NEA confirmed the 24-hour PSI reached 101 in central Singapore at 7am on 4 September, entering the Unhealthy range for the first time because of haze since October 2023.
By 7pm, Singapore’s 24-hour PSI was in the 83–116 Moderate-to-Unhealthy range, while NEA forecast conditions from the high end of Moderate to the middle of Unhealthy. Smoke from Sumatra and Kalimantan was observed drifting towards Singapore.

Today’s Structural Reading — Opportunity Cost
Yesterday’s sequence ended with Allocation.
But allocation is never free.
If there is one rescue helicopter and two valleys need it, choosing one creates an opportunity cost.
If a power network holds reserve generation, that capacity cannot simultaneously be sold at full utilisation.
If a government spends on one adaptation project, another project waits.
If an AI company borrows tens of billions for computing infrastructure, those banks and capital markets are allocating balance-sheet capacity there rather than somewhere else.
That does not prove that AI investment displaced hospitals, climate adaptation or food systems.
The Purple Report should never claim that without evidence.
The deeper principle is simpler.

Civilisation lives inside scarcity.

The important thing is therefore not pretending scarcity can be abolished.

A state capable of raising revenue reliably has more options.
It can invest in health.
Infrastructure.
Defence.
Education.
Climate adaptation.
Social protection.
Science.

But strong collection does not solve allocation.
It makes allocation possible.
The quality of civilisation appears in what happens next.
