When we think about civilisation, we often enter through a museum.
Inside the museum, we find:

The museum is essential.
Without it, civilisation loses its memory.
But the museum creates a particular way of seeing civilisation.
It can make civilisation appear static.

- increase production;

The Museum shows what civilisation accumulated. The Civilisation Atlas must also show how civilisation moved, what stage of operation it had reached, what problems it could solve and what it was still unable to control.
This produces a new question:
What stage of civilisation are we actually in?
Not how much energy can humanity theoretically capture.
Not whether humanity controls a planet, star or galaxy.
Not a Kardashev-style energy classification.
The more practical question is:
What can our civilisation currently sense, understand, coordinate, build, distribute, repair and preserve?
That is the beginning of the Civilisation Atlas.

Before building a stage model, an important boundary must be established.
A civilisation stage is not a ranking of:

A technologically complex society can be morally destructive.
A small-scale society can possess sophisticated ecological, social and cultural knowledge.
An industrial society can lose capabilities that earlier communities understood well.
A civilisation can advance in one domain and regress in another.
The Civilisation Atlas therefore does not say:

Stage 3: Industrial and Mass-Institution Civilisation
The central problem
How can civilisation greatly increase production,movement and capability across an entire population?
The Industrial Revolution transformed production by shifting economies towards mechanised manufacturing and heavy industry. It also produced serious health, safety and environmental costs before institutions and regulations began responding to those harms.

- and technical systems.
Civilisation can now redesign the environment on a massive scale.
Stage 4: Planetary Network Civilisation
The central problem
How can a civilisation operate when its information,economy, technology, risks and dependencies have become planetary?
Stage 4 emerges when civilisation becomes connected across the planet in near-real time.
Its systems include:
- global supply chains;
- satellites;
- international finance;
- digital communication;
- global science;
- aviation;
- container shipping;
- multinational institutions;
- real-time media;
- cloud computing;
- and artificial intelligence.
In 2025, an estimated 74 per cent of the world’s population was online, representing about six billion people, although 2.2 billion people remained offline.
Global electricity access reached approximately 92 per cent in 2024, while around 655 million people still lacked access.
More than 86 per cent of the global population can read and write, yet UNESCO reports that at least 739 million adults still lack basic literacy skills.
These figures reveal the true character of Stage 4:
Humanity possesses planetary reach without universal access to the foundations of that reach.

A local environmental action can contribute to planetary consequences.

The United Nations’ 2025 assessment found that only 35 per cent of Sustainable Development Goal targets were on track or making moderate progress, while many others showed slow progress, stagnation or reversal.
The IPCC has concluded that climate-related risks and adverse impacts increase with every additional increment of warming, demonstrating that planetary consequences are already interacting with social and economic systems.
Stage 4 can see many of its dangers.
It cannot yet reliably coordinate sufficient repair.
Are We Currently a Stage 4 Civilisation?
The most defensible answer is:
Humanity is an incomplete and uneven Stage 4 civilisation.
Our information, trade, finance, technology and environmental consequences have become planetary.

Education is one of the main mechanisms that determines whether a civilisational capability remains concentrated or becomes widely usable.
A Stage 4 civilisation requires people who can:

- use technology;
- detect manipulation;
- reason about long-term effects;
- and revise beliefs when evidence changes.
A Stage 5 civilisation would require even more.

Is Stage 5 guaranteed?
