Article 5: The Basin Opens

Han Migration, Land Grants, Agriculture and the Construction of Settler Taipei


Article Purpose

The Taipei Basin did not become a Han settler landscape in one movement.

It changed through accumulation.

People crossed the Taiwan Strait.

Families entered through river mouths and ports.

Investors organised reclamation.

Tenants cleared land.

Irrigation expanded cultivation.

Markets formed beside landing places.

Temples stabilised migrant communities.

Lineages, merchant associations and armed groups defended access to land and trade.

The Qing state gradually converted an incompletely governed northern frontier into registered, taxable territory.

The transformation can be compressed as:

This was not simply the arrival of more people.

It was the construction of a new operating system over the Indigenous landscape described in Article 4.

Land acquired new legal meanings.

Water became attached to irrigation rights.

Villages became taxation units.

Markets connected the basin to Fujian, Guangdong and the wider maritime economy.

The central question is therefore:

How did a river basin inhabited by Indigenous communities become a densely cultivated and commercially organised settler region?

The answer contains work, enterprise and adaptation.

It also contains dispossession, unequal contracts, violence and ecological conversion.

Both must remain visible.


1. Scope Lock

This article examines the period during which Han settlement and Qing administration transformed the Taipei Basin.

It includes:

  • migration from the southeastern coast of China;
  • movement from earlier settlements elsewhere in Taiwan;
  • the 1709 Chen Lai-zhang reclamation agreement;
  • organised land development;
  • tenant cultivation;
  • irrigation;
  • rice and cash-crop agriculture;
  • river transport;
  • the rise of Xinzhuang and Bangka;
  • temple, lineage and merchant networks;
  • conflict among settler groups;
  • changing relations with Indigenous communities;
  • the later movement toward Dadaocheng;
  • the emergence of a three-centre urban system;
  • the foundations of Qing administrative Taipei.

It does not yet provide the complete history of:

  • Liu Mingchuan’s modernisation programme;
  • the treaty-port tea economy;

The majority of migrants arriving in northern Taiwan came from coastal areas of Fujian, especially Quanzhou and Zhangzhou, while migrants from eastern Guangdong and Hakka-speaking communities also entered parts of Taiwan.

These categories influenced:

  • speech;
  • religious associations;
  • marriage networks;
  • commercial trust;
  • settlement geography;
  • armed alliances.

But they were not immutable nations.

They could cooperate, intermarry, fragment or fight according to local conditions.


3. Why People Crossed the Strait

Migration was produced by pressure and opportunity.

Push factors included:

  • limited agricultural land;
  • population growth;
  • poverty;
  • debt;
  • social conflict;
  • local disaster;
  • unstable employment;
  • inheritance systems that divided family property.

Pull factors included:

  • cultivable land;
  • commercial opportunity;
  • access to timber and other resources;
  • fishing;
  • agricultural tenancy;
  • kinship networks;
  • the possibility of upward mobility;
  • reports sent home by earlier migrants.

The strait crossing was dangerous.

Migrants faced:

  • storms;
  • shipwreck;
  • disease;
  • piracy;
  • fraud;
  • illegal transport;
  • uncertain employment;
  • conflict after arrival.

The decision equation was therefore:

Known scarcity at home
versus
unknown danger across the sea

Migration did not prove that Taiwan was easy.

It showed that remaining where one was could also be difficult.


4. Migration Was a Network

Most migrants did not cross into complete isolation.

They followed information.

A relative, neighbour, merchant or labour recruiter might already know:

  • which port to use;
  • who controlled a tract of land;
  • where workers were needed;
  • what language was spoken;
  • which temple or lineage could provide support;
  • which district was dangerous;
  • where credit could be obtained.

The migration runtime was:

Pioneer migrant
letter, message or returning traveller
family and village information
additional migrants
chain migration

One successful settlement reduced the uncertainty facing the next arrival.

This is how distant villages on the Chinese coast could become socially connected to particular locations in Taiwan.

Migration geography was therefore not random.

It was channelled by trust.


5. The Maritime Passage

The Taiwan Strait was both barrier and corridor.

Seasonal winds, currents and storms affected crossings.

Vessels carrying migrants could also transport:

  • tools;
  • seed;
  • ceramics;
  • religious images;
  • written contracts;
  • silver;
  • cloth;
  • preserved food;
  • letters;
  • commercial goods.

The migrant did not cross alone.

A cultural package crossed with the person.

However, the package could not be reproduced unchanged.

The basin possessed different:

6. Before the 1709 Reclamation

Han contact and settlement in northern Taiwan did not begin suddenly in 1709.

Earlier traders, fishers, labourers and settlers had already entered parts of northern Taiwan.

The significance of 1709 lies elsewhere.

It represents a major documented attempt to organise development of a large part of the Taipei Basin through an investment and reclamation arrangement commonly associated with the Chen Lai-zhang partnership.

The correct distinction is:

Before 1709:

larger-scale organised reclamation accelerates

It was an escalation, not an absolute beginning.


7. The Chen Lai-Zhang Reclamation Agreement

The name Chen Lai-zhang refers not simply to one ordinary farmer, but to an organised reclamation interest associated with investors and developers.

The arrangement sought permission to cultivate a large area of the Taipei Basin.

Such reclamation enterprises commonly connected several layers:

land-development organiser
local manager
tenant cultivator
seasonal labour

The people financing land development were not always the people clearing forest, digging channels or planting rice.

This distinction matters because early settler society already contained class differences.

The frontier was not socially flat.

There were:

  • investors;
  • landlords;
  • managers;
  • merchants;
  • tenant farmers;
  • labourers;
  • boat operators;
  • artisans;
  • landless migrants.

The basin was being converted into property and production at the same time.


8. The Land Was Not Empty

The reclamation agreement entered a landscape used and inhabited by Indigenous communities.

To later settler administrations, uncultivated or seasonally used land could appear vacant.

To Indigenous communities, the same territory might support:

  • hunting;
  • fishing;
  • gathering;
  • shifting cultivation;
  • burial;
  • travel;
  • ritual;
  • seasonal settlement;
  • access between villages.

This produced a classification conflict:

When one legal system recognises only fixed cultivation or written title, other forms of land use become difficult to defend.

The transformation of the basin therefore began with a disagreement over what counted as occupation.


9. Land Translation

Agreements between Indigenous communities, settlers and officials could be interpreted differently by each side.

A transaction might involve:

  • payment;
  • rent;
  • tribute;
  • cultivation permission;
  • shared use;
  • permanent sale;
  • debt settlement;
  • political alliance.

The same act could carry several meanings.

As settler numbers and state power increased, the written interpretation gained greater enforcement capacity.

The translation problem therefore became a property problem.

The property problem became a political problem.


10. Reclamation as Physical Work

The word reclamation can make transformation sound administrative.

On the ground, it required enormous labour.

Workers had to:

  • clear vegetation;
  • drain wet areas;
  • remove stones;
  • cut channels;
  • build embankments;
  • prepare fields;
  • construct houses;
  • transport tools and seed;
  • defend crops;
  • repair flood damage;
  • manage disease.

The basin resisted conversion.

Every field represented sustained maintenance.

Without repeated labour, parts of the basin would revert toward wetland, scrub or floodplain.


11. Irrigation Civilisation

Agriculture in the basin depended on water control.

Rainfall was abundant but irregular.

Too much water destroyed crops.

Too little water reduced yield.

Irrigation therefore required systems for:

  • diversion;
  • storage;
  • distribution;
  • drainage;
  • maintenance;
  • dispute resolution.

The basic chain was:

River or stream

An irrigation channel is simultaneously physical and social infrastructure.

Someone must decide:

  • who receives water first;
  • how long a gate remains open;
  • who repairs a breach;
  • how costs are shared;
  • what happens during shortage.

Water management created governance below the level of the Qing state.


12. Rice and the Basin

Rice cultivation expanded where settlers could create suitable water conditions.

Rice offered several advantages:

  • high food yield per unit of land;
  • compatibility with basin lowlands;
  • capacity to support dense populations;
  • storage after processing;
  • marketability;
  • use as rent and tax base.

But wet-rice cultivation demanded coordinated labour.

Fields had to be:

  • levelled;
  • bunded;
  • irrigated;
  • planted;
  • weeded;
  • harvested;
  • threshed;
  • dried;
  • stored.

The rice system compressed people into cooperation.

13. Agricultural Diversification

Rice was important but did not stand alone.

Settler agriculture also included combinations of:

  • sugarcane;
  • fruit;
  • tea in suitable uplands;
  • livestock;
  • poultry;
  • bamboo;
  • timber-related products.

Different crops responded to different:

  • soils;
  • elevations;
  • markets;
  • labour cycles;
  • water conditions.

Agricultural diversification reduced dependence on one harvest and connected farmers to wider trade.

14. Ecological Conversion

Settler agriculture changed the basin’s surface.

The process included:

This increased agricultural output.

It also altered:

  • flood storage;
  • wildlife habitat;
  • sediment movement;

15. The Property Machine

As cultivation expanded, land became increasingly classified through:

  • rents;
  • tenancy;

  • tax;
  • mortgage;
  • boundary records.

The property system allowed land to circulate economically.

It also separated the claims of people who worked land from those who controlled its legal title.

Layered ownership arrangements could become complicated.

A superior landholder might claim one form of right while a tenant possessed long-term cultivation rights.

This created opportunities for investment but also conflict.

The basin became a legal landscape as much as an agricultural one.


16. Taxable Territory

The Qing state did not initially possess uniform control over all of Taiwan.

Its administration expanded gradually and unevenly.

Cultivation made territory easier to tax.

Registered fields produced:

  • grain;
  • rent;
  • population records;
  • market activity;
  • administrative claims.

The state therefore benefited from settlement even when it did not organise every field directly.

Agricultural expansion and state expansion reinforced each other.

This did not mean the state could prevent all local violence.

It meant the basin increasingly entered a bureaucratic field.


17. The Village as Operating Unit

The settler village provided functions the distant state could not supply continuously.

It organised:

  • labour;
  • irrigation repair;
  • defence;
  • worship;
  • dispute mediation;
  • mutual aid;
  • festivals;
  • funerals;
  • credit;
  • information;
  • migration reception.

The village was therefore more than a cluster of houses.

New migrants often depended on village connections for survival.

Without sponsorship or trusted contacts, access to work and protection was harder.


18. Lineage Networks

Lineages connected people through claimed or documented descent.

They could pool resources for:

  • education;
  • ancestral halls;
  • defence;
  • legal disputes;
  • burial;
  • poor relief.

Lineage identity created trust among people who might not live in the same household.

Shared ancestry
mutual obligation
pooled capital
greater settlement capacity

But lineage solidarity could also exclude outsiders.

When disputes arose over land, water or markets, lineage networks could mobilise force.

The same institution that created welfare could intensify conflict.


19. Regional-Origin Networks

Migrants also organised according to place of origin.

Quanzhou and Zhangzhou settlers formed important communities within northern Taiwan.

Hakka-speaking migrants were also significant in parts of Taiwan, although their distribution within and around the Taipei Basin differed from district to district.

Regional identity assisted with:

  • dialect communication;
  • marriage;
  • employment;
  • temple patronage;
  • commercial credit;
  • collective defence.

The network became especially important when state protection was weak.

Yet these blocs were unstable.

People from the same region could still compete.

People from different regions could cooperate when interests aligned.


20. Temple as Civil Infrastructure

Settlers carried deities and ritual practices across the strait.

A temple might begin with a small image or incense brought from a home community.

As settlement stabilised, the temple accumulated:

  • donations;
  • land;
  • festivals;
  • leadership;
  • records;
  • reputation.

It performed multiple roles:

A temple festival mapped the community.

The route of a procession could identify the area whose households contributed to and recognised the institution.

21. Mazu and Maritime Migration

Mazu worship was particularly important among maritime communities from Fujian.

For migrants crossing dangerous seas, Mazu represented protection during travel.

A temple dedicated to Mazu could preserve the memory of the crossing and connect settlers to coastal home regions.

The sequence was:

Maritime danger
protective deity
safe arrival
gratitude and temple construction
community institution

The religious object crossed with migrants.

After arrival, it became embedded in local territory.

Thus the sea remained culturally present even after settlers became farmers.


22. Bangka Before Wanhua

Bangka, now Wanhua, became one of the earliest major commercial centres in the Taipei Basin.

Its importance came from the river.

The settlement occupied a position where goods moving within the basin could be collected and transferred toward the lower Tamsui River.

Official Taipei histories describe Bangka as the basin’s principal shipping or cargo centre during its early rise. (Taipei City Government)

The urban chain was:

Bangka landing point
warehouse and market

regional maritime trade

Bangka was not yet the formal political capital.

It was becoming the commercial centre.


23. Why Bangka Grew

Bangka’s growth depended on several systems operating together.

River access

The river connected the settlement to agricultural districts and downstream ports.

Market concentration

Farmers, boat operators, merchants and artisans met in one place.

Temple institutions

Temples provided social organisation and commercial trust.

Population growth

Migration increased both labour supply and consumption.

Storage and redistribution

Goods could be assembled, processed and moved in larger quantities.

Strategic location

Bangka stood between interior production and maritime exchange.

The city emerged because circulation concentrated.

24. Bangka’s Temple Landscape

Among Bangka’s best-known institutions is Longshan Temple.

Its historical importance extends beyond worship.

It served communities associated especially with Quanzhou-origin settlers and became one of the district’s major social anchors.

Temples such as Longshan helped organise:

  • religious festivals;
  • charitable support;
  • commercial relationships;
  • local leadership;
  • collective defence;
  • dispute mediation.

The temple and market reinforced each other.

The commercial town possessed a ritual core.


25. Xinzhuang and the Moving River Economy

Before Bangka’s dominance, Xinzhuang was also an important river settlement and commercial centre.

River geography is not permanent.

Channels silt.

Navigability changes.

Sandbars develop.

Larger vessels seek deeper water.

Trade therefore migrates between ports.

The progression was not a simple ranking but a moving system:

merchants relocate or diversify
new centre rises

The history of Taipei’s early towns cannot be separated from the physical history of the river.

Commercial geography followed water depth.


26. The River Fleet

The basin’s agricultural transformation required transport.

Boats carried:

  • rice;
  • vegetables;
  • timber;
  • charcoal;
  • stone;
  • tea;
  • passengers;
  • religious objects;
  • tools;
  • letters.

Boat operators formed a specialised labour system.

They needed knowledge of:

  • currents;
  • tides;
  • seasonal depth;
  • sandbars;
  • weather;
  • landing points;
  • cargo balance;
  • tolls and local authority.

The boatman’s map differed from the official map.

Commerce depended on this practical river intelligence.


27. Market Formation

A market appears when movement becomes predictable enough for exchange to concentrate.

Participants need confidence that:

  • buyers will arrive;
  • goods can be transported;
  • agreements will be enforced;
  • measures and prices are understandable;
  • violence remains within tolerable limits.

Markets therefore depend on governance even when no formal government building is present.

Bangka’s growth indicates that the basin had generated enough agricultural surplus and social coordination to support urban specialisation.

Not everyone needed to farm directly.

Some could become:

  • innkeepers;
  • shopkeepers.

The settlement moved from agricultural society toward urban economy.


28. Credit

Agricultural and commercial expansion required credit.

Farmers needed resources before harvest.

Merchants needed capital before goods were sold.

Migrants needed money for transport and settlement.

Credit could come from:

  • landlords;
  • merchants;
  • lineage funds;
  • temple networks;
  • wealthy families;
  • commercial partnerships.

Credit accelerated development.

It also created dependency.

The frontier economy produced opportunity and indebtedness together.


29. Women in Settler Taipei

Early migration was often male-heavy, especially during unstable settlement periods.

Over time, family migration and local marriage increased.

Women’s labour was essential to:

  • food preparation;
  • weaving and textile work;
  • household management;
  • market selling;
  • childrearing;
  • religious practice;
  • maintaining kinship networks;
  • informal credit and exchange.

Yet surviving records frequently foreground male landholders, officials and merchants.

This creates an archive distortion.

A settlement cannot reproduce across generations through male migration alone.

The transition from labour frontier to durable society depended substantially on women whose work is often less visible in formal documents.


30. Marriage and Integration

Marriage connected:

  • migrant families;
  • regional-origin communities;
  • established settlers;
  • Indigenous communities.

Intermarriage could create:

  • alliance;
  • land access;
  • translation;
  • kinship protection;
  • cultural transfer;
  • assimilation.

It could also occur under unequal conditions.

The result was a population that became more locally rooted over generations.

The basin’s population was no longer merely an extension of coastal Fujian.

It was becoming a Taiwan society.


31. Indigenous–Settler Exchange

Relations between Indigenous communities and settlers were not only violent.

They also included:

  • labour;
  • intermarriage;
  • translation;
  • shared cultivation;
  • local alliance;
  • resource exchange;
  • borrowing of ecological knowledge.

Settlers entering the basin benefited from knowledge of:

  • routes;
  • water;
  • soil;
  • seasonal conditions;
  • plants;
  • hunting areas.

But exchange occurred inside an increasingly unequal demographic and political environment.

Cooperation did not prevent later dispossession.

This distinction is essential.

History need not be reduced to either permanent war or peaceful integration.

Both could occur simultaneously.


32. Violence on the Frontier

Settler expansion produced conflict over:

  • land;
  • water;
  • rent;
  • debt;
  • harvest;
  • market access;
  • ethnic affiliation;
  • temple territory;
  • administrative favour.

Weapons were available.

State policing was limited.

Communities often organised their own defence.

The frontier therefore contained multiple overlapping violence systems:

banditry
merchant competition
state punishment

Violence was not evidence that society lacked institutions.

It often reflected competing institutions, each capable of mobilising people.


33. Classification as Political Technology

The Qing state and local society classified populations by:

  • origin;
  • legal status;
  • registration;
  • ethnicity;
  • tax obligation;
  • settlement;
  • occupation.

Classification helped administration.

It could also harden divisions.

Once people were treated as members of opposing regional groups, local disputes could expand into broader collective conflict.

Identity became an amplifier.

The conflict might begin with property but grow through social networks.


34. The Quanzhou–Zhangzhou Conflict Field

One of the major fault lines in nineteenth-century northern Taiwan involved migrants and descendants associated with Quanzhou and Zhangzhou origins.

Competition developed around:

  • land;
  • commerce;
  • port access;
  • temples;
  • neighbourhoods;
  • political influence.

It is misleading to imagine every person of Quanzhou origin fighting every person of Zhangzhou origin.

The categories became mobilisation frameworks during periods of tension.

The conflict geography would later contribute to the rise of Dadaocheng as displaced merchants and residents reorganised elsewhere.


35. 1853 and the Movement to Dadaocheng

In 1853, major conflict in Bangka helped drive Zhangzhou-associated residents and merchants northward toward Dadaocheng.

Taipei’s official historical accounts describe this movement as a critical step in Dadaocheng’s rise. (Taipei City Government)

The sequence was:

Violence damaged one urban centre but accelerated another.

This is a recurring Atlas pattern:

Displacement may destroy local continuity while transferring skills, capital and institutions elsewhere.

Dadaocheng inherited people who already knew how to organise commerce.


36. Dadaocheng Before Global Tea

Dadaocheng’s later fame came from international tea exports.

But it first had to become a functioning local settlement.

Its early advantages included:

  • river access;
  • space for construction;
  • proximity to Bangka;
  • migrant merchant networks;
  • warehouses;
  • temple institutions;
  • connection to the basin’s agricultural production.

The district developed through the interaction of displaced communities and new commercial opportunity.

Dadaocheng was not founded by trade alone.

It was founded by people forced or encouraged to reassemble their lives.


37. The Three-Centre City

By the later Qing period, the core of Taipei developed through three related but distinct urban centres:

Bangka

Older river-port and temple-commercial centre.

Expanding merchant, export and later tea-processing centre.

38. Tamsui Opens

The opening of Tamsui to foreign trade in 1860 altered the economic field of northern Taiwan.

Dadaocheng, located upriver, gained access to international commercial networks.

Foreign merchants, shipping and finance connected northern Taiwan’s agricultural production to global demand.

They also imposed a maritime blockade that exposed the island’s logistical dependence and the difficulty of reinforcing it.

Ports lacked sufficient modern defence.
Administrative coordination was fragmented.

Keelung was strategically important because it combined:

  • a northern harbour;

  • proximity to Taipei;

9. Taiwan Becomes a Province

In 1885, the Qing government approved Taiwan’s elevation from its earlier administrative relationship with Fujian into a separate province.

Liu Mingchuan became its first governor.

The decision recognised that Taiwan required a level of government capable of coordinating:

  • infrastructure;
  • taxation;
  • commerce;
  • settlement;
  • foreign relations at the local operating level.

10. Why Taipei Became the Command Centre

Taipei possessed several advantages over older southern centres.

  • already equipped with a new walled administrative centre;
  • positioned near the zone most exposed during the French conflict.

58. Adversarial Test

Test 1 — Remove Liu Mingchuan

Would all modernisation disappear?

No.

Commercial growth, earlier telegraph work, foreign contact and other reforming officials already existed.

But the 1880s programme would lose much of its political compression.

Verdict: Liu was an accelerator and compiler, not the sole cause.

Test 2 — Remove the Sino-French War

Would Taiwan still modernise?

Probably, but more slowly.

The war made strategic weakness urgent and helped justify provincial elevation.

Article Purpose

In 1895, Taipei changed states without the consent of the people living inside it.

The Qing government did not lose Taipei in a battle fought at the city wall.

It transferred Taiwan through an international treaty negotiated after defeat in a wider war.

Japan then had to convert that legal transfer into physical control.

These were not the same act.

The Republic of Formosa was formed in 1895 by officials and local elites attempting to resist or delay Japanese annexation.

It must not be confused with the Republic of China, founded on the Chinese mainland in 1912.

The Taipei government of 1895 was brief, unstable and constrained by military reality.

Its short duration does not make it historically meaningless.

It reveals the political vacuum created when an empire ceded territory whose residents had not participated in the decision.


3. The First Sino-Japanese War

The First Sino-Japanese War began in 1894, primarily over influence in Korea.

The conflict demonstrated the growing military and organisational strength of Meiji Japan and the severe weaknesses of the late Qing state.

Japan’s victories were not confined to one battlefield.

They reflected differences in:

  • naval organisation;
  • military training;
  • command;
  • logistics;
  • industrial capacity;
  • communications;
  • fiscal mobilisation;
  • institutional reform.

The war exposed the limits already identified in Article 7.

4. The Treaty of Shimonoseki

The Qing and Japanese governments signed the Treaty of Shimonoseki on 17 April 1895.

Under the treaty, the Qing ceded Taiwan, the Penghu Islands and associated islands to Japan. Taiwan’s government portal identifies the treaty as the basis of the period of Japanese colonial rule lasting from 1895 until 1945. (Taiwan Government)

The transfer included more than land.

It included public assets such as:

  • fortifications;
  • arsenals;
  • government buildings;
  • administrative records;
  • transport infrastructure;
  • communications systems;
  • state property.

The cession equation was:

The people of Taiwan were transformed into colonial subjects through an agreement made elsewhere.


5. The Territorial Abandonment Shock

For residents of Taiwan, the cession created a profound rupture.

For generations, the Qing state had:

  • taxed the population;
  • appointed officials;
  • claimed political loyalty;
  • recruited labour and soldiers;
  • constructed walls and infrastructure.

It now surrendered the territory.

This created several possible responses:

  • flee to the mainland;
  • cooperate with the incoming regime;
  • attempt negotiation;
  • protect family and property;
  • organise resistance;
  • create a replacement government;

Different communities possessed different interests, resources and assessments of danger.


6. The Option to Leave

The Treaty of Shimonoseki provided an interval during which residents could dispose of property and leave Taiwan if they wished to retain Qing subject status.

In practice, migration was not equally possible for everyone.

Leaving required:

  • money;
  • transport;
  • information;
  • receiving relatives or institutions;
  • the ability to sell or abandon property;
  • confidence that relocation would be safer.

A wealthy official could leave more easily than a tenant farmer, porter or shop worker.

For most residents, the problem was not selecting a state abstractly.

It was surviving the arrival of a new one where they already lived.


7. Why Local Elites Resisted

Taiwanese officials, merchants, landholders and local leaders had several reasons to oppose annexation.

They feared:

  • loss of status;
  • disruption of property;
  • foreign rule;
  • new taxation;
  • military occupation;
  • cultural displacement;
  • uncertainty over law;
  • loss of commercial relationships;
  • punishment for resistance.

Some also acted from loyalty to the Qing or opposition to Japanese imperial expansion.

The motives were mixed.

8. The Republic of Formosa

On 23 May 1895, officials and local elites proclaimed the Republic of Formosa.

The republic attempted to achieve several goals simultaneously:

  • reject or obstruct the Japanese takeover;
  • preserve local administration;
  • appeal for foreign assistance;
  • mobilise armed resistance;
  • create a political authority after Qing withdrawal.

The republic adopted symbols of statehood, including:

  • a president;
  • official declarations;
  • flags;
  • administrative offices;
  • military commands.

Taipei became its first capital.


9. What the Republic Was

The Republic of Formosa was not created through a long constitutional process.

It was an emergency political structure.

Imperial abandonment

It possessed elements of statehood.

It lacked several conditions required for durable sovereignty:

  • stable military control;
  • secure revenue;
  • international recognition;
  • consolidated public institutions;
  • time;
  • reliable external allies.

It was neither meaningless theatre nor a mature modern republic.


10. Tang Jingsong

Tang Jingsong, the former Qing governor of Taiwan, became president of the Republic of Formosa.

His position was structurally contradictory.

He had served the Qing state.

That state had ceded Taiwan.

He now headed a political entity attempting to resist the treaty’s implementation while avoiding a direct declaration of permanent separation from China.

The republic’s diplomatic logic appears to have been:

without necessarily
rejecting cultural or political connection to China

This ambiguity weakened clarity but reflected the emergency.

The republic needed foreign sympathy and local mobilisation while remaining connected to former Qing legitimacy.


11. Taipei as Emergency Capital

The Qing walled city became the governmental centre of the new republic.

The same offices, telegraphs, roads and military facilities constructed under the Qing were repurposed.

It did not inherit stable command over all the people operating it.

Officials began leaving.

12. The Flag and the Tiger

The Republic of Formosa used a yellow-tiger flag.

The symbol attempted to make the emergency state visible.

Flags perform several functions:

  • identify authority;
  • communicate military alignment;
  • organise loyalty;
  • distinguish the new regime from both Qing and Japanese power;
  • signal statehood internationally.

The tiger could represent resistance.

It could not stop an army by itself.


13. The Search for Foreign Support

The Republic of Formosa hoped that foreign powers might oppose or complicate Japanese annexation.

None was prepared to fight Japan to preserve the emergency government in Taiwan.

The diplomatic failure was:

External actors intervene when value, interest, risk and capability align.

14. Japan Prepares the Takeover

Japan treated the acquisition of Taiwan as both strategic reward and imperial test.

The island offered:

  • territory near southern China;
  • access to maritime routes;
  • agricultural and mineral resources;
  • a base for further southern expansion;
  • proof that Japan had entered the ranks of colonial powers.

Japan appointed a Governor-General and organised military forces to take possession.

The transfer was therefore implemented through an armed colonial administration.


15. The Governor-General System

The Governor-General of Taiwan combined unusually broad powers.

The office was designed to manage a territory considered:

  • newly conquered;
  • resistant;
  • strategically important;
  • culturally and linguistically unfamiliar to Japanese administrators.

The early colonial structure concentrated:

  • military power;
  • executive authority;
  • policing;
  • regulation;
  • infrastructure policy;
  • economic administration.

16. The Landing at Aodi

Japanese forces landed at Aodi on Taiwan’s northeastern coast on 29 May 1895.

Taiwan’s Hakka cultural authorities identify the landing as the opening of the military takeover that soon moved toward Taipei before encountering stronger militia resistance farther south and west. (客家委員會客家文化發展中心)

The landing site offered access to the northern corridor.

The strategic sequence was:

The Japanese army did not initially attack Taiwan from the western side of the Taipei Basin.

It approached through the northeastern gateway.


17. Why the Northeast

The northeastern approach provided several advantages:

  • proximity to the Japanese home islands and Ryukyu route;
  • access to Keelung;
  • a pathway toward Taipei;
  • ability to establish a secure maritime supply base;
  • opportunity to seize the colonial capital quickly.

The objective was not merely territorial entry.

It was command decapitation.

Capturing Taipei would not end resistance.

It would give Japan the central infrastructure from which to suppress it.


18. Keelung Falls

Japanese forces advanced toward Keelung.

The northern defences did not produce a prolonged barrier comparable with the resistance later encountered in other regions.

Once Keelung was secured, the railway and road corridor toward Taipei became available.

This was precisely the corridor Liu Mingchuan had modernised for Qing defence.

The irony was severe:

Infrastructure possesses no political loyalty.

Control determines function.


19. The Collapse in Taipei

As Japanese forces approached, the Republic of Formosa’s Taipei government lost coherence.

Problems included:

  • uncertain military loyalty;
  • shortages of funds;
  • rumours;
  • fear;
  • elite flight;
  • weak coordination;
  • the departure of Tang Jingsong.

The emergency government had been proclaimed on 23 May.

Within weeks, its northern command structure collapsed.

The republic did not possess enough institutional depth to survive the loss of key leaders.


20. Tang Jingsong Leaves

Tang Jingsong departed Taiwan in early June.

His flight was devastating to the legitimacy of the Taipei government.

A president who leaves during the approach of an invading army communicates that the centre cannot hold.

21. Taipei’s Urban Elite

Parts of Taipei’s merchant and local elite sought to protect the city from disorder and destruction.

  • preserving property;
  • restoring market activity;
  • avoiding urban fighting;
  • negotiating with the incoming army.

This should not automatically be classified as ideological support for Japanese colonialism.

It may represent urban survival strategy.

A merchant whose warehouse, family and workers remained in Taipei faced a different decision from a militia leader defending a rural district.


22. Disorder before Occupation

The retreat or disintegration of military authority could produce:

  • looting;
  • unpaid troops;
  • violence;
  • destruction of records;
  • interruption of markets;
  • fear among residents.

The population therefore faced two dangers:

incoming colonial army
and
internal state collapse

Some local leaders viewed a rapid transfer of control as preferable to prolonged urban chaos.

This did not remove the coercive nature of annexation.

It explains why Taipei’s occupation differed from fighting elsewhere.


23. The Entry into Taipei

Japanese troops entered Taipei in June 1895 after the landing at Aodi and occupation of the northern corridor. Hakka historical sources summarise the Japanese advance as moving rapidly into Taipei before encountering major militia resistance in Taoyuan, Hsinchu and Miaoli. (客家委員會客家文化發展中心)

The city did not become the site of a long siege.

Its walls did not stop the takeover.

The late-Qing capital passed into Japanese hands largely intact enough to serve as an administrative headquarters.

The wall had failed its largest symbolic purpose.


24. Why Taipei Fell Quickly

Several factors explain the relatively rapid occupation.

Treaty abandonment

The Qing court had already renounced sovereignty.

Leadership collapse

The Republic of Formosa’s senior leadership left or fragmented.

Weak military cohesion

Forces in and around Taipei lacked unified command.

Japanese control of the northern approach

Aodi and Keelung provided an operational corridor.

Local concern over disorder

Urban elites sought to preserve property and public order.

Absence of external intervention

No foreign power came to the republic’s aid.

The result was not inevitable from the beginning.

It became highly probable once these conditions aligned.


25. The North Gate Transition

The surviving North Gate had been constructed to express Qing authority and regulate movement between the administrative city and Dadaocheng.

In 1895, it witnessed another transfer.

Resistance continued across the island.

27. The Yiwei War

The 1895 resistance is often called the Yiwei War, after the cyclical designation of the year.

  • local militias;
  • Hakka volunteer formations;
  • gentry-led units;
  • community defence organisations;
  • participants from multiple ethnic and regional backgrounds.

The resistance was locally strong but not centrally unified.


28. Why Hakka Resistance Was Strong

Hakka communities in northwestern Taiwan possessed traditions of:

  • village defence;
  • militia organisation;
  • collective worship;
  • regional solidarity;
  • mobilisation around Yimin institutions.

These networks could be converted into armed resistance.

Water, sanitation, electricity and medicine allowed
a larger and denser capital to survive.

Colonial schools created a technically capable population
whose knowledge later exceeded the political purpose

Material development does not remove the unequal
political structure of colonial rule.

The precise district-level distribution of service access,
labour burden, compensation and technical knowledge transfer.

the end of Japanese empire.
