An airport can technically reopen in one hour. It cannot instantly relocate every aircraft, crew, passenger and cargo shipment displaced during the shutdown. A vaccination programme can restart. It cannot instantly restore immunity in children who missed earlier doses. A cyberattack can be contained while manufacturers still face unfilled orders. An oil route can partially adapt after higher fuel prices have already moved into transport, inflation and interest-rate expectations.
That accumulated remainder is the debt.

Signal 1 — Krakatau’s Physical Disruption Is Falling; Its Recovery Debt Remains
Indonesia reopened all airports previously closed because of Anak Krakatau’s ash. The shutdown affected more than 340,000 travellers, and authorities said 178 grounded aircraft would need inspection as operations normalised. Anak Krakatau also produced three smaller eruptions on 8 September, so continued monitoring remains necessary. See Reuters.

Signal 2 — Indonesia’s Fire Crisis Has Become a Global Environmental Signal
Indonesia produced approximately 19.7 million tonnes of fire-related CO₂ from 1–7 September, more than any other country during that period and over one-third of the global total, according to satellite-derived estimates cited by Reuters. Fires are concentrated in Kalimantan and eastern Sumatra and are being intensified by severe drought and heat. More than 13,000 hotspots had been recorded by early September. See Reuters.
ASMC remains at Alert Level 3 for Southern ASEAN, with significant smoke across Sumatra and Kalimantan and unhealthy-to-hazardous air reported at numerous regional stations. Strong El Niño and below-normal rainfall keep the fire environment favourable. See ASMC.
Singapore’s latest published NEA haze advisory available at this report’s cutoff remains the 8 September update: 24-hour PSI 62–74, Moderate, with continued Moderate–Low Unhealthy risk. Signal 3 — DRC Ebola Has Worsened Again
WHO’s latest weekly situation report, using data through 6 September, records 6,686 confirmed cases and 3,226 deaths, a case-fatality ratio of 48.3%. WHO says transmission patterns are increasingly heterogeneous, with Ituri still the main focus while significant transmission continues elsewhere and new areas are affected. See WHO Africa.
WHO also reports 59 care facilities with 1,346 beds across affected provinces by 1 September, compared with a single nine-bed treatment centre when the response began in May, alongside deployment of more than 4,000 additional health professionals. See WHO Africa.
Health-system capacity is scaling rapidly, but transmission remains ahead of control.
Signal 4 — Bangladesh Shows What Prevention Debt Looks Like
Bangladesh is fighting what Reuters describes as the world’s worst current measles outbreak: more than 166,000 suspected cases and 999 suspected or confirmed measles-related deaths since March. Major immunisation gaps arose after vaccination programmes were disrupted during political instability and procurement problems in 2024–2025. See Reuters.
Bangladesh is simultaneously facing an accelerating dengue epidemic, with more than 42,000 hospitalisations and 117 deaths reported this year as of 7 September. Hospitals are dealing with both outbreaks at once. See Reuters.
The causal chain is: governance disruption → routine immunisation gap → immunity gap → outbreak → hospital overload → delayed care elsewhere.

Signal 5 — Brent Has Crossed US$100
Brent crude moved above US$100 per barrel today for the first time since July as Middle East conflict intensified. See Reuters.
The threshold matters less than the transmission: oil → freight → aviation → electricity → manufacturing → food → inflation → interest rates → household budgets.
At the same time, Strait of Hormuz traffic remains highly constrained. Preliminary Kpler data show only six commodity vessels crossed on Tuesday, versus nine the day before and a ten-day average of 12. See Reuters.
Iran has also attacked vessels near Hormuz and a U.S. base in Jordan following U.S. attacks on Iranian tankers, while Houthi strikes against Saudi infrastructure have widened the regional conflict. See Reuters.

Signal 6 — Hormuz Has Become an Observation Problem as Well as a Shipping Problem
Ships are increasingly making “dark” crossings with tracking transponders switched off, while flow estimates from different observers diverge. See Reuters Open Interest.
This creates a classic Purple Report problem: measurement degradation during system stress. AIS traffic is a proxy. A proxy becomes less reliable when participants actively evade the sensor.

Signal 7 — China’s Falling Oil Demand Is Cushioning a Global Energy Shock
China’s oil demand is expected to decline around 8.9% in 2026, according to Sinopec research, with gasoline and diesel use falling sharply as high prices and EV adoption reduce consumption. See Reuters.
The pattern is: war pressure ↑ + energy substitution / electrification ↑ = partially buffered price shock.
This does not mean EVs have solved geopolitical energy risk. It shows technology can alter how much economic damage a geopolitical shock transmits.
Signal 8 — Ukraine Diplomacy and War Are Both Intensifying
President Trump spoke with Vladimir Putin and said he wanted a swift end to the war and restoration of U.S.–Russia ties. U.S. envoys have also discussed possible negotiations with Moscow and Kyiv. See Reuters.
Yet Russia resumed major attacks on Kyiv after the U.S. envoys departed, killing five people and injuring more than 30. See Reuters.

Signal 9 — AI Cooperation and AI Rivalry Are Arriving Together
The United States has accused Chinese AI firms including DeepSeek, Moonshot AI and Alibaba of large-scale copying of American model technology through distillation. China rejects the allegations. See Reuters.
At almost the same moment, the two countries are preparing their first official bilateral AI-safety talks for mid-September. The emerging pattern is not cooperation or competition. It is cooperation inside competition.

Signal 10 — AI Is Pulling Energy, Industry and National Infrastructure Behind It

The chain is becoming unmistakable: AI → chips → fabs → memory → electricity → grids → cooling → data centres → land → capital → national industrial policy.
Singapore made exactly this issue visible today: the Government said new data-centre capacity will be grown in a disciplined and calibrated way and must meet demanding efficiency and sustainability requirements. See CNA.
Signal 11 — Singapore Is Converting Scam Risk Into Infrastructure-Level Controls
Singapore passed legislation giving police powers to direct banks, telcos and other service providers to disclose scam-related information and disable accounts suspected of facilitating scam offences. See CNA.
At the identity layer, Singpass passkeys became available to Android users today. Around 800,000 Singpass users had created passkeys by 9 September. Passkeys reduce phishing exposure because passwords and OTPs do not need to be transmitted during login. See CNA.
Together these form a mature security loop: prevent → detect → interrupt → investigate → restore.
Signal 12 — Indonesia’s Earth-System Signals Must Remain Separated
BMKG’s real-time feed today recorded continued Flores-region earthquakes, including a felt M4.8 event north of Ruteng, alongside a separate M4.0 Sunda Strait earthquake this afternoon. See BMKG.
Neither event should be automatically interpreted as part of Anak Krakatau’s eruptive process.
Geographical proximity ≠ causal identity.

Singapore remains Stable Adaptive, but several current signals reveal how resilience is actually built.
Digital Identity: Singpass is shifting toward phishing-resistant passkeys.
Scam Interruption: police now have stronger powers to obtain data and disable suspected scam-linked accounts across banks, payment systems, phone lines and online services.
AI Infrastructure: Singapore is increasing data-centre capacity selectively, with efficiency and sustainability constraints explicitly part of the policy.
