The ILO/UNESCO Recommendation concerning the Status of Teachers remains a foundational international reference. It describes teaching as a profession requiring expert knowledge and specialised skills acquired and maintained through rigorous and continuing study. It also states that professional standards relating to teacher performance should be defined and maintained with the participation of teachers’ organisations and emphasises that supervision should encourage and help teachers in their professional tasks.
UNESCO’s December 2025 account of Timor-Leste’s national teacher competency framework development reflects a current system-building approach: standards linked across the professional lifecycle and developed through broad technical and educator consultation.
The OECD’s TALIS 2024 Conceptual Framework provides a contemporary view of the breadth of teaching conditions and professional practice, while the TALIS Teacher Knowledge Survey 2024 framework emphasises the specialised knowledge base that supports effective teaching.
UNESCO’s AI Competency Framework for Teachers shows how a rapidly changing capability area can be described through progression while remaining grounded in human-centred judgement and ethics. Together, these sources point toward a durable principle: professional standards should be broad enough to describe the real work, stable enough to support trust and flexible enough to absorb new demands without turning the profession into a checklist.

The Return Path
Return to the first question: what does it mean to be a good teacher?
It cannot be one test score. It cannot be one observation. It cannot be years served. It cannot be warmth without knowledge, knowledge without explanation, technology without judgement or order without learning.
Teaching is a profession because it combines a specialised knowledge base with skilled action and responsibility toward other people. A standards framework makes that combination visible. It tells preparation programmes what entry means. It gives mentors a language for growth. It gives teachers a mirror for reflection. It gives appraisal and licensing systems a reference without forcing them to become the same process. It gives the public a clearer account of what professional trust is supposed to rest on.
Then the framework has to know when to stop. It should not dictate every method. It should not make every teacher perform expertise for a spreadsheet. It should not confuse management with excellence. It should not chase every new educational fashion.
Its job is to hold the durable centre while the profession keeps learning at the edge.
The best professional standards do not tell teachers exactly what to do in every lesson. They define the knowledge, judgement and responsibility a trusted professional must bring when the lesson does not go exactly as planned.
