What changed is the depth of several known signals.
The Himalayan catastrophe is now also a national economic reconstruction problem. The DRC Ebola outbreak has increased again in both confirmed cases and geographic reach. Russia’s refinery pressure has now produced a longer diesel-export restriction. Niger has added a fresh military-governance rupture to an already fragile Sahel security system.
At the same time, one important Himalayan secondary hazard has eased, Uganda remains a successful disease-control counterexample, and regional governments are increasingly acting before some risks become full failures.
That mixed movement is why today’s status remains Strained Adaptive, rather than moving to Critical.

A. Confirmed Reality
Signal 1 — The Himalayan Disaster Is Becoming a National Reconstruction Shock
The clearest overnight delta comes from Nepal.
Reuters reported on 29 August that the death toll had risen to at least 669 in Nepal and seven in Tibet, while roughly 3,000 people remained missing. Search-and-rescue operations resumed after fears of another lake burst temporarily eased. India and China are contributing technical assistance, and Nepal is seeking specialist support in communications restoration, body identification, DNA analysis and infrastructure recovery.
The scale has crossed from humanitarian catastrophe into macroeconomic consequence. Nepal’s finance minister estimates rebuilding could require US$4–5 billion, approaching one-tenth of the country’s economy. Damaged hydropower projects account for more than 12% of national generating capacity, according to Reuters’ reporting.
There is also a genuine positive delta. The debris-dammed lake that threatened another major release has been gradually draining, reducing the immediate burst risk. But a second larger lake has been identified and remains under continuous observation using drones and radar.

Signal 2 — DRC Ebola Has Worsened Again
WHO’s latest Disease Outbreak News, dated 28 August and using data through 26 August, records 5,794 confirmed cases and 2,786 deaths in the Democratic Republic of the Congo.
The outbreak has expanded from 54 to 60 health zones, across six provinces. WHO describes the increase in scale and geographic extent as substantial and places the crude case-fatality ratio at 48.1%.
Yesterday’s Purple Report used the then-latest figure of 5,584 confirmed cases and 2,680 deaths. The new official datum therefore adds +210 confirmed cases and +106 deaths between the two reporting snapshots.
That is not a statistical quirk. It is a meaningful deterioration.
WHO highlights delayed detection, difficulties obtaining timely high-quality clinical care and continuing failures to interrupt transmission as major challenges. Cross-border transmission remains a material risk.
Uganda remains the counterfactual that prevents an overly pessimistic interpretation. It completed the internationally recognised 42-day period without a new linked case, demonstrating that surveillance, contact tracing, trusted public communication and coordinated response can interrupt transmission.

Signal 3 — Niger Has Added a New Governance and Security Rupture
Mutinous soldiers attacked strategic locations in Niger’s capital, Niamey, including the airport and areas around the presidential complex on 29 August.
Reuters reported hours of gunfire and explosions. Loyalist forces regained some strategic positions, while the situation around the airport remained unclear during the reporting window. State media said the attack had been contained.
Associated Press subsequently reported that dozens of soldiers had been killed or arrested and described the episode as an attempted mutiny posing a serious challenge to Niger’s military government.
This matters beyond one night of violence. Niger is part of a wider Sahel security system already under heavy pressure from jihadist insurgencies, military rule, weakened relationships with previous Western security partners and expanding Russian involvement.

A mutiny is not automatically a successful coup, state collapse, or regime change. Those are different states.

Signal 4 — War Is Exposing Infrastructure Failure on Both Sides of the Russia–Ukraine System
A Russian drone strike on a Ukrainian ammunition facility near Kyiv caused a catastrophic secondary detonation, killing at least 37 people and damaging nearby residential buildings and facilities for elderly and disabled people.
Ukrainian President Volodymyr Zelenskiy said explosive materials should not have been stored so close to civilian areas. Criminal investigations into negligence have begun, and Ukraine’s Defence Ministry ordered an audit of weapons-storage facilities.
This is a useful systems distinction. The initial strike was an external attack. The scale of the resulting civilian disaster appears also to involve internal storage and safety failure. Those two causal layers should not be collapsed into one.
At the same time, Ukrainian strikes on Russian refineries have created persistent domestic fuel pressure. Russia has now extended its ban on diesel, marine-fuel and gas-oil exports by producers until 30 September, an explicit attempt to stabilise domestic supply.
Yesterday’s report recorded Russian gasoline production at roughly 70% of domestic demand following refinery attacks. Today’s diesel-export extension shows that the pressure is no longer merely a refinery-output statistic. It has reached national trade policy.

The yen has again weakened toward 160 per U.S. dollar despite the unusual U.S.–Japan currency intervention undertaken in July.
This deserves inclusion because exchange rates are often treated as isolated market prices. They are not.
A sharp currency adjustment can move bond yields, import prices, capital flows, bank balance sheets, corporate hedges, inflation, and eventually household borrowing costs.

Signal 6 — Southern ASEAN Haze Remains a Serious Regional Environmental Event
The ASEAN Specialised Meteorological Centre remains at Alert Level 3 for the Southern ASEAN region, its highest regional haze warning.
Its latest accessible regional monitoring says moderate-to-dense smoke continues across parts of Kalimantan and Sumatra, with transboundary smoke moving into western Sarawak. Several monitoring stations in affected parts of Indonesia and Sarawak have recorded air quality ranging from Unhealthy to Hazardous.
ASMC expects drier- and warmer-than-usual conditions across much of southern ASEAN into early September, while strong El Niño continues to strengthen.
This is confirmed regional pressure. It is not yet sufficient evidence to classify Singapore itself as currently Unhealthy.
Singapore’s live haze platform is reporting dynamically, but the web-readable source retrieved in this sweep does not expose a reliable current numeric PSI value suitable for quotation. The report therefore refuses to use the regional haze state as a proxy for Singapore’s local air quality.

Signal 7 — Iran’s War Pressure Is Increasingly Economic
Iranian President Masoud Pezeshkian said the country’s foreign trade had fallen 35% under wartime disruption and sanctions, while annual inflation had reached 66%.
The statements were made as U.S. sanctions pressure intensified and negotiations over the Strait of Hormuz continued.
The economic stress is credible. The exact figures should still be attributed to the Iranian government rather than repeated as independently established global statistics.
That distinction matters because wartime economic statistics are difficult to verify and can become political instruments.

U.S. officials corrected earlier claims that several government institutions had been hacked by a Chinese-linked cyber group.
The updated position is narrower: several bodies, including the Senate, NASA, the Federal Reserve and the Department of Energy, were targeted, but were not necessarily successfully compromised. Other organisations were confirmed to have suffered breaches.
This is exactly why the Purple Report separates attempted intrusion from successful compromise. The first is a threat signal. The second is a realised breach. Confusing them would exaggerate the world state.
More importantly, the correction itself is a positive governance signal. An inaccurate public claim was narrowed when supporting evidence did not justify it.

Developing Signal 1 — China’s Weather Stress May Become a Food-Supply Signal
Heat and flooding have affected several major Chinese crop-producing regions. Reuters reports risks to corn pollination, soybean quality and cotton yields, while drought has affected Xinjiang, which produces more than 90% of China’s cotton.
This is a legitimate agricultural pressure signal. It is not yet evidence of a Chinese food crisis or confirmed major national production failure.
Acreage, inventories, imports, regional substitution and final harvest outcomes still matter.

Developing Signal 2 — AI Is Moving Deeper Into Education, but Human Review Is Still the Control Layer
From September, Chinese-language teachers in Singapore secondary schools will be able to use AI to assist with essay marking. MOE has said teachers will still review and refine AI-generated feedback before it reaches students.
The important civilisation signal is not: AI now marks Singapore essays. That would be too broad.

Researchers and human-rights groups contest the final conclusion, arguing that operations may have dispersed into smaller locations.

A haze warning is not automatically Singapore pollution. A crop problem is not automatically famine. A mutiny is not automatically a coup. A falling oil price is not a reopened Strait of Hormuz.
These distinctions may look small. They are the difference between news accumulation and world-state measurement.
And another structural pattern is emerging.
Damage does not end when the dramatic event ends. It leaves behind liabilities.
A destroyed bridge needs money. A refinery needs repair. A displaced family needs housing. A disease outbreak needs months of surveillance after transmission stops. A weakened currency may require intervention. A failed safety system needs an audit, redesign and enforcement.
That means the civilisation equation is becoming:

If the last step is skipped, the system repairs the same failure repeatedly.
If the financing step fails, technically possible repair never reaches reality.
If institutional learning fails, the next shock finds the same weakness.
