How Singapore Education Works | University Student’s Pass 2027: ICA Application, Visa Fees, Medical Checks and Part-Time Work Rules

Singapore university Student’s Pass 2027: foreign students accepted into eligible full-time university courses ordinarily apply through ICA two to three months before their course begins. The current government fees are S$45 processing and S$60 issuance, with S$30 more for an applicable Multiple Journey Visa.

An IPA is not the issued pass. Eligible full-time students may have a 16-hour-per-week work exemption during term under specific MOM rules, but not all students or internships qualify. This guide keeps university admission, immigration approval, course registration and employment permissions separate.

Singapore university Student’s Pass 2027: the answer in one minute

Most foreign students accepted into an approved full-time course at a Singapore university must apply for a Student’s Pass (STP) unless they hold a valid recognised exemption or qualifying pass. The Immigration & Checkpoints Authority (ICA), not the university, issues the pass. An admission offer, In-Principle Approval (IPA) letter and final digital Student’s Pass are three different stages.

ICA advises university applicants to apply two to three months before the full-time course begins. The published processing fee is S$45, and completing issuance generally involves an additional S$60, plus S$30 for a Multiple Journey Visa if applicable. Medical examination and university administrative charges may be additional. ICA’s usual IHL processing target is within one week, or within two weeks if an entry visa is required, but individual cases can take longer.

After IPA, meet the stated conditions and complete appointment, document and biometric formalities. ICA says applicants should arrive no more than one month before the course starts. IPA does not itself grant legal permission to stay in Singapore.

Part-time work rights are conditional. At eligible institutions and while meeting the Ministry of Manpower’s requirements, a full-time Student’s Pass holder may work up to 16 hours per week during the school term without a separate work pass, or undertake an institution-run internship contributing to graduation requirements. Other student categories and internships can have different rules; not every pass holder may work.

Who needs a Student’s Pass, and who may be exempt?

ICA’s Student’s Pass overview says that foreigners pursuing an approved full-time course ordinarily require the pass. Certain holders of a valid Dependant’s Pass, Long-Term Visit Pass or Immigration Exemption Order can study without a separate Student’s Pass if they meet the conditions of their existing immigration status.

The rule does not automatically apply to a foreign student living elsewhere while taking short online courses. ICA specifically says Student’s Pass applications are not available for part-time, evening-only or weekend courses under the ordinary scheme. A student who wants to attend a part-time degree should ask the university about the necessary lawful immigration status rather than request an STP meant for full-time study.

A Short-Term Visit Pass is not a substitute for normal university enrolment. ICA has limited exceptions for specified short, stand-alone courses that meet detailed conditions; an ordinary multi-semester bachelor’s degree does not fall into that short-course exception.

The critical first step is to identify the institution, course mode and existing immigration pass. Nationality alone does not answer every question about eligibility or exemptions.

Which universities use the Institutes of Higher Learning application route?

ICA groups the autonomous universities and other approved institutions under its Institutes of Higher Learning (IHL) application guidance. NUS, NTU, SMU, SIT, SUSS and SUTD appear in the authorised higher-education landscape, alongside other recognised institutions.

A private education institution (PEI) with an overseas degree partner may use ICA’s Approved Private Education Institutions route instead. The application conditions and normal processing windows can differ. The applicant should not assume a campus delivering an overseas university degree automatically belongs to the same regulatory category as the foreign university.

Use the official institution name shown on the admission offer. If an education agent names a school that cannot be found or verified, check directly with the awarding and teaching institutions before paying deposits or applying for immigration.

A Student’s Pass is not an official guarantee that a specific foreign degree will be recognised for every profession. Degree quality, awarding authority and licensing remain separate matters.

Student’s Pass application: the seven stages

1. Receive an offer: accept admission into an approved full-time course and obtain any reference information supplied by the university. 2. Check eligibility: confirm no exemption applies and identify the correct ICA institution route.

3. Prepare documents: gather passport and required personal details, recent photograph, supporting academic or personal records and translations. 4. Submit online: follow ICA e-services and the institution’s instructions. 5. Pay the application fee: complete the S$45 processing fee payment through the official service.

6. Monitor the outcome: check ICA’s application status and follow requests for clarification. When In-Principle Approval is issued, read its conditions, validity and entry arrangements. 7. Complete formalities: fulfil any required medical examination, appointment, identity verification, payments and biometrics, then retrieve the digital STP after ICA formally issues it.

Do not confuse the application with a fully issued pass. Completing the university’s admission form, paying tuition or signing a hall contract does not automatically complete the ICA process.

Application timeline and published fees

Fees and timelines are taken from ICA’s current official IHL and issuance pages. They are valid as reviewed on 7 November 2026; the applicant must check the official amount and instructions when applying in 2027.

Which documents should an incoming student prepare?

ICA’s IHL guidance calls for a recent passport-sized colour photograph taken within the last three months and specified identity, passport, contact and educational details. The university’s own onboarding portal may request other academic documents and an original transcript for verification.

Documents in languages other than English may require official translation. ICA describes accepted translations prepared through the issuing country’s embassy, a recognised notary or other properly attested methods. It does not endorse particular private translation agencies, so applicants should not take an intermediary’s advertising claim as an official recommendation.

Provide accurate personal information, including passport name spelling and document validity. Small mismatches between admission, Student’s Pass and travel booking records can create delay. If a passport is renewed or residential address changes later, follow ICA’s current update procedures.

Do not send passports, birth certificates, bank credentials or login codes to unsolicited email addresses. The authorised ICA and university channels are safer than forwarding sensitive records to unknown agents.

What exactly will the Student’s Pass cost?

For a standard higher-education Student’s Pass application, ICA lists a non-refundable S$45 application processing fee. After approval, the completion-of-formalities page lists S$60 for issuance and S$30 for a Multiple Journey Visa where required. These are separate stages and not every applicant owes the last item.

For a hypothetical person who needs all three, the ICA charges would total S$135 before any private medical examination, travel, accommodation or university costs. If the Multiple Journey Visa is not needed, the two specified ICA charges total S$105. These totals are arithmetic illustrations using published 2026 rates, not guaranteed 2027 invoices.

Medical examination fees vary with the authorised provider and what the student’s IPA requires. An applicant in Medicine or another clinical course might also have different university health screening requirements from the immigration medical requirement.

Never assume a fee paid to an agent is an ICA government fee. Use the official online payment method and retain the receipt. ICA’s institutional page lists accepted card and Singapore payment methods and identifies the point at which each fee becomes payable.

Is a medical examination always required?

ICA may require a medical examination as a condition of Student’s Pass issuance. The IPA or associated instructions explain whether it is needed and what form, tests or time limits apply to the specific person. Applicants should not assume a medical report from an unrelated course is automatically acceptable.

A university may independently require a pre-admission health examination, vaccination evidence or specialist clinical screening. These are different from immigration clearance. Completing the Student’s Pass check does not necessarily satisfy a faculty’s nursing, medicine or laboratory placement requirements.

Follow the instructions of the authorised healthcare professional and university health service. Do not try to interpret clinical findings using immigration forum speculation or submit altered medical certificates.

The eduKateSG university matriculation guide explains how student onboarding and course-specific medical requirements fit alongside—but not inside—the ICA process.

What an In-Principle Approval letter does and does not mean

After ICA approves a Student’s Pass application in principle, it sends an IPA letter and instructions for the next formalities. If the student requires an entry visa, ICA says the visa may be included in the IPA arrangement. The applicant must follow the letter and entry conditions.

IPA is not a valid immigration pass for residing in Singapore. ICA explicitly says that holding IPA alone does not authorise a long stay. A foreign student entering the country still receives a Visit Pass or other appropriate immigration status at the checkpoint, subject to the immigration officer’s decision.

ICA advises arriving no earlier than one month before course commencement. If the student arrives before the planned date or cannot complete formalities before the Visit Pass expires, the family must resolve legal stay status with ICA, not assume the university offer automatically extends it.

At the final stage, ICA issues a digital Student’s Pass, which can be retrieved through FileSG or linked Singpass processes. A saved picture of the IPA is not a replacement for the issued digital pass.

The exact validity and any entry conditions are case-specific. The student should read the letter rather than relying on a copied social-media checklist.

How early should I apply for the 2027 intake?

The formal IHL recommendation is to apply two to three months before the course starts. A student beginning a programme in August 2027 should therefore plan to prepare and apply in the appropriate May–June period, subject to the university’s reference-issuance process and ICA’s current instructions.

A published normal processing time of within one week, or two weeks if visa requirements apply, is not a promise for every case. The applicant may need more time for missing documents, translations, a medical appointment, biometrics or university onboarding.

Do not book non-refundable tickets or accept an expensive lease on the assumption that permission will certainly be issued by a chosen date. Confirm the actual immigration outcome and coordinate travel with university orientation and housing dates.

If an unusual processing delay occurs, use the official ICA e-service or university international student office. The student’s need to arrive quickly does not grant authority to overstay or begin activities without the correct pass.

Can I work 16 hours a week on a Student’s Pass?

The Ministry of Manpower’s Work Pass Exemption for Foreign Students allows certain full-time matriculated Student’s Pass holders to work during the school term without a separate work pass, up to sixteen hours per week, provided they are registered at an institution on MOM’s eligible list and meet all its requirements.

The work can also qualify under the exemption when it is an industrial attachment or internship conducted by the university and contributing toward the student’s graduation requirements. This provision has different conditions from taking an unrelated private job, and a student’s programme office should confirm whether an internship meets the academic criterion.

The 16-hour term limit does not mean “any student at any school may work”. The institution list is specific, and the student must hold a valid ICA Student’s Pass. A person on exchange, for example, may not be eligible to work under the ordinary student exemption. Some employment types require a separate work pass.

The student should understand the contractual hours, employer and duties before starting. Both student and employer have obligations under applicable employment rules, and illegal work can have serious consequences for immigration status.

For students whose internship contributes to a degree, see eduKateSG’s university internship guide for credit, supervision and work-study distinctions.

Can international students work during university vacations?

MOM permits eligible full-time Student’s Pass holders at institutions on its specified vacation-work list to work during official school vacations without an additional work pass when the published conditions are satisfied. The relevant vacation list and term-time list are not assumed to be identical for every institution.

MOM also mentions students waiting for final results or convocation in an eligible vacation period, but that does not grant a permanent post-graduation work right. Once the study is completed and the Student’s Pass expires, the student generally needs an appropriate work pass for employment.

Do not assume a private course’s holiday calendar creates a lawful work exemption. Check the student’s actual full-time status, institution, pass and the employer’s proposed role.

Some students may be eligible for a separate approved training or work-pass route; that is distinct from the standard Student’s Pass work exemption and should be considered with the employer and MOM.

What if I am studying part-time or enrolled on exchange?

The standard Student’s Pass is not issued for ordinary part-time, evening or weekend study under ICA’s current rules. International applicants comparing a part-time SUSS degree or adult programme should first find out whether they already hold suitable immigration status for living and studying in Singapore.

An exchange student at a listed university may have a different status from a full-time degree student and must not assume they can take paid part-time work. MOM’s work-exemption guidance says exchange students are not allowed to work under that exemption.

The relevant institution, approved course, pass type and internship arrangement matter. When rules are unclear, ask the university’s immigration adviser and verify with ICA or MOM rather than accepting an employer’s informal reassurance.

A university admissions offer can be academically valid even if the applicant cannot obtain the immigration pass required for the planned study mode. Both questions should be resolved before committing significant money.

What happens if the student changes university or takes LOA?

A change of course, school or study status may change the basis on which the Student’s Pass was issued. ICA’s general guidance says that if a student transfers to another school after approval but before collecting the Student’s Pass, a new application may be required.

A formal Leave of Absence (LOA) or withdrawal can also affect the validity of student immigration status. The university may need to inform ICA and may have procedures for cancellation or reapplication. Do not assume an approved academic LOA automatically extends or preserves permission to remain in Singapore.

If the student is moving to a different institution, verify the new school’s official eligibility and immigration instructions. An earlier pass tied to prior full-time study is not automatically a permanent right to study anywhere in Singapore.

The eduKateSG LOA and withdrawal guide explains how academic and financial status change; this immigration question must be checked directly with ICA.

Must I cancel my Student’s Pass after finishing university?

ICA’s Student’s Pass cancellation guidance says the student or institution should cancel the pass when the student finishes or terminates study. Where a physical pass card was issued, the student must surrender it within the prescribed period, ordinarily within seven days of completion or termination.

ICA states there is no cancellation fee. It advises applying for cancellation online at least three working days before the pass expires, and the pass cancellation process has a published normal processing period of three working days.

An applicant who wants to work after graduating should investigate the correct future work pass through the prospective employer and MOM. Do not assume a completed university degree extends the Student’s Pass automatically, or that a previous 16-hour student-work exemption becomes a full-time graduate employment authorisation.

University career services can help students plan job searches, but the legal permission to work remains a separate decision under the applicable immigration and manpower rules.

Illustrative case: a student entering NTU in August 2027

Mira has received an eligible NTU offer for August 2027 entry. She reads the school’s international-student guidance and prepares her ICA application within the recommended time before course commencement. She uploads a recent photograph and any official translations required, pays the appropriate government processing charge and monitors the outcome.

After an IPA letter is issued, she checks its exact conditions, the permitted arrival window and appointment requirements. She books travel and accommodation with the entry requirements in mind, and completes any specified medical and identity formalities. Only after ICA formally issues the digital Student’s Pass does she treat her student immigration process as complete.

During term, Mira considers an internship. She asks NTU whether it is part of her degree requirements, and checks MOM’s student work-exemption conditions. She does not assume any private job is automatically allowed merely because she holds a student card.

The case is fictional. It demonstrates a sequence in which academic admission, immigration, campus registration, housing and work are treated as separate gates, each requiring its own evidence.

Eight mistakes foreign university students can avoid

First, thinking an offer letter is an immigration pass. Second, assuming an IPA allows unrestricted residence. Third, applying too late to leave time for documents or medical formalities. Fourth, arriving before the recommended period without checking lawful entry conditions.

Fifth, uploading an altered or old identity photograph that fails ICA requirements. Sixth, treating a non-endorsed part-time job as automatically exempt from a work pass. Seventh, assuming a student on exchange has the same work rights as a degree student. Eighth, failing to address pass cancellation when studies end.

Most of these mistakes come from a category mismatch: university admission versus ICA permission, school study requirements versus MOM employment rules, and an earlier provisional stage versus completed issuance.

Keeping the official portals and current status visible will usually prevent more problems than relying on dozens of secondhand checklists.

A practical Student’s Pass checklist

Before applying, confirm the full-time degree offer and whether an exemption under an existing valid immigration pass applies. Identify the correct ICA institution category and prepare current passport particulars, recent photo and required documents.

Apply through ICA in the recommended two-to-three-month period, pay through the approved service and retain the reference number. If an IPA is issued, read its validity and medical, arrival and appointment instructions, and remember it is not a final pass.

After arrival, maintain valid immigration status, complete the necessary formalities and retrieve the officially issued digital STP. Keep the university’s matriculation, student-card and course registration tasks separate from the ICA process.

If considering employment, check MOM’s current eligible-institution lists, term/vacation rules and the academic approval of any internship. Before graduating or withdrawing, coordinate timely cancellation or change of status with the university and ICA.

A reliable student journey links official permission, good record keeping and realistic financial planning without treating any one stage as a promise about the next.
