Modern Hougang looks inevitable only because we arrived after most of the transformation was complete.
Avenues have numbers.
Blocks have numbers.
Schools sit inside planned neighbourhoods.
Shops, playgrounds, clinics, markets, parks, bus routes and MRT stations fit into a recognisable urban system.
It feels normal.
But this normality had to be built.
The Hougang before HDB was organised differently.
Kampongs.
Pig farms.
Rubber and agricultural land.
Communal wells.
Religious institutions.
Schools started by communities and missions.
Markets strung along Upper Serangoon Road.
A fish-port economy at Kangkar.
Different communities living in clusters rather than in a large planned public-housing town.
HDB did not simply add flats to that landscape.
HDB changed the operating system of Hougang.
It changed where people lived.
How densely they lived.
How streets were organised.
Where schools belonged.
Where shopping concentrated.
How utilities reached homes.
How residents travelled.
How neighbourhood identity was designed.
And, decades later, how an ageing town could be upgraded without being abandoned.
The important distinction: HDB did not create Hougang from nothing
Hougang already existed socially before HDB redevelopment.
The old Upper Serangoon corridor contained communities, schools, religious institutions, markets and businesses.
The place already possessed memory.
HDB’s job was therefore not:
build a town on empty land.
It was closer to:
replace a lower-density settlement system with a much larger, more standardised, infrastructure-intensive urban system while enough of the old identity survives to keep the place legible.
That is a harder problem.
It requires both construction and translation.
The pre-HDB Hougang was organised around routes and local institutions
Upper Serangoon Road was the historical spine.
Along and around it accumulated institutions such as the Church of the Nativity, Hougang Tou Mu Kung, Masjid Haji Yusoff, schools, Teck Chye Terrace and Simon Road Market.
The physical pattern was relatively linear.
Road first.
Then settlements and institutions along or near the road.
HDB planning created another geometry.
Avenues.
Neighbourhoods.
Town centre.
Precincts.
Distributed schools.
Parks.
Neighbourhood shops.
The road remained important, but it no longer carried the entire spatial identity of Hougang.
The 1980s are the great geometric break
The National Heritage Board identifies Blocks 25 and 316 as part of the first generation of HDB buildings constructed during Hougang’s redevelopment in the 1980s. NHB — Block 25 NHB — Rainbow Block 316.
These buildings are useful because they make the transition visible.
They are not merely old HDB blocks.
They belong to the first urban generation of modern Hougang.
Behind them lies the fading kampong world.
Ahead of them lies the mature town we recognise today.
HDB had to solve density
A kampong can spread horizontally.
A modern city cannot house large populations efficiently that way.
Public housing solves land scarcity through vertical living.
One footprint supports many households.
But density is not simply stacking flats.
More residents require:
- more water capacity,
- more sewerage,
- more electricity,
- more schools,
- more shops,
- more playgrounds,
- more public transport,
- more roads,
- more waste collection,
- and more public space.
High-rise housing is therefore not primarily a building technology.
It is a systems technology.
Every extra floor adds homes only if the networks around the building can support the extra lives.
The block is only one unit inside a larger hierarchy
A good public-housing town needs several scales.
The flat.
The block.
The precinct.
The neighbourhood.
The town.
The national transport and utility networks beyond it.
Each scale solves different jobs.
The block houses households.
The precinct provides immediate common space.
The neighbourhood adds schools, shops and facilities.
The town centre concentrates higher-order functions.
Transport connects the whole arrangement to Singapore.
This hierarchy is one of the biggest differences between planned Hougang and the older corridor settlement.
HDB had to create local identity inside standardised public housing
Public housing creates an obvious risk.
If the same construction logic is repeated everywhere, towns can begin to look interchangeable.
Hougang’s first-generation HDB design shows HDB already responding to this problem in the 1980s.
NHB notes that HDB was then placing greater emphasis on giving estates distinct identities through town and street design.
Hougang blocks from this period used curved forms, rounded balconies and distinctive painted murals.
Block 316 became the best-known example.
Rainbow Block 316 is not important because rainbows are complicated architecture
The building is important because the mural works as compressed identity.
One glance.
Rainbow.
Hougang.
NHB records that the sweeping rainbow mural has been part of the block since it was built in the 1980s. The design has changed slightly over the years, but the rainbow has been retained and the block remains a modern icon of Hougang. National Heritage Board — Rainbow Block 316.
This gives us a useful urban principle:
identity does not always require expensive uniqueness. Sometimes one memorable visual signal is enough to anchor a place in collective memory.
Block 25 performs a similar job at another gateway
Block 25 at Hougang Avenue 3 also belongs to the first generation of HDB redevelopment.
Its façade carries a bright sky mural that NHB describes as welcoming visitors into Hougang Town. NHB — Block 25.
Again, the building performs two jobs.
Housing.
Signalling.
It contains homes while also telling the town where it is.
The town’s identity therefore moved from inherited landmarks to designed landmarks
Old Hougang landmarks emerged gradually.
Church.
Temple.
Mosque.
Market.
Big well.
Road milestone.
HDB introduces deliberate landmark creation.
Curves.
Murals.
Town-centre form.
Neighbourhood visual identity.
The old identity is accumulated.
The new identity is partly designed.
Modern Hougang contains both.
HDB changed the meaning of neighbour
In a kampong or dialect village, neighbours may be linked through kinship, language, occupation or long-standing community ties.
In an HDB block, people become neighbours because flats are next to one another vertically and horizontally.
The architecture creates new adjacency.
Lift lobby.
Corridor.
Void deck.
Playground.
Neighbourhood shop.
School gate.
Bus stop.
These are social interfaces.
They do not guarantee friendship.
But they create repeated opportunities for recognition.
The void deck is a particularly Singaporean piece of social infrastructure
A void deck looks like empty space.
That emptiness is its capability.
It can host different activities at different times.
Residents pass through.
People sit.
Community events happen.
Funeral wakes may be held.
Temporary programmes appear.
The space has low programme specificity and therefore high community flexibility.
This is the opposite of a private commercial room that must justify itself through one revenue-producing use.
HDB moved everyday life closer to infrastructure
The kampong household depended on more direct interaction with water, roads and local services.
The HDB flat connects residents into larger hidden networks.
Piped water.
Sanitation.
Electricity.
Lifts.
Refuse collection.
Roads.
Buses.
Later, fibre broadband and mobile networks.
The home becomes easier to use because complexity moves behind the wall.
Turn the tap.
Press the lift button.
Switch on the light.
The city responds.
Public housing therefore changed household labour
Infrastructure is not only concrete.
It changes how families spend time.
No communal-water collection.
More reliable sanitation.
Electric appliances become practical.
High-rise living becomes accessible through lifts.
Public transport becomes more systematic.
Modern housing therefore returns time to households by collectivising and mechanising tasks that once required more direct labour.
But HDB transformation had real displacement costs
It would be dishonest to describe the change only as improvement.
Urbanisation also broke old spatial relationships.
Villages were cleared.
Farms disappeared.
Residents moved.
Some markets closed.
Old community concentrations weakened.
People lost routes they had known for decades.
A better flat does not recreate every social relationship from a village.
Housing quality and community continuity are different variables.
Good urban history has to keep both.
The last pig farmers show how long the transition really lasted
HDB’s Hougang history notes that the area was once known for pig-rearing farms and that the last pig farmers were relocated into HDB housing by the mid-1990s. HDB — Hougang.
This is important because it destroys the illusion that kampong Hougang ended neatly when the first new blocks appeared.
For years, different Hougangs overlapped.
New flats existed while agricultural life persisted elsewhere.
Old schools were still relocating.
Old markets continued operating.
Urban transformation is usually a gradient, not a switch.
Schools moved with the HDB population
Xinmin is one of the clearest examples.
The old Sin Min school began along Upper Serangoon Road in 1945.
Xinmin Primary moved to Hougang Avenue 8 in 1988.
Xinmin Secondary followed in 1990.
Montfort similarly moved from its older Upper Serangoon church-corridor setting to modern premises at Hougang Avenue 8 in the early 1990s.
The school movement reveals the population movement.
Children are now living inside the new town.
The educational network follows them.
HDB did not only move households. It changed where institutions needed to be.
The new town created a new centre of gravity
Historical Hougang was strongly organised by Upper Serangoon Road.
HDB town planning creates Hougang Central.
This does not eliminate Kovan or the old corridor.
It adds another kind of centre.
A deliberately concentrated town centre can gather:
- retail,
- public transport,
- services,
- community activity,
- and higher-density pedestrian flows.
Modern Hougang therefore becomes polycentric.
Kovan keeps the old-road identity.
Hougang Central becomes the planned modern switchboard.
The North East Line later amplifies HDB’s town-centre logic
When the NEL opens in 2003, Hougang Central receives another layer of centrality.
The HDB town centre is no longer only the place where local buses, shops and services meet.
It becomes a metropolitan rail node.
That is important because the HDB geometry prepared the town to absorb later infrastructure.
The town centre existed first.
Rail made it more powerful later.
A successful town plan leaves room for technologies that do not exist yet
The planners of 1980s Hougang did not build the town around the Cross Island Line.
Yet the mature town is now receiving CRL infrastructure.
This is a useful test of urban robustness.
Can a town absorb a major new technology decades after construction?
Can roads be modified?
Can utilities be diverted?
Can the centre be intensified?
Can the bus interchange be reorganised?
Can older housing remain useful while the transport network becomes more advanced?
Hougang is answering those questions now.
By 2025, HDB Hougang is a very large mature housing system
HDB’s Key Statistics for 2024/2025 put the scale into perspective.
As at 31 March 2025, Hougang had 57,174 HDB dwelling units under management and 162,900 resident population living in HDB flats. HDB Key Statistics 2024/2025.
Those figures describe HDB Hougang, not the wider Hougang Planning Area used by SingStat.
The distinction matters.
But either way, modern Hougang is no longer a corridor of settlements.
It is a large urban organism.
Scale changes the management problem
A village can solve some problems informally.
A town of more than 160,000 HDB residents cannot depend on informal arrangements alone.
Maintenance must be organised.
Lift servicing scheduled.
Waste collected systematically.
Public lighting maintained.
Water systems inspected.
Upgrading programmes planned.
Budgets allocated.
A mature HDB town requires institutions capable of maintaining millions of small interactions continuously.
This is where the story changes from building to renewing
The young town asks:
How fast can we build?
The mature town asks another question:
How long can we keep what we built useful?
This is why HDB’s upgrading programmes become so important to modern Hougang.
Buildings age.
Lifts age.
Households age.
Accessibility expectations rise.
New technologies appear.
The town needs repeated renewal.
Remaking Our Heartland marks the mature-town phase
HDB launched the Remaking Our Heartland initiative in 2007 to rejuvenate existing towns and estates comprehensively.
Hougang was selected for the second programme in 2011. HDB’s Hougang ROH plan framed the town through the idea of the “Colours of Hougang” and included new housing, commercial development, recreational facilities, town-centre improvements, canal and river connections and multiple upgrading programmes. HDB — Remaking Our Heartland: Hougang.
This is not the same job HDB performed in the 1980s.
The 1980s job was transformation.
The 2010s job is rejuvenation.
The estate exists.
Residents have habits.
Businesses have customers.
Schools have catchments.
Every intervention has to respect a live system.
Upgrading a mature town is harder than designing a new one
A new town can be planned around a clean site.
A mature town already contains:
- residents,
- underground utilities,
- bus routes,
- schools,
- shops,
- ownership rights,
- community routines,
- aged infrastructure,
- and memories.
Improvement therefore has to occur while the system remains operational.
This is the central engineering problem of mature Hougang:
change the town without switching the town off.
The Home Improvement Programme brings renewal inside the flat
Town renewal is not only about plazas and parks.
It reaches into the building.
In March 2026, residents at Blocks 460–468 along Hougang Avenue 8, Hougang Avenue 10 and Upper Serangoon Road successfully polled for HDB’s Home Improvement Programme.
The current HDB precinct page schedules works progressively from mid-2026. Essential improvements include repair of spalling concrete and structural cracks, replacement of ageing waste/soil pipes and other health-and-safety items. Optional and EASE items can include toilet upgrading, doors, grab bars, ramps and other accessibility improvements. HDB — HIP at Hougang Ave 8 / Ave 10 / Upper Serangoon Road.
This is modern Hougang in its mature form.
The shell survives.
Critical parts are renewed.
HIP reveals what a flat becomes after decades of use
A new flat is mostly a construction problem.
An old flat is a maintenance problem layered onto an inhabited home.
Concrete can spall.
Pipes age.
Waterproofing fails.
Resident mobility changes.
Older people may need grab bars or ramps that younger households never considered.
The building has to evolve with its residents.
That is one of the defining jobs of mature public housing.
Lift upgrading changed high-rise accessibility
Early lift arrangements in older HDB blocks did not always provide direct access at every floor.
HDB’s Lift Upgrading Programme was created to provide more direct lift access where feasible, particularly benefiting elderly residents, people with disabilities and families with young children.
This changes the social meaning of upper floors.
A flat that is technically reachable by stairs may become practically inaccessible to an ageing resident.
Lift access turns vertical housing back into usable housing.
Accessibility therefore has to be renewed alongside physical structure.
The town has to age with its first generation of residents
This is one of the most important mature-town dynamics.
Families move into a new estate while relatively young.
Thirty or forty years later, many residents are older.
The same stairs feel different.
The same distance to the bus stop feels different.
The same toilet threshold feels different.
The same lift reliability becomes more consequential.
A mature town therefore cannot remain designed only for the population that first moved in.
HDB renewal is partly demographic adaptation
Grab bars.
Ramps.
Direct lift access.
Seating.
Covered walkways.
Accessible crossings.
These are not decorative upgrades.
They help the same neighbourhood support a different age distribution.
The most sustainable flat may not be the newest one.
It may be the one that can keep adapting safely.
Mature Hougang now contains several generations of HDB at once
This is another way the town becomes layered.
1980s blocks.
Later infill housing.
Upgraded precincts.
Newer flats.
Future integrated housing at Hougang Central.
Eventually new housing around Defu as the wider eastern landscape changes.
Hougang is no longer one housing-generation town.
It is a collection of HDB eras living beside one another.
That makes “modern Hougang” a moving target
The 1980s Hougang was modern relative to the kampongs.
The 2003 Hougang was modern relative to the pre-MRT town.
The 2030 Hougang will be modern relative to the one-line NEL town.
Modernity is not one architectural style.
It is a continuing update process.
The new Hougang Central development continues the HDB logic at higher intensity
The planned mixed commercial and residential development at Hougang Avenue 10 / Hougang Central adds another generation to the town.
It is designed around deeper integration of housing, commercial space, bus interchange, public space, the existing North East Line and the future Cross Island Line.
This is still recognisably HDB-town logic.
Put homes near transport and services.
But the integration becomes tighter.
Instead of buildings sitting merely near the interchange, the interchange becomes part of the mixed-use development system.
The mature town therefore intensifies selectively
Hougang does not need every old block replaced with a skyscraper.
That would destroy functioning neighbourhoods unnecessarily.
A better mature-town strategy can combine:
- renewal where buildings remain viable,
- new housing on appropriate sites,
- stronger density near transport,
- upgraded public space,
- heritage retention where information value is high,
- and new infrastructure where network benefits justify disruption.
This is less dramatic than total rebuilding.
It is usually more realistic.
HDB also changed how Hougang relates to water
Old settlements used water as livelihood and survival infrastructure.
Modern HDB Hougang uses water differently.
Piped supply removes household water collection.
Drainage manages intense rainfall.
Parks and connectors turn water corridors into recreation.
Riverfront housing turns controlled water edges into amenity.
HDB’s Remaking Our Heartland plan explicitly included improving and linking canals and rivers as part of Hougang’s renewal. HDB — Hougang ROH.
The same town that began as Au-Kang returns to water under a completely different technological regime.
HDB changed the road from settlement spine into network component
Upper Serangoon Road was once the dominant organising line.
HDB avenues create alternatives.
Neighbourhood roads distribute local traffic.
Buses connect internal streets to centres and stations.
Later MRT lines handle longer-distance travel.
The old road remains important, but its monopoly disappears.
This is a sign of network maturity.
HDB also changed memory
Once old landscapes disappear, memory needs carriers.
Some are historical institutions.
The Church of the Nativity.
Hougang Tou Mu Kung.
Masjid Haji Yusoff.
Some are inherited school identities.
Xinmin.
Montfort.
Holy Innocents.
Some are reconstructed markers such as Tua Jia Kar’s big-well replica.
And some are HDB-era objects such as the Rainbow Block.
Modern Hougang therefore contains old heritage and modern heritage simultaneously.
The Rainbow Block is now old enough to become heritage itself
This is a subtle but important shift.
When Block 316 was built, it represented new Hougang.
Today, it is part of a national heritage trail.
The building moved from:
modern development → familiar landmark → heritage object.
This is how mature towns accumulate depth.
Today’s ordinary architecture can become tomorrow’s memory anchor.
This means HDB did not erase heritage completely; it created another heritage layer
Urban redevelopment always loses information.
No honest account should pretend otherwise.
But the new town also creates new stories.
First lift ride.
First school in the new estate.
Void-deck friendships.
Neighbourhood playgrounds.
The Rainbow Block.
Hougang Mall.
The first NEL journey.
These become the memory of later generations.
A mature HDB town is therefore an intergenerational machine
One generation arrives when the estate is new.
Children grow up.
Some leave.
Some stay.
Parents age.
New families move in.
Blocks are upgraded.
Schools celebrate anniversaries.
Shops change.
Transport improves.
The estate’s physical identity persists through population turnover.
This creates something the first-generation builders could not construct immediately:
accumulated neighbourhood time.
What did HDB actually build besides flats?
This question gives us the core answer.
HDB built housing.
But modern Hougang required much more.
- A new density system — high-rise homes on scarce land.
- A neighbourhood hierarchy — blocks, precincts, neighbourhoods and town centre.
- A new social adjacency — residents sharing lifts, corridors, void decks and common spaces.
- A utility platform — homes connected to modern water, sanitation and electricity.
- A transport geometry — avenues and bus routes later integrated with rail.
- An education geography — schools placed near modern residential populations.
- A commercial geography — neighbourhood shops plus stronger town-centre concentration.
- A recreational system — parks, playgrounds and connected open spaces.
- A designed identity — curves, murals and landmarks that made the town recognisable.
- A renewal system — HIP, LUP, NRP and ROH programmes to keep the estate functional as it ages.
That is why “HDB built Hougang” should never mean merely “HDB constructed apartment blocks”.
It built a full urban support system around mass housing.

This is perhaps the best geographic shorthand.
Old Hougang reads strongly as a corridor.
Upper Serangoon Road.
Institutions along it.
Settlements branching away.
Modern Hougang reads more like a field of distributed nodes.
Kovan.
Hougang Central.
Neighbourhood centres.
School clusters.
Parks.
Future Defu.
People move across the field using several networks.
That is the spatial transformation HDB made possible.
The old road still survives because successful new systems do not need to erase every old system
Upper Serangoon Road remains useful.
Kovan remains useful.
Old institutions remain useful.
This is important.
A stronger system does not always replace a weaker one.
Sometimes it changes the older system’s job.
Upper Serangoon Road loses its role as the only dominant spine.
It gains a stronger heritage role while remaining a transport and commercial corridor.
Kovan loses the need to be the entire area’s centre.
It remains a strong complementary node.
This is why modern Hougang feels deeper than a new town
A new town can be beautifully planned.
What it cannot instantly possess is accumulated contradiction.
Old road beside new avenue.
Century-old church beside modern housing.
1980s block beside future rail construction.
Heritage market memory beside modern mall.
Kampong place name beside digital navigation.
This layering is not necessarily efficient.
It is what gives mature towns depth.
The best HDB renewal keeps the accumulated depth while improving the function
This is the challenge from here.
Hougang has real heritage.
It also has real ageing infrastructure.
Preserve everything and the town can become inflexible.
Replace everything and the town becomes amnesiac.
The correct balance is selective.
Repair what still performs.
Upgrade what can be improved.
Replace what no longer works safely or reasonably.
Preserve the objects and institutions whose information value is unusually high.
Document the transitions.
Let the town continue living.
HDB’s greatest Hougang achievement may be continuity at scale
Building thousands of flats is a construction achievement.
Keeping a large town useful for forty or fifty years is another kind of achievement.
The mature estate has to survive:
- changing family sizes,
- resident ageing,
- new transport technology,
- new digital technology,
- new accessibility standards,
- new climate pressures,
- building wear,
- market changes,
- and new generations with different expectations.
Modern Hougang is not proof that HDB built once.
It is proof that public housing has to keep being managed after construction.

So, how did HDB build modern Hougang?
HDB built modern Hougang by changing the scale of settlement.
It moved households from low-density villages and farms into high-rise neighbourhoods.
It created a hierarchy of blocks, precincts, neighbourhoods and town-centre functions.
It connected homes to modern utilities and common services.
It created new roads and a new internal geography.
It allowed schools and other institutions to move with the population.
It deliberately gave the estate visual identity through curves, murals and landmarks.
It created a planned town centre that later became a powerful rail node.
And once the town matured, HDB shifted from a primarily building problem to an ongoing renewal problem.
Modern Hougang is not one HDB project. It is forty-plus years of building, adapting, repairing and re-layering a public-housing town.
From kampong to mature town is not a straight line from worse to better
The physical improvements are substantial.
Sanitation.
Reliable utilities.
High-quality housing.
Schools.
Transport.
Healthcare.
Safety.
Public space.
But old community relationships were also disrupted.
Some place memory was lost.
Some landscapes vanished completely.
Development is not a moral score in which every old thing is bad and every new thing is good.
It is a trade.
The serious task is to understand what was gained, what was lost and what later generations managed to recover.
Hougang recovered identity by carrying selected old information forward
Au-Kang survives in the town’s name.
Tua Jia Kar survives through a reconstructed well and place memory.
Kangkar survives as a name.
Old schools survive through institutional continuity.
Religious institutions survive physically.
Upper Serangoon Road survives as a heritage corridor and working street.
Then HDB-era landmarks become memory carriers too.
Rainbow Block 316.
Block 25.
The town begins remembering its own redevelopment.
That may be the real mark of a mature town
A new town looks forward because it has little past.
A mature town has to do both.
Repair the lift.
Build the CRL.
Upgrade the flat.
Preserve the rainbow.
Renew the town centre.
Remember the road.
Add new homes.
Remember the kampongs.
The work is no longer construction alone.
It is continuity management.
HDB built modern Hougang by replacing one settlement system with another. Mature Hougang now succeeds by keeping the new system adaptable without erasing every trace of the old one.
That is why the most important word in the title is not built.
It is modern.
