How Singapore connects is not only about finishing secondary school.

The system also has to connect one set of examination results to thousands of possible next steps.

Did you know that the Joint Admissions Exercise, or JAE, is really a national matching system?

A student has O-Level results.

Those results create aggregate scores and course eligibility.

Form A shows eligible choices.

MOE’s current 2026 JAE Internet System guide describes the Joint Admissions Exercise as the annual process allowing eligible Singapore-Cambridge GCE O-Level certificate holders to apply for courses offered by junior colleges, Millennia Institute, polytechnics and ITE.

The exercise converts national examination results into post-secondary placement.

The Aggregates Translate Subjects into Admission Metrics

For the current JAE framework, including the 2027 JC intake, JC admission uses L1R5. From the 2028 intake, JC admission shifts to L1R4 under the new Post-Secondary Admissions Exercise (PSE). Check the rules for your intake rather than comparing aggregates across the two systems.

MI uses L1R4.

Polytechnic courses use ELR2B2 aggregate types.

ITE routes can use relevant aggregate structures according to the course.

MOE’s 2026 Committee of Supply announcement says a new Post-Secondary Admissions Exercise, or PSE, will replace the current admission exercises for JC, MI, polytechnics and ITE from 2028.

The change follows the first SEC graduating cohort in 2027.


The 2028 PSE Will Use SEC Results

Students graduating under the common SEC will be able to apply for different post-secondary pathways in one coordinated exercise after receiving results in January 2028.


The New PSE Introduces Choice Order as a Tie-Breaker

MOE announced the following tie-breaker sequence for the future PSE when applicants have the same net aggregate score:

  • citizenship;
  • choice order;
  • gross aggregate score; and
  • computerised balloting.
