How Saudi Arabia Got So Rich | From Oil to Industrial Cities, Investment and Abundance

How Saudi Arabia got so rich begins with the extraordinary earning power of oil, but its development story also includes industrial cities, public infrastructure, professional skills and investment. Saudi Arabia(沙特阿拉伯), in West Asia, built an economy around connecting a major natural resource to international customers and using the resulting income to expand national capabilities.

To understand why Saudi Arabia is rich and how the Saudi economy developed, follow the path from trade and pilgrimage routes to the 1938 commercial oil breakthrough, industrial development and today’s diversification efforts. The useful question is how petroleum earnings became systems that people can operate, businesses can use and future generations can build upon.

Did you know? An oil well, a water-treatment plant and a vocational classroom belong in the same wealth story. One earns income; the others help turn income into the capacity to live and work.

“Rich” here describes national earning power and developed assets. It does not imply that every household is wealthy, that government spending has no limits, or that every announced project is already successful.

Saudi Arabia’s earlier economic history includes agriculture, local markets, overland movement and maritime trade. Communities organised work and exchange long before the modern oil industry.

UNESCO’s account of Historic Jeddah describes a Red Sea port connected to Indian Ocean trade and to pilgrims travelling to Makkah. Its buildings preserve evidence of those commercial and cultural connections.

Pilgrimage has a religious purpose. The practical task of receiving travellers also involves transport, accommodation, food, water and services. Keeping those two dimensions distinct helps explain the city respectfully.

A trading place needs more than a convenient shoreline. Goods and people need routes, arrangements and dependable services. Merchants need information about what buyers want and how deliveries can reach them.

This is an older foundation for the modern story: economic value grows through connections. Petroleum dramatically increased earning power, but it did not introduce the idea of exchange to an empty landscape.

The discovery opened access to a valuable resource. Developing an export industry required much more: wells, processing, transport, terminals, commercial relationships and trained workers.

Imagine finding a valuable material beneath a workshop. Its existence is an advantage, but income depends on being able to recover it safely, prepare it and deliver it to someone who will pay.

Saudi Arabia’s petroleum industry operated at a scale that made international demand especially important. Overseas customers connected national production to industrial activity elsewhere.

The most useful answer to “Did oil make Saudi Arabia rich?” is therefore yes, with a second sentence: an organised industry made the oil commercially usable.

Stage 2: Ownership Shaped How the Resource Connected to the State

The ownership story matters as well as the discovery. Aramco’s historical record states that Saudi government participation rose from 25% in 1973 to 60% in 1974 and 100% in 1980. These are historical milestones, not a description of the company’s current shareholder structure.

Ownership helps determine who receives returns and who makes major decisions. Government finances also depend on the wider arrangements through which an industry contributes public revenue.

That connection creates opportunities to fund national priorities, alongside responsibilities to manage them carefully. Resource income can be spent, saved or invested; each choice has different consequences over time.

A useful distinction is between an asset and an annual receipt. An oilfield is a productive resource. This year’s income is a flow. Spending that flow does not automatically create an equally valuable replacement asset.

This is why the story of becoming rich needs a story of retaining capability. Income can support a lasting improvement, but the result depends on what is built and how well it works.

The Royal Commission for Jubail and Yanbu was established in 1975. Its role in developing industrial cities made coordinated infrastructure part of the country’s economic strategy.

The commission’s institutional history describes the effort to use associated gas from oil production rather than waste it through flaring. This helped underpin the industrial-city approach.

The economic principle is to make more useful things from available inputs. An energy resource can serve industrial processes; those processes can supply materials to other manufacturers.

Factories also need a place to function. Power, water, roads, port access, waste handling, housing and administration must fit together. A plot of land and a large building are only part of the requirement.

These effects are easiest to understand through an ordinary business. A fictional bakery needs ingredients, water, power, trained staff, a way to receive payments and customers who can reach it.

An economy becomes more capable when such needs can be met reliably. The bakery does not have to build an entire transport or electricity system before it can sell bread.

There is also a continuing bill. Roads need repairs, equipment needs replacement and public services need staff. The economic value of infrastructure depends on maintenance and operations throughout its life.

In a dry country, dependable water supplies are a major development task. Homes, hospitals, hotels and industrial activities all need water systems that work.

Desalination(海水淡化)removes salt from water. The official AlKhafji project account gives an example of Saudi investment in turning seawater into a usable supply.

This capability helps explain how engineering can relieve a natural constraint. It also creates responsibilities: energy use, water quality, distribution, maintenance and environmental effects need attention.

A visitor may notice a landscaped garden or a comfortable room. Behind the experience is a less visible network that brings water to the right place and handles it after use.

Abundance is therefore partly the capacity to solve everyday physical problems. A valuable export becomes more meaningful when its earnings support dependable essentials.

Saudi Arabia’s Human Capability Development Program plan treats learning as a journey from childhood through higher education, vocational preparation and ongoing skill development.

That is a planning framework rather than proof of every individual outcome. Its relevance to the wealth story is the connection between investment and the people able to use it.

Consider a fictional maintenance trainee. Learning how to diagnose a fault, document a repair and follow safety procedures can protect the usefulness of expensive equipment. The skill may also transfer to other workplaces.

Teachers, technicians, healthcare staff, service workers and managers contribute through different forms of knowledge. A country builds a stronger economy when those capabilities can develop and find productive uses.

Those are related goals, but a project must still be assessed. A useful service, a profitable enterprise and an attractive-looking development are not interchangeable descriptions.

For a fictional new logistics business, the questions would include whether customers need its service, whether it can compete and whether its costs leave room for a return. The size of the initial investment does not answer those questions.

The durable opportunity is to build assets and enterprises that remain useful after the money has been spent. That requires good selection, execution, governance and the willingness to learn from results.

The distinction matters: changing what the economy produces and changing what funds that production are connected tasks. Durable diversification develops businesses with useful products and a broad customer base.

The Continuing Challenge: Public Finances and Resilience

A powerful export industry does not remove uncertainty. Prices, global demand, transport interruptions and regional security can change the conditions in which an economy operates.

The IMF’s July 2026 assessment recognised resilience while describing disruption from the regional war. It noted that rerouting oil through the East–West pipeline to Red Sea ports helped limit delivery losses. It also stressed the importance of fiscal management and continued diversification. This is a dated assessment, rather than a claim about every subsequent development.

For this wealth story, the practical lesson is that alternative routes and financial buffers have value. They give a system more room to respond when a normal connection is interrupted.

Public commitments also need continuing funding. A government must consider revenue, borrowing and operating costs alongside the benefits of investment.

It is possible to have significant assets and still face difficult budget choices. A careful account of abundance includes obligations as well as opportunities.
