The first two Civilisation Atlas articles established two foundations.
The first introduced the Atlas as a coordinate system for locating civilisation through:

The Chronological Capability Stages
This axis asks:
What class of operating capability has civilisation developed, stabilised and transmitted?
It does not ask whether a civilisation is rising or declining.
That belongs to the Lifecycle Axis.
It does not ask whether civilisation can survive away from its original planet.
That belongs to the Habitat Independence Axis.
The Chronological Capability Axis asks one narrower question:
WHAT CAN THIS CIVILISATIONRELIABLY DO?
Why Civilisation Needs Capability Stages
Civilisations are often grouped by dates or names:
- prehistoric;
- ancient;
- classical;
- medieval;
- early modern;
- industrial;
- modern;
- digital.
These labels are useful, but they do not always reveal what changed inside the operating system.
A date may tell us when an object appeared.
It does not necessarily tell us when the capability became:
- widespread;
- dependable;
- teachable;
- institutionalised;
- maintainable;
- and powerful enough to reshape ordinary life.
For example, the invention of writing does not instantly create a fully recorded civilisation.
Writing becomes civilisational when a wider system can support:
- scribes;
- archives;
- materials;
- standard symbols;
- administration;
- education;
- legal or commercial use;
- and transmission across generations.
Similarly, one steam engine does not create industrial civilisation.
One computer does not create network civilisation.
One spacecraft does not create multi-world civilisation.

A true stage transition occurs when a new capability changes the way large parts of civilisation operate.
A Stage Is Not a Trophy
The stages are not awards.
A later stage does not mean:

- more intelligent;
- or more deserving.
A later-stage civilisation may create harm at a much larger scale.
Its greater capability may support:
- improved health;
- stronger education;
- greater coordination;
- and wider opportunity.
The same capability may also support:
- surveillance;
- extraction;
- industrial warfare;
- environmental destruction;
- and concentrated control.
The stage identifies an expanded operating range.
It does not determine whether that range is used wisely.

Civilisation Stages Are Built Like Floors
The stage sequence should not be imagined as a row of abandoned rooms.
It is better understood as a building.

The upper floors depend on the lower floors.
A digital network still depends on:

- social trust;
- electricity;

An interplanetary settlement would still depend on:

- recorded knowledge;
- industrial systems;
- network coordination;
- and repair.
Later capabilities do not erase earlier ones.
They stack upon them.
This gives the Atlas a central law:
A civilisation may occupy a later stage while weakening the foundations required to keep that stage operating.
That is how a highly capable civilisation can enter drift or descent.
Foundation 0: Adaptive Human Worlds
The defining problem

Before cities, states or written archives, human groups had already developed the foundational operating capabilities of civilisation.
These included:

The dominant memory system

The new speed of civilisation
Stage 3 accelerates:

A civilisation can now move people, materials and information at previously impossible rates.

Regeneration is more than maintenance
Maintenance attempts to keep a system operating.
Regeneration restores the foundations the system consumes.

- educational capability is not merely tested but developed;
- trust is not merely used but renewed;
- institutions do not merely survive but correct their failures;
- and energy systems do not merely supply demand but preserve ecological viability.
Self-correction is more than criticism
A civilisation may identify problems without correcting them.
Self-correction requires:

Is Stage 5 guaranteed?
No.
Stage 4 may move towards:

The stage model is not a prophecy.
It is a corridor map.

Civilisation can establish and maintain significant off-world extensions.
However, those extensions may still depend heavily on the home world.

A civilisation might possess Stage 6 extension capability while remaining at:

Can a new generation learn to reproduce the capability?

Have other systems begun relying on it?
Test 7: Structural consequence
Has it changed how civilisation organises movement, memory, energy, authority or survival?
Only when these conditions become sufficiently strong should the Atlas declare a stage transition.
