Did you know that a family living just a few hundred metres from St Margaret’s School (Primary) will no longer have an extra Phase 2C distance advantage over another eligible family living 1.8 km away in the new 2027 Primary 1 registration system? The reason is that St Margaret’s School (Primary) at Sophia Road is one of 12 schools named for MOE’s two-track Phase 2C approach, beginning with the 2027 registration exercise for children entering Primary 1 in 2028.
For families around Dhoby Ghaut, Sophia Road, Selegie, Mount Sophia and the surrounding central neighbourhoods, this announcement changes how an application is allocated—but it does not change a school’s location, create an HDB-only reserved pool or promise a place to every girl who applies. It also comes after the school returned to its redeveloped Sophia Road home in 2025, so parents researching a registration distance must be careful not to rely on an older campus address from the holding-site years.
This is the useful 2026-to-2027 guide: the exact school to select in the P1 portal, what the two Phase 2C tracks mean, the significance of the school’s address, how its communication and reading programmes relate to school fit, and what parents should prepare before the actual 2027 application dates are announced.
Last checked: 25 October 2026. The Ministry of Education announced the new framework on 10 September and confirmed on 7 October that it would begin in 2027 without a transition period. The changes apply to the 2028 P1 entering cohort—not to children already registered in 2026 for P1 in 2027.

What is confirmed for St Margaret’s Primary in 2027?
- School: St Margaret’s School (Primary), a longstanding girls’ primary school at 136 Sophia Road, Singapore 228197.
- Two-track status: among the 12 named schools for the new 2027 Phase 2C two-track system.
- Who uses the system: eligible children applying during Phase 2C in the 2027 P1 Registration Exercise, for the 2028 P1 school year.
- Nearby track: children whose registered homes are within 2 km of the school.
- Farther track: children whose registered homes are more than 2 km from the school.
- Split: the places to be allocated at Phase 2C are divided equally between the two tracks, subject to MOE’s detailed handling of unused places and citizenship priority.
- Fine-distance priority: a child 500 metres away is not ranked ahead of one 1.5 km away merely by distance when both are in the same nearby track.
- Nationwide change: most schools set aside at least 60 Phase 2C places instead of 40; smaller-intake schools with fewer than 180 P1 places retain 40 reserved places.
- Other phases remain: Phases 1, 2A and 2B have their own eligibility conditions; this is not one universal ballot for all children.
Why is this significant? MOE selected the 12 schools partly because public housing accounts for less than 40% of residences within 2 km. Its stated purpose is broader access and greater social mixing. But the special rule uses registered distance tracks, not a flat-type test. A girl living in an HDB flat does not automatically jump ahead of everyone else, and a girl living in a condominium is not excluded.
The 2027 two-track Phase 2C rule, step by step
Step 1 — identify your child’s actual registration year
A common mistake is to read “2027 P1” as though the exercise takes place when a child begins school. In Singapore, families ordinarily register a child in the previous year. The 2026 exercise covered P1 entry in 2027. The 2027 exercise covers P1 entry in 2028, using the revised framework.
MOE normally runs Singapore Citizen and Permanent Resident P1 registration online in phases from June through August. Those are general arrangements, not the exact confirmed days for 2027. Check the new year’s actual phase calendar and eligibility records when MOE publishes them.
Step 2 — confirm the eligible phase before considering Phase 2C
The P1 system is staged. Phase 1 covers an eligible sibling already studying at the school. Phase 2A covers specified family, alumni, staff or MOE Kindergarten connections where the published criteria apply. Phase 2B covers qualifying volunteer, church/clan or community connections. Phase 2C is open to children who have not secured a place, including children who have no prior ties to a particular school.
Parents should not assume the new distance tracks erase alumni links or other legitimate earlier-phase qualifications. They change how Phase 2C places are distributed at these 12 schools. Check every eligibility condition in the live MOE portal and avoid using an outdated application flow from an earlier year.
Step 3 — use the approved home–school distance method
At St Margaret’s, Phase 2C applicants are divided into within 2 km and beyond 2 km. The official home–school distance measurement is not a parent’s estimate of how many minutes it takes to walk, nor simply the route drawn by a phone navigation app. Families should follow MOE’s approved address determination and use its registration services to confirm the proper category.
Two nearby households may be in the same track even if the first is much closer to Sophia Road. Conversely, a family living on the other side of a busy road may be very near in distance terms but have a difficult daily walk. The admission category and the child’s eventual journey are separate questions.
Step 4 — understand citizenship, vacancies and ballots
Singapore Citizen applicants continue to have priority over Permanent Residents. Where eligible applicants in a track outnumber available places, balloting may be needed under MOE’s actual allocation rules. An unused place in one track can also be handled under the published inter-track provisions; don’t assume every school finishes the exercise with precisely 30 admissions in each track regardless of demand.
A school having 60 reserved Phase 2C places is not the same as saying it will have exactly 60 Phase 2C places in the final exercise. Unfilled places from earlier phases may also be available. The correct 2027 number is the vacancy count actually published by MOE during that exercise.
Do not use the former holding address to plan P1 distance
St Margaret’s School (Primary) operates at 136 Sophia Road, Singapore 228197, near Dhoby Ghaut and Little India MRT. This is the address on its official contact page, updated in September 2026. The school has a long history of campus improvements and temporary moves.
The school went to a holding campus at Mattar Road in 2020 during upgrading, and returned to its Sophia Road site for the 2025 school year. Older articles, forms and cached search results can still carry the earlier Mattar Road address or refer to Wilkie Road. Those historical addresses do not mean the school is still holding classes there in October 2026.
Did you know the school’s own historical overview traces its beginnings to 1842? A school can retain a heritage identity through different campuses, but the address parents need for an actual 2027 admission calculation is the one MOE officially uses for that exercise. Do not extrapolate from a 2021 letterhead.
Safety is a separate question from eligibility
The school’s official traffic-management page includes walking-route videos from Dhoby Ghaut MRT, Little India MRT and nearby access points. It also sets out different gate and arrival/dismissal arrangements. Families should use the actual 2027 school notices to confirm how their daughter would travel and where she would meet a caregiver.
Central-city school routes can involve busy crossings, slopes and vehicle congestion. A trip that seems short on a map may involve a more complicated pedestrian route. Practise at a realistic weekday time, consider rain and after-school activities, and give safety priority over shaving two minutes off the journey.
What education does St Margaret’s Primary actually offer?
The admission policy does not tell a family whether the learning environment is suitable. St Margaret’s Primary has its own Applied Learning Programme focused on communication, developing pupils’ physical, linguistic, cognitive and social-emotional communication skills. Its current school information also describes a Learning for Life Programme, co-curricular experiences, arts, sports and student wellbeing opportunities.
The school’s English Language department describes English Reimagined, with theatre exposure, extensive reading, real-world learning journeys and opportunities to communicate confidently and empathetically. These existing programmes are important when comparing school fit, but they are not a special Phase 2C reward or evidence that a pupil will receive a guaranteed examination advantage.
An English example: confidence must be supported by evidence
Imagine two girls reading a story in which a character refuses to share a prize. One says the character is selfish; another says she wanted to protect something important. Both interpretations might sound convincing. A deeper reader asks: which sentence supports either view? Are we confusing what the narrator says with the character’s actual intention?
The pupil can write a short paragraph that states the interpretation, quotes or describes a precise detail and explains why it matters. Then she listens to another view and revises if necessary. That is more useful than collecting impressive words without understanding the story.
A Mathematics example: the denominator matters
Two classes collect paper for recycling: Class A gathers 12 kg with 20 pupils; Class B gathers 15 kg with 30 pupils. Class B collects more in total, but Class A collects more per pupil: 12 ÷ 20 = 0.6 kg each compared with 15 ÷ 30 = 0.5 kg each. Neither statement is wrong. They answer different questions.
This is also a good lesson in how to interpret registration statistics: a number of applicants or vacant places only has meaning with its correct denominator, phase and year. A 2026 ballot result cannot be transplanted wholesale into the revised 2027 scheme.
Worked family example: two homes, one track
Illustrative example—not real St Margaret’s vacancies. Imagine that after earlier phases a designated school has 70 Phase 2C places, with 35 allocated initially to each distance track. Parent A lives 0.8 km from the school and Parent B lives 1.7 km away. Both belong to the within-2-km track. The fact that A lives closer does not give A an extra distance preference inside the track.
Parent C lives 3.5 km away and belongs to the farther track. C’s child now has access to that track, but the family must consider the actual journey. If either track receives more eligible Singapore Citizen applications than available places, MOE’s ballot and allocation procedures govern the outcome.
No one can honestly tell these three families their personal admission odds from a hypothetical table. Actual vacancies, other applicants, citizenship and the precise published rules determine the result. A realistic school shortlist needs more than one desirable name.
What parents can do now, before the 2027 exercise
- Put the year on your calendar: 2027 registration is for a child starting P1 in 2028.
- Confirm the school: St Margaret’s School (Primary) at Sophia Road, not St Margaret’s School (Secondary). They are separate school institutions.
- Check the child’s phase: siblings, relevant connections and Phase 2C have distinct published requirements.
- Use the official address and distance: 136 Sophia Road is the present primary campus; do not use an old Mattar Road holding-site map.
- Understand the two tracks: children within 2 km compete in the nearby track and those beyond 2 km in the farther track, subject to MOE rules.
- Check the actual 2027 places: final vacancies are published during the registration exercise, not known from old anecdotes.
- Compare programmes: reading, ALP communication, arts and support systems are part of school fit.
- Try the journey: use the school’s official walking-route videos and confirm the correct gate and after-school arrangements.
- Maintain alternatives: a ballot is not a plan to guarantee a place, and the child’s daily wellbeing matters whichever school is chosen.
Frequently asked questions
Is St Margaret’s Primary on the list of 12 two-track schools?
Yes. It is one of the 12 schools covered from the 2027 P1 registration exercise.
Is the 2027 rule for girls starting P1 in January 2027?
No. The rule begins with registration in 2027 for children entering Primary 1 in 2028. The earlier cohort’s registration occurred in 2026.
Does within 1 km have an extra Phase 2C advantage at St Margaret’s?
Not within the new nearby Phase 2C track, where all eligible homes no more than 2 km away are grouped without further distance ranking.
Can a family farther than 2 km apply?
Yes, subject to Phase 2C eligibility and MOE’s actual allocation, citizenship and balloting rules. No individual place is guaranteed.
Has St Margaret’s Primary moved back from Mattar Road?
Yes. The school returned to its Sophia Road campus for 2025. Its current official address is 136 Sophia Road, Singapore 228197.
Is there a special priority for HDB residents?
No HDB-only admission quota is created by the two-track rule. The policy selects schools partly by their surrounding housing profile; the applicant’s registered distance track and normal MOE rules determine allocation.
Does a parent need to purchase a home near the school?
Purchasing a home is not an admission guarantee. Families should consider eligibility, the official distance category, actual places, costs and their child’s wellbeing before making decisions.
