Dashboards that place every subject on one line can imply a common scale that may not exist. The reporting system should tell readers what comparisons are legitimate rather than relying on visual symmetry.
Comparisons Across Years Need Stable Meaning
If grading policies, curriculum expectations, assessments or scale definitions change, a result this year may not be directly comparable with a result last year.
Longitudinal reporting should preserve metadata about those changes. Otherwise an apparent trend can be a policy artefact.
Do Not Turn Every Dashboard Movement Into an Intervention
Scores fluctuate. A harder task, a different content domain, ordinary measurement error or one bad day can move a number.
Intervention thresholds should consider patterns and corroborating evidence rather than react mechanically to every small change. The aim is early response without false alarms.
Digital Portals Change the Reporting Cycle
Historically, reporting was periodic. A printed report went home at the end of a term. Digital gradebooks can expose marks immediately.
This can increase transparency, but it also changes behaviour. Families may see provisional marks before moderation. Students may monitor averages obsessively. Teachers may feel pressure to publish every task instantly. A low-stakes practice exercise can be mistaken for a final judgement.
Digital reporting needs status labels: draft, provisional, moderated, final, corrected. The interface should distinguish practice evidence from formal reporting evidence.
Identity and Permissions Are Part of Reporting
A portal must know who may see which student information. Guardianship arrangements change. Students reach ages at which rights may change under local law. Staff change roles. Third parties should not inherit access indefinitely.

Notifications Can Leak Sensitive Information
A secure portal can still leak through an insecure notification. A lock-screen message saying “Your child failed Mathematics” may expose information to anyone holding the device.
Notification design should minimise sensitive content and direct authorised users into the secure environment.
Offline Access Still Matters
Digital-first does not mean digital-only. Families may have limited connectivity, shared devices, disability-related access needs or low confidence with portals.
Education systems need alternative routes that preserve equivalent information: printed reports, school collection, telephone explanation, meetings or accessible downloadable formats.
A reporting channel should not become a new barrier to educational participation.
The Report Must Travel When the Student Moves
A receiving teacher benefits from knowing the learner’s recent achievement, current supports and unfinished priorities. But transferring every raw classroom note can create privacy and interpretive problems.
The right handover preserves the educationally necessary signal with provenance and context. The Student Transfers & Records Handover node owns the movement process. Reporting creates one of the records that may travel through it.
High-Stakes Reporting Needs Stronger Controls
A routine progress comment and a graduation result do not carry the same consequence.
As stakes rise, systems should strengthen source verification, moderation, calculation controls, approval, audit logs, release procedures, correction routes and appeal rights. The cost of a false result increases, so the assurance burden can increase proportionately.
Do Not Publish Before the Result Is Ready
Automated systems tempt organisations to release results as soon as data exist. But a result may still be under moderation, awaiting a missing component or subject to quality checks.
Release gates are operational controls. A final report should cross a defined threshold before becoming visible as final.
Embargoes Need a Reason
Some systems release results simultaneously to protect fairness, manage support or coordinate public communication. Others allow immediate release.
The rule should match the consequence. Unnecessary withholding creates anxiety; uncontrolled early disclosure can create inequity or administrative confusion.
A Reporting Calendar Is an Operational System
Teachers need deadlines for evidence entry. Moderation needs time. School leaders need review windows. Families need predictable release dates. Appeals need cut-offs that leave enough time for the next placement or course decision.
A well-designed calendar works backwards from the decision deadline. It protects quality by preventing every stage from being compressed into the final night.
Teacher Workload Is a Quality Constraint
Requiring five hundred personalised comments from one teacher in a week does not produce five hundred thoughtful comments. It produces exhaustion, formulaic language and errors.
Reporting design should estimate the time burden before implementation. Systems can reduce low-value duplication, reuse stable scale definitions, automate arithmetic safely and reserve professional attention for interpretation.
Teacher Time owns the wider resource problem. Reporting must fit inside the real working week.
Automation Should Calculate, Not Pretend to Know
Software can total marks, apply validated rules, detect missing fields and flag inconsistencies. Those are useful operations.
It becomes dangerous when the system creates an unexplained judgement that teachers cannot inspect or correct. If a calculated grade changes because of a weighting rule, the rule should be visible. If a prediction is shown, it should be labelled as a prediction rather than a fact.
Prediction Is Not Reporting
“Current grade: B” and “predicted final grade: B” look similar but are epistemically different.
One reports evidence already gathered. The other estimates a future outcome under assumptions. Systems should visually and linguistically separate them, explain the prediction basis and avoid using predictions as self-fulfilling ceilings.
Group Data Belongs to Another Layer
A school may aggregate report data to identify curriculum areas needing attention. That can support planning, but individual reporting and system monitoring are different jobs.
Aggregation changes privacy risk, statistical interpretation and decision rules. National assessment systems and school improvement processes retain ownership of their respective aggregate uses.
Small Groups Create Re-Identification Risk
A dashboard may avoid names yet still reveal individuals if it reports a tiny subgroup in a small school. Publishing “one student in the programme failed” can be enough for the community to identify the learner.
Aggregate reporting therefore needs suppression and disclosure rules where privacy requires them.
Bias Can Enter at the Reporting Stage
Even with the same evidence, comments can differ systematically in tone. One group may receive more praise but less developmental guidance. Another may receive harsher behavioural language. Teachers may unconsciously interpret assertiveness, silence, language proficiency or disability through stereotypes.
Moderation can include review of reporting language as well as scores. Systems can examine patterns in descriptors and recommendations across student groups without turning every difference into an accusation.
Language Proficiency Can Mask Subject Knowledge
A multilingual learner may understand science while struggling to express that understanding in the language of instruction. Depending on the assessment construct, the language demand may or may not be intended.
Reporting should avoid claiming a broad subject deficit when the evidence indicates a narrower language barrier. Where accommodations or language-support information is relevant, communicate it without lowering expectations or exposing unnecessary personal information.
Reasonable Accommodations Do Not Make a Result Automatically “Less Real”
An accommodation aims to reduce an access barrier so the intended construct can be assessed. Extra time, assistive technology or an alternative response mode may be appropriate under the governing rules.
The reporting system should follow policy on whether and how accommodations are recorded. It should not stigmatise the learner or imply that lawful access arrangements invalidate achievement.
Do Not Report Sensitive Support Details Without Need
A family-facing report may need to state that support is in place. It rarely needs to expose every diagnosis, counselling note or safeguarding detail.
Reporting should follow purpose limitation. The fact that data exist somewhere in the education system does not mean they belong on the report card.
The Report Card Should Survive the “What Now?” Test
Imagine a family reading the report at the kitchen table. After five minutes, can they answer:
- What is going well?
- Where is the most important learning gap?
- Is the issue achievement, progress, behaviour, attendance or access?
- What evidence supports the conclusion?
- What should the learner do next?
- What will the school do next?
- When will progress be checked again?
- Who should the family contact if something is unclear or wrong?
If the report cannot answer these questions, it may be administratively complete but educationally weak.
Case Study: The 68 That Hid Improvement
Invented example: Maya receives 68 for mathematics in two consecutive terms. Her family assumes nothing has changed.
In the first term, she answered routine algebra correctly but failed almost every unfamiliar problem. In the second, the assessment included substantially harder reasoning tasks. She solved many of them but lost marks through notation and checking.
A single percentage hides a meaningful shift. A better report preserves the grade but adds the diagnostic signal: stronger transfer to unfamiliar problems, persistent accuracy weakness, next step focused on checking and written mathematical communication.
The lesson: stable scores can hide changing competence.
Case Study: The Excellent Student With the Wrong Goal
Invented example: Daniel consistently receives high grades. Every report says “excellent, keep it up.” He responds by repeating the same safe strategies because the reports give him no reason to stretch.
The school changes its reporting protocol. High attainment no longer ends the conversation. The report identifies the next frontier: independent synthesis, more ambitious problem selection and stronger evaluation of evidence.
The lesson: reporting is not only remediation. Strong learners also need a next edge.
Case Study: The Zero That Was Really Missing Evidence

The family sees failure. The teacher sees incomplete evidence. The system has converted an administrative placeholder into an academic conclusion.
The school introduces separate states: missing, exempt pending decision, not yet assessed and zero demonstrated. Formal averages exclude states that do not represent achievement under the policy.
The lesson: data fields are arguments about reality. Name the state correctly.
Case Study: The Parent Portal That Reported Too Much
Invented example: A school releases every practice score instantly. Families monitor the portal daily. Teachers receive messages about tiny changes. Students focus on protecting averages rather than attempting difficult work.
The school redesigns the system. Practice tasks are labelled formative and do not generate push notifications. Formal evidence appears after review. A fortnightly progress signal highlights patterns rather than every fluctuation.
The lesson: transparency without information architecture can create noise rather than understanding.
Failure Mode 1: Report the Number and Nothing Else
The result is technically concise but gives no clue about strengths, gaps or next actions.
Repair: add concise interpretive information tied to learning expectations and decision-relevant next steps.
Failure Mode 2: Write Long Comments That Say Nothing
The report is full of praise, adjectives and generic encouragement but contains little diagnostic information.
Repair: require comments to add information unavailable from the score: a strength, a priority gap and an actionable next move.
Failure Mode 3: Mix Achievement With Behaviour
The academic grade becomes difficult to interpret because lateness, compliance or effort are hidden inside it.
Repair: report distinct constructs separately unless the curriculum explicitly defines them as part of the assessed outcome.

The dashboard should measure whether the reporting mechanism works, not turn every learner into a metric.
A Practical Reporting Protocol
- Define the purpose. State which decision the report should support.
- Define the constructs. Separate achievement, progress, attendance, behaviour and learning habits where they mean different things.
- Map the evidence. Confirm that each reported judgement has sufficient assessment evidence.
- Moderate where needed. Align teacher interpretations before final results are issued.
- Document calculation rules. Make weighting, recency, missing evidence and reassessment policies explicit.
- Design the scale. Use labels that match what the evidence can support.
- Write the dictionary. Give students and families plain-language explanations of every category.
- Specify the descriptive layer. Require comments to add evidence-based diagnostic value.
- Prioritise next steps. Limit recommendations to actions that can realistically be taken.
- Design for access. Support language, disability, connectivity and device needs.
- Protect privacy. Show each audience only what they need for the purpose.
- Set data states. Distinguish formative, provisional, final and corrected information.
- Build release gates. Complete quality checks before formal publication.
- Version the record. Preserve traceable corrections.
- Provide interpretation routes. Make it easy to ask what the report means.
- Provide review routes. Make it possible to challenge calculation or judgement errors under policy.
- Estimate workload. Ensure the model fits teacher time before rollout.

Current Authoritative Guidance
The OECD’s 2025 report Unlocking High-Quality Teaching treats formative assessment and feedback as a core component of high-quality teaching. The central implication for reporting is that evidence is most useful when it feeds learning rather than merely labels performance. A reporting system should therefore preserve enough specificity to support an instructional response.
OECD country reviews have repeatedly highlighted the same operational problem in report cards: numerical or categorical marks often dominate while descriptive information about strengths, difficulties and next learning steps is weak. Its reviews of Albania, Bulgaria, North Macedonia, Georgia and other systems recommend clearer reporting structures, stronger alignment to learning expectations and more useful descriptive feedback for students and families.
UNESCO’s education assessment work similarly distinguishes between collecting learning evidence and using it well. The UNESCO Institute for Statistics and the Global Alliance to Monitor Learning continue to strengthen standards for learning data and reporting, while UNESCO’s assessment resources emphasise that feedback should be valid, timely, constructive and specific to learner needs.

The old report said: Mathematics, 72%, B.
The new report still preserves the formal result because the result matters. But it also preserves the information needed for action. The learner is secure in routine algebraic manipulation, has improved in transferring methods to unfamiliar problems, and repeatedly loses marks through incomplete checking and notation. The next step is not “work harder.” It is to use a two-minute verification routine after each extended problem and to annotate the reason for each algebraic transformation in selected practice.
The family now understands what changed. The learner knows what to practise. The teacher knows what to look for next. The report has stopped being a receipt for the past and become an interface to the future.
Student results reporting works when the evidence survives compression with enough meaning intact to guide the next decision.
