A Clementi household notices a damaged walkway, a changing school route and an older relative struggling with a lift. These concerns may share a neighbourhood but have different owners and solutions. This guide helps residents decide what to do, who can help and how to follow up.
Prepared for 31 October 2026. Examples are illustrative, not claims that a named block currently has an unresolved defect. For a fire or medical emergency call 995; for urgent Police assistance call 999.
Quick answer: protect people and identify the owner
Avoid immediate hazards including moving floodwater, dangerous road traffic, fire and exposed electrical equipment. When safe, record the exact location, date, observed condition and impact.
Use OneService for many non-urgent municipal problems. HDB’s responsibilities guide distinguishes common property from private flat maintenance.
What Clementi residents should understand
Clementi includes Clementi Central, West Coast and surrounding residential precincts. Bus-interchange works, MRT crowding and future rail plans need dated checks. A proposed connection is not an operating service.
A plan, a construction site and a completed operating facility are different stages. Check current notices before choosing a school, care or shopping route.
For a child, one unsafe crossing may be the weak link; for a senior it may be a lift, kerb or high step. Assess the whole journey.
Who should residents contact?
- Common lift or corridor: the relevant Town Council.
- Flat-internal leak: HDB home care and qualified assessment.
- Public-road path: relevant road authority; OneService notes LTA 1800-225-5582 for immediate public-road footpath hazards.
- Floodwater: seek safety and follow PUB.
- Mosquito breeding: NEA and appropriate municipal reporting.
- Neighbour conflict: safe discussion or CMC.
- Caregiving and hardship: AIC or ComCare.
School routes: check the real journey
A commute includes the home lift, sheltered path, crossing, transport and final walk. One unsafe link can disrupt the whole journey.
Practise the route with children at the normal travel time. Look for poor visibility, temporary hoardings, slippery surfaces and inadequate lighting. Avoid shortcuts through active works.
A report should identify the exact hazard and how it affects users, rather than alleging the whole estate is unsafe.
Plan with transport that operates today, not a future station or unconfirmed opening.
Lifts, seniors and step-free access
A lift fault can prevent a senior from reaching a clinic. Report the block, lift ID, fault time and functional impact.
If someone is trapped, use the lift emergency intercom and follow qualified instructions; never force open doors. Keep a case reference for repeated faults.
Inside the flat, HDB EASE may offer subsidised senior-friendly fittings to eligible households, subject to scheme and technical conditions.
For personal care, contact AIC. A home modification cannot repair a common lift.
Ceiling leaks and concrete defects
A ceiling stain does not prove the upstairs neighbour caused the leak. Water may originate from waterproofing, private plumbing or common property.
Document the condition and consult HDB’s Home Care Guide. A qualified inspection may be necessary before repair costs are assigned.
Keep people away from falling concrete or wet electrical fittings. Do not scrape loose material or touch wet electrical equipment.
Cosmetic repainting does not fix continuing water ingress; establish and repair the source.
Rain, dengue and outdoor safety
A puddle, blocked drain and active flood are different conditions. PUB advises avoiding flooded areas and seeking higher ground.
For minor recurring ponding, report the exact location when safe. Remove standing water from accessible containers and follow NEA dengue guidance.
Read cluster information with its date and precise locality. An undated screenshot is not a current town-wide warning.
Before a park outing, check the actual path, weather, steps, shade, toilets and return route.
Noise, shared corridors and neighbour disputes
A bicycle, shoe rack or cabinet in a common corridor can obstruct a wheelchair, stroller or emergency responder. Report the specific obstruction without damaging another resident’s property.
For ordinary noise, a calm specific conversation may help if safe. Keep dated observations without publicly identifying neighbours.
The Community Mediation Centre can assist with suitable disputes. It does not replace urgent Police help or an engineering inspection.
A strong report separates observed conditions from claims about another person’s motives.
Scams and fake estate charges
An unexpected message may contain a real Clementi block number or project name. Local detail does not authenticate the sender.
Do not click suspicious payment links or disclose OTPs, Singpass credentials or banking passwords. Verify independently using official contacts.
For suspicious communications, contact ScamShield on 1799. If money was transferred, contact the bank immediately and make an appropriate Police report.
Worked example: three separate solutions
Imagine a fictional Clementi family with a child and grandparent. A works diversion affects the school route, the bathroom ceiling is damp and an unexpected payment demand arrives.
The family checks the signed diversion and reports a specific hazard. It documents the leak and arranges an inspection. It refuses the payment and verifies the sender independently.
If the grandparent also needs mobility support, the family considers EASE and AIC separately. Each problem has its own responsible organisation.
Seven-day household plan
- Save emergency contacts and the correct Town Council number.
- Record non-urgent hazards with dates and exact locations.
- Walk the actual school or care route.
- Check current weather and site notices.
- Submit separate cases for separate faults.
- Review senior safety and care needs.
- Follow up to verify that hazards are resolved.
Frequently asked questions
Does the Town Council fix everything?
No. Common HDB property, private flat interiors, roads and parks can have different owners.
Can OneService handle an emergency?
No. Use 995 for urgent fire or medical help and 999 for urgent Police assistance.
Does a ceiling leak prove my neighbour is responsible?
No. The source must be established through an appropriate inspection.
Is a planned 2027 facility already open?
Not necessarily. Verify official opening and operating information.
What if the case is closed but the hazard remains?
Keep the reference number, document the current condition and request follow-up.
Should I pay an unexpected repair fee?
Not without independent verification. ScamShield 1799 can help check suspicious contact.

- How Singapore Town Councils work
The purpose is not to make Clementi residents worry about every possible fault. It is to make the first informed action easier: protect people, describe the evidence, contact the right organisation and verify the result.
