Quick answer: An international student who wants to study at a Singapore junior college (JC) should contact the individual college directly and check its international-student admission route. International admission is not a guaranteed extension of the AEIS process. AEIS and S-AEIS primarily cover admission to designated primary and secondary levels; entry to a JC Senior High programme follows the college’s own eligibility, assessment, vacancy and application arrangements. Some colleges conduct a qualifying test such as the Junior College Principals Academy Certification Test (J-PACT); others describe a direct application and assessment process.
Admission is subject to more than a good examination result. A college must have a vacancy, the student must meet its published academic and subject requirements, and the student must obtain the appropriate Student’s Pass from the Immigration & Checkpoints Authority (ICA), where required. An application, test registration or interview invitation is not a confirmed offer. The family should keep the school and immigration processes separate and follow both.
This guide reflects the information available on official college and ICA pages as at 7 November 2026. There is no single national JC international-student deadline that can safely be copied across every college and intake year.

1. AEIS is not a direct JC admission exercise
The Admissions Exercise for International Students (AEIS) and Supplementary AEIS are used for admission to specified primary and secondary school levels. They are not a universal examination through which an international student automatically enters JC1. For a JC Senior High place, check the senior-high admission information of the college itself.
National Junior College (NJC), for example, separates its international admissions information into Junior High and Senior High. It states that international applicants to Senior High may apply directly to the college during its stated application period, with admission subject to the college’s criteria and available vacancies. The school describes AEIS/S-AEIS for its Junior High route, not as the Senior High route. See NJC’s official international-student admissions page.
This distinction prevents families from preparing for the wrong examination. A student may be familiar with the AEIS English and Mathematics test but still need to meet a JC’s own A-Level subject prerequisites, assessment format or language conditions. Ask the college what it accepts as evidence of readiness for the intended JC1 course.
2. How direct applications to JC Senior High work
There is no single national form that guarantees a place at every JC. Each institution decides whether it can consider international students, when it accepts applications, what documents it needs and whether there are vacancies after the main local posting exercise. The applicant should check the official admissions page and then write to the college’s admissions contact if any point is unclear.
ASRJC currently states that it considers international-student applications after the January 2027 JAE exercise, and only if vacancies remain. It requires applicants to sit and pass the J-PACT conducted by Principals Academy Inc. Its page says applications for the 2027 intake open on 21 December 2026 and close on 8 January 2027. These dates are specific to ASRJC and the 2027 intake; they must not be treated as a national deadline. See ASRJC’s official 2027 international-student guidance.
NJC’s current page describes a direct Senior High application period from October to December. Temasek JC’s page describes a separate 2027 returning-Singaporean and international-student application window that ran from 9 July to 16 October 2026. The latter window has already passed as at this article date. These examples show why families must read the year and applicant category carefully.
Not every JC will have vacancies after local admission. Some colleges may not accept external international applications for a particular intake, and some may accept only applicants who meet a specific previous examination standard. Do not pay an intermediary who promises a school place without written confirmation from the college.
3. What is J-PACT and who needs to take it?
The Junior College Principals Academy Certification Test is a test used by certain colleges in their international-student admission process. ASRJC explicitly requires international applicants to sit and pass J-PACT under its published 2027 intake process. The precise test content, registration, fees, dates and result validity should be confirmed from the official J-PACT provider and the college.
J-PACT is not the same as SEAB’s national A-Level examination and should not be described as a national JC entrance examination for every institution. A different college may specify its own assessment, interview, academic-document review or other route. A student should not book a test until the receiving JC confirms that the test is relevant to the intended application.
Ask the college whether the assessment examines English, Mathematics, subject knowledge or other areas, whether the student must bring particular documents and how results are used. Avoid relying on a test-preparation advert that claims to know an unpublished cut-off or guarantees admission.
4. Academic eligibility: the student’s previous qualification matters
A JC teaches a demanding pre-university curriculum. The school needs to determine whether the applicant’s prior qualification provides sufficient preparation for the proposed A-Level subjects. The relevant documents may include school transcripts, examination certificates, subject grades, course descriptions and proof of the date the qualification was completed.
A student who wants H2 Mathematics may need to show an appropriate Mathematics and Additional Mathematics foundation. A student requesting H2 Chemistry, Biology or Physics may need to demonstrate prior knowledge consistent with the school’s subject-selection rules. These requirements are not identical across every school or subject, so do not assume that meeting the overall admission standard guarantees access to every H2 subject.
International qualifications are not interchangeable simply because they use the words “Grade 10”, “IGCSE”, “O-Level” or “Secondary 4”. The school needs to understand which subjects were studied, at what level, which examination authority awarded the result and whether the qualification matches its entry expectations. Provide accurate records rather than a self-made equivalence table.
For the first SEC cohort, Singapore’s local JC admission framework changes from 2028. International students should not assume that the new SEC G3 L1R4 formula automatically governs every overseas qualification. The receiving school and MOE must clarify the applicable route for that applicant. The 2028 JC eligibility guide explains the domestic SEC transition, but an international applicant must confirm how their own certificate is assessed.
5. The Student’s Pass is a separate immigration process
An international student who is accepted into a full-time course at an eligible Singapore school generally needs the appropriate immigration permission. ICA explains the Student’s Pass application process, including the institution’s role and the documents required. Some applicants may hold a different immigration status; therefore the family should confirm whether a Student’s Pass is required in the individual’s circumstances.
Do not book non-refundable travel or make arrangements to remain in Singapore on the assumption that a Student’s Pass will be issued automatically once a JC sends an application acknowledgement. ICA makes the immigration decision. The college’s offer and the pass application are separate steps, and the school may provide instructions about the timing of the application.
See ICA’s official Student’s Pass application information. Read current requirements for passport validity, application details, supporting documents, medical requirements where applicable and fees. Do not share login credentials or sensitive documents with an unofficial agent.
6. Important dates: examples are school-specific
| College example | Published position for 2027 intake | How to use this information |
|---|---|---|
| ASRJC | Applications stated to open 21 Dec 2026 and close 8 Jan 2027; J-PACT required | Specific to ASRJC, not a national calendar |
| NJC | Direct Senior High application period described as October–December | Check current vacancy and intake notice |
| Temasek JC | 2027 RS/IS application period listed as 9 Jul–16 Oct 2026 | Window had closed by 7 Nov 2026 |
Dates above come from the schools’ official information available at the time of writing. A deadline may change, and a vacancy may close earlier if the published process permits it. Students should contact the school as soon as they know which intake they are targeting, particularly if they need to arrange a test, certified transcripts or immigration documents.
For an intake after 2027, do not assume the same opening and closing dates apply. A 2028 entry applicant needs to check the college’s latest page and any new SEC/PSE rules relevant to their qualification. A historical notice is not a current application form.
7. Budget and practical planning
International-student tuition fees differ from the fees paid by Singapore Citizens and may change by citizenship category and year. Additional costs can include school miscellaneous fees, examination charges, uniforms, textbooks, transport, meals, devices and the Student’s Pass application. Some financial assistance programmes are restricted by citizenship or other criteria, so do not budget on the assumption that an international applicant will receive the same FAS support as a Singapore Citizen.
The family should ask the college for the current fee schedule and payment dates, refund conditions, expected school materials and whether any deposit is required. It should also consider housing and guardian arrangements, travel home during school holidays and the time needed to settle into Singapore. The cost of three years at a centralised institute and two years at a JC can differ in total because the study periods are not equal.
A good academic fit is important, but the student also needs a realistic living arrangement. Long travel from accommodation, unfamiliarity with local assessment expectations and a high subject workload can make a transition harder. Ask what orientation, counselling and academic support are available to new international students.
8. Questions to ask the JC before applying
- Does the college accept international applicants for the exact 2027 or 2028 intake?
- Is there a vacancy, and when does the school stop accepting applications?
- Which prior qualifications and subject grades are accepted?
- Is J-PACT required, or does the school use another assessment?
- Are there interviews, subject tests or English-language requirements?
- Can the student take the desired H1/H2 combination, and are there additional prerequisites?
- What are the full fees and payment/refund conditions for this applicant’s citizenship status?
- Does the applicant need a Student’s Pass, and when should the ICA process begin?
- What documents must be certified or translated?
- What support is available for orientation, subject bridging and student wellbeing?
9. Frequently asked questions
Can I use AEIS to enter JC1?
AEIS/S-AEIS are not a universal direct admission route to JC Senior High. Check the college’s international Senior High admission process.
Does every JC require J-PACT?
No. ASRJC lists J-PACT for its 2027 international-student application. Other colleges may use a different process or have no vacancy.
Can an international student apply before the local JAE results?
The timing varies by school and intake. ASRJC’s 2027 page states it considers international applicants after JAE if vacancies remain, while other schools publish different windows.
Is a Student’s Pass guaranteed after a JC offer?
No. Immigration permission is a separate ICA process. Follow the school’s and ICA’s current instructions.
Can an international applicant choose any H2 subject?
No. The college must offer the subject and decide whether the applicant meets its subject-entry conditions and timetable requirements.
Can I apply directly to Millennia Institute?
MI has its own admissions information. Check its current applicant category, course availability and subject combinations directly with Millennia Institute.
