If you can read the words but still do not understand the passage, the problem is usually not reading speed alone. Meaning can break because too many words are unfamiliar, sentences are structurally difficult, pronouns and references are unclear, important relationships are missed, or the reader cannot connect one sentence to the next well enough to build a coherent picture.
Start by finding where understanding first breaks. Can you explain each sentence in simpler language? Do you know what the key words mean? Can you identify who or what each sentence refers to? Can you state the main idea after each paragraph? Repair the earliest failure instead of rereading the entire passage repeatedly without changing the method.
